FSL Specialist
Division: Programs.
Location: Hadramout/Aden.
Reports to: Project Manager.
Organization & Background:
A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct organization for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, acts during crisis situations, and goes the extra mile to engage in other contexts where its competencies will add value. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economy, wellbeing and health.
Role Purpose:
The FSL Specialist is responsible for coordinating, consolidating, and ensuring the smooth implementation of organization’s various interventions and project. He/she will ensure strong collaboration and coordination with different stakeholders, such as the FSAC sub-national cluster, local authorities, and donor. Additionally, he/she will engage with the FSL Project Manager and the project’s team to provide ongoing technical support throughout the project period.
Key Responsibilities:
- Supervise the implementation of FSL activities throughout the project period and communicate with the project team to provide full support and guidance.
- Be well-versed in Cash and Voucher Assistance approaches i.e., UCT, Cash for Work, Cash plus, Income generation activities and MPCA (basic and advanced certification/practical experience).
- Familiarize with the implementation of agriculture, fisheries, and income-generating support through various modalities.
- Provide technical support and monitor the various FSL activities i.e., UCT, CFW, IGA, Cash+, VT etc.
- Have a full comprehension of the FSAC strategic objectives and modalities’ guidelines.
- Ensure gender mainstreaming in all FSL activities.
- Identify public, non-profit, and private organizations for cross-learning in the development and implementation of food security and livelihoods programs.
- Facilitate monitoring of the project (field visits, regular program monitoring, budget forecasting, staff evaluations and planning, donor reports, monthly reports, etc.).
- Participate in FSAC and various CVA forums, TWGs, and other coordination meetings, actively reporting and communicating with field and national levels.
- Ensure timely program planning, implementation, and reporting of project activities.
- Provide any required technical support for program development and proposal writing, as well as participate in meetings with donors.
- Collaborate with other departments to ensure all information is tracked according to project needs and donor requirements.
- Prepare project documents and other materials to develop or promote coordination and advocacy activities.
- Promote and engage in systematic monitoring and evaluation of climate change adaptation, food security, and livelihoods, identifying and synthesizing best practices and lessons learned for organizational sharing and learning.
- Document significant success stories, lessons learned, and best practices, sharing them with program leads, CMU, donors, and other stakeholders.
- Work closely with the Monitoring, Evaluation, Learning, and Knowledge Management unit to ensure all information and data on FSL and CVA programs are incorporated into the country M&E system.
- Organize and facilitate regular learning and sharing sessions with stakeholders on FSL and CVA programs.
- Establish positive relationships and close collaboration with other agencies involved in FSL programs in Yemen.
- Ensure efficient communication of information between the sub-office and HQ office.
- Perform any other tasks as required by FSL management.
Safeguarding:
- Read, understand, and adhere to the organization’s Safeguarding Policy, sign the organization’s Code of Conduct, and strive to promote a zero-tolerance approach to discrimination, harassment, and abuse in all working environments.
- Report any concerns about the well-being of a child or vulnerable person and report any concerns about the behaviour of the organization’s representative in relation to safeguarding.
Qualifications, Experience, and Skills:
- Minimum bachelor’s degree in socioeconomics, agricultural science, rural development, international development, or a related field.
- Preferred: Experience in managing and implementing cash transfers, conservation agriculture, climate-smart technologies, voluntary saving and loan schemes, and an understanding of FSL and CVA in emergency contexts.
- At least 3-5 years of relevant experience in food security and livelihoods (CVA, fisheries and agricultural development).
- Proficiency in English and good interpersonal skills.
- Effective use of computer – Outlook, Word, Excel, etc.
- Proven ability to lead and work effectively with others to achieve results.
- Strong leadership and interpersonal skills; ability to operate under pressure.
- Strong supervisory skills.
- Organizational and time management skills.
- Excellent communication, negotiation, coordination, and reporting capabilities.
- Dynamic and creative.
- Ability to manage stress, multitask, and make decisions.
- Ability to work independently using initiative to solve problems (focusing on solutions).
- A team player willing to shoulder additional responsibilities.
