Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Reports to: Programme Director
Direct reports: MEAL Support Officer
Contacts/Key Relationships:
- Internal: Health and Nutrition Programme team, WASH, Operations and Logistics Team, Finance and HR team.
- External: local/national NGO partners, MoPHP, district authorities, clusters and other NGOs as required.
Job Location: Aden with movement to other Governorates where Concern works.
Contract Details: Fixed Contract till 31st December 2026, with possibility for extension based on fund availability and performance.

Job Purpose:
The MEAL Officer will support the implementation of monitoring, evaluation, accountability, and learning (MEAL) activities across Concern’s programmes in Yemen. The role will support the design and use of practical MEAL systems, plans, tools, and databases in line with the Concern’s Programme Cycle Management System (PCMS)/Programme Quality (PQ) guide and relevant humanitarian standards. This includes needs assessments, programme log frame, baseline, midterm, endline, and other evaluation studies; developing and applying monitoring tools; conducting routine programme monitoring and tracking programme outputs and outcomes; contributing to data quality checks, analysis, and reporting; and helping programme teams and partners use MEAL findings to improve implementation and results.
She/he will support effective accountability systems and approaches, including working closely with community committees, conducting regular safeguarding/perception surveys with programme participants, ensuring the operationalisation of the responsive Feedback Complaints and Response Mechanism (FCRM), and working with the programme team to use the feedback for learning and adaptation. The MEAL Officer will contribute to programme learning reviews, documentation of lessons learned, case studies and good practices, using appropriate digital data collection and reporting tools. The role will also contribute to MEAL capacity building of staff and partners, forecasting MEAL activity and budget needs, and working closely with programme, consortium and partner staff.
Main duties & Responsibilities:
A. Programme Planning and Design
- Support programme teams and local partners to conduct context analysis, gap analysis, needs assessments, baseline studies and community consultations to identify priority needs, risks, vulnerabilities and feasible interventions in collaboration with target communities, clusters and local authorities.
- Support the development and review of project logframes, results frameworks, indicator reference sheets, MEAL plans, activity monitoring plans and data collection tools for new and ongoing programmes, ensuring alignment with Concern’s PCMS/PQ guidance, donor requirements and Yemen HRP.
- Support programme teams to define realistic targets, disaggregate indicators by sex, age, disability and other relevant vulnerability criteria, and ensure inclusion of women, youth, people living with disabilities and socially excluded groups in assessment, design and monitoring processes.
- Support the development of MEAL budgets, workplans and procurement/forecasting needs for assessments, monitoring visits, surveys, evaluations, digital data collection and data management.
- Participate in proposal and programme development, particularly the MEAL sections including accountability, learning and risk-monitoring to ensure they are context-specific, evidence-based and consistent with Concern and donor guidelines.
B. Programme Implementation, Monitoring & Reporting
- Support the set-up and roll-out of project MEAL systems, including MEAL plans, indicator tracking tools, data flow processes and reporting timelines.
- Orient programme and partner teams during project inception/kick-off meetings on logframes, indicators, targets, data collection tools, quality standards, accountability requirements and donor reporting expectations.
- Conduct beneficiary verification and validation in line with agreed community-led selection criteria, ensuring transparent, inclusive and well-documented targeting processes.
- Carry out regular field monitoring visits across Concern and partner implementation sites to monitor activity progress, verify reported results, identify implementation gaps and provide timely recommendations to programme teams and management.
- Support data quality assurance through routine data checks, spot checks, source document verification, database review and follow-up with programme and partner teams to address data gaps, inconsistencies and delays.
- Track project performance on a monthly basis using the Indicator Tracking Tool (ITT), dashboards, and prepare clear analysis to support adaptive programme management and decision-making.
- Support programme teams with timely internal and donor reporting by providing accurate, disaggregated and analysed quantitative and qualitative data, including progress against outputs, outcomes and targets.
- Collect and document success stories, case studies, lessons learned and good practices, ensuring evidence from monitoring, community feedback and programme data is used to inform donor reporting, learning reviews and adaptive programme management.
- Provide hands-on support to Concern staff, partner staff, enumerators and volunteers on MEAL tools, ethical data collection and data protection
C. Assessments, Surveys and Evaluations
- Design, test and update assessment, monitoring and evaluation tools, including baseline/endline questionnaires, post-distribution monitoring tools, satisfaction/perception survey tools, FGDs, KIIs, observation checklists and digital data collection forms using platforms such as Kobo.
