Job Description

Shelter & Protection Specialist 

Division    : Programs.
Location    : Sana’a.
Reports to    : Shelter/CCCM & Protection Program Manager.

Organization & Background:

A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, takes action during crisis situations in order to alleviate the sufferings of the most vulnerable groups. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economic, wellbeing and health.

Responsibilities:

Project Relevance, Quality and Design:

  • Partake in the identification of new areas for intervention. 
  • Under the supervision of the Shelter/Protection PM, participate into establishing assessments. 
  • Contribute to define the organization’s local strategy and contribute to the annual programming by proposing new activities with the Shelter/Protection PM.
  • Participate to the supervision of the activities in compliance with the organization’s technical requirements and the financial donors’ criteria.
  • Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs 
  • Propose adjustments to the programs, if necessary.
  • Ensure that the project ‘activities achieve the required results.
  • Ensure that program objectives meet sustainability requirements and, if required, compliance with established norms and standards.

Implementation and Operational Monitoring 

  • Participate to the planning of activities related to Shelter/CCCM & protection projects with the PM.
  • Supervise the implementation of the Shelter& protection activities.
  • Ensure meeting of deadlines and setting technical specifications. 
  • Regularly visit the activities’ sites to monitor the achievement of results and their respect of the organization’s standards. 
  • Supervise and support team leaders with the assessment of human needs, logistical and financial resources needed at different stages of the activities. 
  • Identify any risks and constraints related to the activities and propose alternate strategies to the program manager. 
  • Assist the program manager to improve the quality of the intervention in the field. 
  • Ensure the respect of safety rules and regulation for persons and equipment at intervention/project site 
  • Partake in the updating of tools for monitoring financial, logistical and operational activities (Operational Follow- Up, Project Planning Monitoring, Budget Follow-Up, indicators follow-up). 
  • Participate to the coordination with the support department for all activities related to the Shelter & protection projects.
  • Ensure the proper follow-up at logistic, administrative and HR level for related project matter.

Capitalization 

  • Support the monitoring and evaluation surveys conducted by the team. 
  • Adapt the monitoring and evaluation tools and methodologies as necessary. 
  • Participate in the centralization and training on procedures, guides and tools linked to the Shelter & protection activities.
  • Ensure the respect of the archiving process as per the organization’s standards.

Team Management 

  • Partake in validating the hiring of program technical staff for activities.
  • Participate to the briefing of new staff working on the program.
  • Assist the PM to set up technical training depending on Shelter & protection operational needs and identified training requirements. 
  • Participate in building the Shelter & protection teams’ abilities with respect to techniques or new methodologies.
  • Manage and support the team under his/her responsibility. 
  • Ensure staff performance planning and appraisal for his/her team.
  • Ensure adherence to security regulations by personnel under his/her supervision.

Reporting, Communication, Representation:

  • Report activities to the Program Manager.
  • Implement the regular reporting for the activities progress using the appropriate formats, reports and databases.
  • Report any type of problem encountered on the field.
  • Partake in the drafting of a number of administrative documents to be signed jointly with governmental authorities, communities or partners.
  • Immediately report any problems or information that could affect the projects/activities or the security of the teams to the program manager.
  • Ensure the collection and compilation of information about the progress of projects/activities from the team leaders and/or officers.
  • Write regular reports on the progress of the activities for the program manager.
  • Partake in the drafting of reports and schedules/appendices related to the activities for donors and/or sponsors.
  • Represent the organization in collaboration with the program manager and projects/activities to the relevant bodies: local authorities, sector, partners, clusters etc.

Qualifications, Experience & Competencies:

  • Bachelor’s degree in Civil Engineering, Architecture, or another relevant field.
  • At least 1 year of increasingly responsible professional experience in developmental and humanitarian response programming and cluster approach. 
  • Self-management/Emotional intelligence, Confidence and ability in speaking in public forums and events.
  • Fluent written and spoken English and Arabic with the ability to translate complex material and data into clear and concise materials and reports.
  • Knowledge of computer applications i.e., Microsoft word, Excel, communications systems.
  • Ability to work independently with minimal supervision.
  • Maintains confidentiality and uses a high degree of discretion.   
  • Proven ability to work as part of a team under pressure.
  • Proven ability to deliver against targets and meeting deadlines within a short time frame.
  • Analytical and strategic thinking and results orientation/Commitment to excellence.
  • Experience managing or advising teams to mainstream protection principles (Do No Harm, Accountability to Affected Populations, Participation & Empowerment, and Meaningful Access) and/or implementing protection programming (Child Protection, Gender-Based Violence, Psychosocial Support).
  • Experience conducing Protection Risk Analyses (PRA), conflict analyses, and/or gender analyses.
  • Demonstrated, strong writing and oral presentation skills in English and Arabic are required.
