Position: Supply Chain Officer
Location: Hadhramaut – Mukalla City
Contract Length: Until December 2024 with possible extension upon project extension.
The Opportunity:
ROLE PURPOSE:
The Supply chain officer has the responsibility to ensure the delivery of timely, effective and accountable logistics support to Save the Children programs in the field office, Assist the Supply chain coordinator/manager to ensure efficiency, accountability and transparency of Logistics operations, by developing, plans and managing policies and strategies related to fleet, assets and procuring supplies and services (in accordance with SCI policies and procedures)
Supply chain officer also will assist in strategizing logistics systems in the field office with the support of the supply chain coordinator/manager.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY :
Support the delivery of the SCI sourcing strategy:
- Under the direction of the line manager, undertake supply market research and analysis, run quotations/tenders and set up Contracts, Pre-Qualified Suppliers and/or Framework Agreements where appropriate for key supplies.
- Provide Procurement Support to program team and project implementation.
Sourcing of goods and services
- Manage Procurement for the Mukalla program in line with SCI Procurement policies, processes and quality standards through supervision of Procurement Requests, Requests for Quotation, Comparative Bids Analysis, Procurement Committee and Purchase Order processes.
- Ensure overall best value for money is achieved through a competitive and transparent Procurement process considering quality, availability, time frame, transport and storage costs and technically advise the Procurement Committee accordingly.
- Ensure Procurement Committees are established where required and that they fully always understand and undertake their responsibilities.
- Develop strong relations with field office programs to support them in improving their ordering practices and review all Procurement Plans together with the line manager.
Team Management and Capacity Building
- Conduct Performance Review with line report and ensure clear work and personal development objectives are established with timelines and regular feedback and support is provided.

Governance
- Promote and ensure compliance with our Procurement Policy, Procedures and quality standards
- Implement and ensure compliance with our Procurement Policy, Procurement Manual and established Procurement Procedures
Assets
- Ensure that Logistics staff/assets assistant maintains a proper documentation of assets.
- Update the field Asset Register; ensuring that all programme assets are logged, issued with unique asset numbers and ID cards, and are tracked / cross checked with the CO master assets throughout the country
- With the close coordination with field logistics team and SC coordinator/manager prepare report for Asset Disposal in accordance with Save the Children and donor guidelines.
2- Fleet
- Assist in verification of the monthly vehicles logs and preparation of the logistics monthly fleet report.
- Assist and support the fleet assistant (if any) on the movements and activities of the Drivers
- Follows-up of accidents/incidents with the police, informing insurance company, prepares and sends all relevant documents
- Follows-up of the Drivers list of duties, shift, logbook, overtime and report to the supply chain coordinator/manager
- Support the fleet management for any requirement / support needed in term of payment to the rental vehicle / verification of documents / license of rental vehicles.
3-Procurement/Logistics:
- Assist the Supply Chain team ensure that purchases are made in a timely and transparent manner, that is corresponding to Save the Children procurement policies and procedures and donor regulations
- With the guidance of the Supply Chain Coordinator/Manager, prepare the procurement plans in consultation with the programs and operations teams
- Ensure that suppliers are managed professionally, impartially and with no appearance of impropriety.
- Assists in the procurement of routine and non-routine procurements
- Develop sound partnerships with suppliers, contractors and relevant government agencies.
- Update the procurement tracker on a continuous basis and send a report in weekly basis.
- Compiles documentation required for payments and sends to finance for processing in a timely manner.
- Supervise packing, dispatching, transporting and delivering activities within the governorate, ensure all trackers and log-sheets are correctly filled and duly signed.
Systems, Tools and Processes
- Responsible for ensuring Catalogue Management / Contract Terms & Pricing Management are carried out in ProSave by regularly reviewing and updating catalogue content.
- Support the onboarding and training of new staff on ProSave.
Other
- While most of the work will be carried out in the Mukalla Field Office – staff may be required to make occasional support visits to other field offices.
- Supply Chain Officer may be required to carry out inductions with new staff on aspects of Supply chain role, support and areas of expertise.
- Supply Chain Officer may be required to represent Save the Children in Procurement related seminars or workshops.
- Supply Chain Officer may be required to provide technical support to Implementing Partners.
QUALIFICATIONS:
University-level/High Diploma of professional qualification/degree in Engineering, statistics, business administration or relative fields
EXPERIENCEAND SKILLS:
- Minimum of 2 years of relevant experience working in Procurement, preferably in an NGO and/or development program, with in-depth experience in managing complex sourcing processes and supplier relationships
- Ideally knowledge of procurement processes, rules and regulations in the international non-profit sector.
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Experience in supply chain management in an emergency/development environment focusing on Procurement
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
- Willingness to undertake field travel as required and work in difficult environments according to travel environments
- Excellent IT skills and previous experience in maintaining detailed administrative records.
- Diplomacy, tact and negotiating skills.
- Team-working skills.
- Flexibility under pressure and in response to changing needs.
- Fluency in written and spoken English
- Commitment to and understanding of Save the Children’s aims, values and principles
- Desirable: Procurement system experience & Previous engagement/working with public procurement of any IGA agency
