Context

Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience.

Job Profile

The WASH Officer plays a key role in ensuring the successful implementation of WASH programs, driving sustainable and high-quality water, sanitation, and hygiene services for communities in need.

Reporting to the Project Coordinator, you will provide technical expertise and oversight in the design, implementation, and evaluation of WASH activities. Your focus will be on enhancing program impact by ensuring efficiency, sustainability, and alignment with community needs. You will also support the rehabilitation of solar-powered water stations, health facilities, and WASH interventions within healthcare centers.

Key Responsibilities

Accountability and Complexity

• Manages own responsibilities with moderate supervision and guidance

• Plays a critical role in ensuring WASH program success by implementing high-quality, sustainable solutions

Project Management and Coordination

• Collect, document, and analyze WASH project data from reports and key stakeholders (government entities, WASH Cluster, UNICEF, NGOs, etc.).

• Oversee the implementation of solar-powered water station support activities, ensuring they align with project plans, timelines, and objectives.

• Contribute to the development of technical proposals, concept notes, and project documents to enhance program effectiveness.

• Coordinate procurement processes with the Supply Chain and Logistics team, ensuring timely delivery of goods and services.

Rehabilitation of Health Facilities and Water Stations

• Supervise and coordinate the rehabilitation of health facilities and water stations, ensuring compliance with technical specifications and industry standards.

• Work closely with engineering teams to oversee project execution, addressing technical challenges proactively.

• Conduct regular field visits to assess project progress, identify potential issues, and recommend solutions to optimize implementation.

Coordination and Stakeholder Engagement

• Build and maintain strong relationships with local authorities, community representatives, and partner organizations to ensure effective project execution.

• Facilitate collaboration with local stakeholders to improve information sharing and resource allocation for WASH programs.

Monitoring, Evaluation, and Quality Assurance

• Implement monitoring and evaluation frameworks to assess the effectiveness and impact of WASH interventions.

• Prepare periodic reports, providing data analysis, technical insights, and recommendations for program improvement.

• Support the development of performance enhancement strategies to optimize resource utilization and service delivery.

Technical Support and Training

• Provide technical expertise in WASH program planning, offering recommendations for alternative solutions to improve efficiency.

• Organize and conduct training sessions for staff and community members on best practices in water, sanitation, and hygiene.

• Lead hygiene promotion activities to raise awareness about safe water use and sanitation practices.

Administrative and Logistical Tasks

• Manage administrative and logistical tasks, including preparing Bills of Quantities (BoQs) and engineering drawings.

• Support documentation and ensure translation of technical documents between English and Arabic as needed.

Behavior and Conduct

Person Specification

Skills, knowledge and expertise required for the role.

Essential criteria

• A university degree in engineering or a related field.

• A minimum of 5 years of experience in implementing WASH projects, with additional experience in solar energy project management being an asset.

• Solid knowledge of humanitarian standards and the regulatory framework of the WASH sector.

• Excellent skills in report writing, team management, and partner communication.

• Ability to work in challenging field environments and manage priorities effectively.

Desirable criteria

• Strong interpersonal and communication skills.

• Fluency in Arabic and proficiency in English.

• Excellent time management skills with keen attention to detail.

• Proficiency in Microsoft Office, AutoCAD, and other relevant software.

• Ability to work independently and as part of a team.

• Capability to operate effectively in a fast-paced and demanding environment.

• Flexibility and willingness to take on additional responsibilities and work irregular hours.

• Maintain professional and personal conduct that upholds the credibility of the international relief organization and does not compromise its humanitarian mission