- Lead and/or support pre- and post-distribution monitoring for cash, in-kind and service-based interventions in line with Concern, donor and cluster requirements, ensuring findings inform programme quality, accountability and future interventions.
- Conduct and support needs assessments, baselines, endlines, outcome monitoring and other surveys in collaboration with programme teams, partners and enumerators, ensuring appropriate sampling, ethical data collection, data protection and inclusion of vulnerable groups.
- Analyse quantitative and qualitative survey data, prepare clear reports and presentations, and share findings with programme teams, partners and management to support evidence-based decision-making, learning and adaptive programme management in the Yemen context.
- Conduct regular perception, satisfaction, safety and accountability surveys with programme participants and communities to assess the quality, relevance, timeliness, accessibility and appropriateness of Concern and partner interventions.
- Support internal and external evaluations, research and studies by contributing to terms of reference, tool development, sampling, enumerator training, field data collection, logistics coordination, data quality checks, validation of findings, documentation of learning and follow-up on agreed recommendations.
- Participate in joint assessments, monitoring exercises and surveys planned by clusters, consortium partners, local authorities and local NGO partners, and contribute MEAL findings to coordinated analysis, reporting and programme learning.
D. Feedback Complaints and Response Mechanism (FCRM)
- Support the implementation of functional, responsive, confidential and accessible Feedback, Complaints and Response Mechanism (FCRM) across Concern and partner programme locations, in line with Concern Yemen FCRM guidelines, safeguarding standards and accountability commitments.
- Conduct community consultations, FGDs, KIIs and feedback sessions with women, men, youth, people with disabilities and other vulnerable groups to identify preferred and safe feedback channels for each target area and community profile.
- Support the programme team to raise awareness among programme participants and communities on their rights and entitlements, available feedback and complaints channels, expected staff behaviour, safeguarding/PSEA commitments and how complaints will be handled.
- Support Concern staff, partner staff, community committees, enumerators and volunteers on FCRM procedures, safe and respectful handling of feedback and complaints, confidentiality, reporting and referral pathways and timely closure of complaints/feedback.
- Supervise/Support MEAL Support Officer to maintain and regularly update the FCRM database, ensuring feedback and complaints are accurately logged, categorised, referred to the appropriate focal points, followed up within agreed timelines and closed with proper documentation.
- Supervise/Support MEAL support Officer to prepare monthly FCRM analysis and trend reports, including unresolved complaints, and share relevant programme feedback with programme teams and management to support corrective action, learning and programme adaptation.
F. Compliance, Accountability & Safety
- Ensure compliance with humanitarian principles/standard, security/safety protocols, and organisational SOPs.
- Uphold safeguarding policies, Prevention of Sexual Exploitation and Abuse (PSEA), and Code of Conduct standards.
Other:
- Undertake other related duties as may reasonably be assigned by the line manager.

Person specification:
Essential
- Bachelor’s degree in Statistics, Social Sciences, Development Studies, Economics, Public Health, Information Management, or another relevant field.
- Minimum three years of relevant experience in MEAL, monitoring and evaluation, accountability, research, data management or information management within humanitarian or development programmes, preferably with NGOs/INGOs or UN agencies.
- Practical experience in designing and using MEAL tools, including logframes, MEAL plans, Indicator Tracking Tools, monitoring checklists, baseline/endline tools, post-distribution monitoring tools and satisfaction/perception survey tools.
- Strong experience in quantitative and qualitative data collection, including surveys, FGDs, KIIs, observation, beneficiary verification, community consultations and field monitoring in complex or fragile settings.
- Experience using digital data collection and data management platforms such as Kobo iFormBuilder, and strong proficiency in MS Office, particularly Excel for data cleaning, analysis, visualisation and reporting.
- Good understanding of accountability to affected populations, Feedback, Complaints and Response Mechanisms, safeguarding/PSEA principles, ethical data collection, confidentiality and data protection.
- Good working knowledge of English, with the ability to prepare clear monitoring reports, data summaries and learning notes.
Desirable
- Experience monitoring integrated Health, Nutrition, WASH, Food Security/Livelihoods, cash or resilience programmes.
- Familiarity with Yemen humanitarian coordination systems, cluster reporting requirements, Yemen HRP priorities, and engagement with local authorities and national NGO partners.
- Working knowledge of Power BI, DHIS2, GIS/mapping or other data analysis and visualisation tools is an advantage.
