- Probationary Period: Six months

- Reporting to: Executive Director
Duties and responsibilities:
Project Management
- Coordinate with other organizations to ensure successful program implementation.
- Responsible for the overall programs management, and technical guidance to projects’ staff.
- Be directly responsible for fundraising opportunities to expand projects under the organization’s programs.
- Lead the team on concept notes and proposal writing along with needs assessment and related coordination steps.
- Supervise the timely implementation of the project portfolio in the IRG controlled areas.
- Develop and implement program strategies, objectives, and plans to meet the organization goals and consequently follow the organization’s vision and mission.
- Ensure that program activities are in compliance with the organization’s policies and procedures.
- Monitor program performance and evaluate outcomes to ensure effectiveness and efficiency of programs.
- Recruit, train, and manage staff members responsible for carrying out the program activities.
- Develop productive working relationships and representation with all stakeholders including; community leaders and representatives, Government officials, Non-Governmental Organizations.
- Ensure the organization’s profile is positively maintained as per the organization values, objectives, strategy and advocacy plan.
- Identify areas for improvement in existing programs and develop strategies for improvement.
- Monitor changes in relevant laws, regulations, or policies that may affect the program operations or outcomes.
- Provide guidance to staff on program-related issues, such as policy interpretation or implementation challenges.
- Represent the organization in conferences, meetings, workshops, etc., as needed
- Apply risk and resource management and resolve projects’ higher scope issues.
- Responsible for program financial management, and that all expenditures are in line with the organization and donor compliance standards.
- Manage monitoring, evaluation, accountability and learning systems and processes, ensuring projects’ staff is clear on what is required, and that quality is maintained as per agreed standards, lessons learnt are documented and applied for current and future projects.
- Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
- Conduct field visits to other the organization offices and projects sites to supervise the organization projects and provide the needed technical support.
- Ensure that reporting documentation is submitted to management in a timely manner.
- Comply with the organization policies and procedures with respect to code of conduct, child protection, safeguarding, PSEA, equal opportunities, safety and security, and other relevant policies and procedures.
- Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination.
- Any other related duties as assigned by direct supervisor.
Representation and Communication
- Represent the organization in external forums, cluster coordination meetings, donors’ meetings, local authorities and other agencies meetings.
- Maintain regular communication and liaison with local authority stakeholders to uphold the organization positive relationships, acceptance, and reputation.
- Represent the organization to donors and external stakeholders as opportunities arise.
- Maintain good relations and close coordination with local authorities, UN agencies, international and national NGOs.
- Ensure the organization attendance at cluster meetings.
Job Requirement
- A recognized master degree or professional qualification in: business administration and management; development studies; or any other related field.
- At least seven year’s proven experience as a Program Manager or relevant managerial position.
- Experience of monitoring, evaluation accountability and learning.
- Prior working experience with NGOs.
- Outstanding leadership and organizational skills.
- Good understanding of economic environment, challenges and opportunities.
- Have strong orientation about humanitarian and development programs in Yemen.
- A good understanding of gender aspects.
- Willingness and ability to undertake frequent travels to the field.
- Ability to manage multiple tasks effectively with attention to details and an orderly approach to tasks.
- Fluency in English and Arabic (written and spoken).
- Excellent interpersonal skills and team working skills.
- Flexibility on working in diverse situations with unpredictable working hours.
- A positive problem-solving approach and enthusiasm to learn and apply new skills.
- Excellent analytical skills.
- Excellent level of computer proficiency.
