Tamdeen Youth Foundation (TYF), is a humanitarian Organization which is private, nonpolitical, non-governmental and non-profit making. TYF seeks to support socio-economic interventions to create and secure adequate livelihood opportunities for members of society, and enable them to thrive, grow and participate in making immediate and long-term change, allowing everyone to live in peace and competence. TYF launched its Strategic Plan, covering broader development areas, targeting a larger segment of society and building on the alignment of humanitarian response, development and peace. TYF currently operates in a number of governorates in Yemen where it has implemented projects in, Food Security, Health, Nutrition, Shelter, CCCM, WASH, Protection, Education and Empowerment,
2- Overall Purpose:
The Project Manager will work closely with the TYF management to ensure effective project planning, management, and coordination. The key objectives of the role include:
- Develop and implement project plans, budgets, and terms of references in collaboration with the TYF management .
- Manage and provide supervision and support to project staff involved in project implementation.
- Establish and maintain effective project reporting, evaluation, and communication systems.
- Ensure compliance with donor policies and regulations and promote coordination with relevant stakeholders.
- Monitor field implementation and provide guidance to ensure project objectives are met.
- Contribute to the overall credibility and positive image of the organization
3- Key Duties and Responsibilities:
- The Project Manager will be responsible for the following:
Project Planning and Management:
- Develop and update project management plans, including implementation, expenses, procurement, and MEAL plans in coordination with the TYF’s relevant department heads.
- Setting an appropriate schedule for the development of certain deliverables.
- Ensure effective implementation of project activities, adhering to project objectives, timelines, and quality standards.
- Ensuring the availability of materials, items, and tools and needed for project activities implementation according to the procurement plan.
- Ensure that project expenditures required for project activities are implemented on time according to the expenditure plan.
- When needed and in coordination with the Awards Department, identify any required changes to project scope, timeline or budget and assure that the necessary TYF and donor approvals on such change are obtained.
- Close coordination with technical staff (program sectors managers) to assure the implementation of various sectoral activities in accordance with the required technical standards and quality- Manage the project budget within approved spending levels and provide accurate and timely financial reports internally and to donors.
Project Staff Management:
- Manage and provide supervision and support to project staff involved in project implementation.
- Ensure that the key project employees effectively communicate with their relevant functional departments, effectively share and report the information.
- Ensure a clear definition of roles and tasks for the project team members and that each employee understands well their responsibilities under the project.
- Determine training needs for subordinate staff and conduct staff evaluations.
- Promote professional development opportunities for staff and encourage their capacity building.
Monitoring, Reporting, and Evaluation:
- Collect and compile project data regularly, including statistical reports, case studies, and success stories.
- Develop and submit timely and accurate project progress reports to the TYF management, internal stakeholders, sectoral authorities, and donors.
- Collaborate with the MEAL and technical unit to ensure accurate and timely data collection at the field level.
- Monitor field implementation and provide guidance to ensure compliance with project objectives, indicators, and outcomes.
Coordination and Communication:
- Liaise closely with local authorities, donor agencies, and partner organizations to ensure program compliance with donor policies and regulations.
- Actively represent TYF by attending cluster/coordination meetings relevant to the project activities.
- Maintain regular communication and coordination with the TYF Program Manager at the Sana’a office, providing updates on project progress as per protocol.
Partnership and Stakeholder Engagement:
- Build and maintain strong relationships with relevant stakeholders, including government agencies, NGOs, and local communities.
- Ensure effective coordination and collaboration among project stakeholders, promoting synergies and complementarity with other agencies’ efforts.
- Contribute to the creation of a positive image and overall credibility of the organization through ethical conduct and adherence to organizational values .
4- Job Requirements :
- Minimum of 4 years of experience in Multi-Purpose Cash, Shelter/NFI, and WASH project management in NGOs or INGOs. The experience of multi-sectoral project management is preferable.
- Familiarity with national humanitarian operations, coordination structures, and the mandates of donors and other NGOs.
- Proficiency in spoken and written English is essential.
- Strong computer proficiency, particularly in Microsoft Excel and Word.
- Strong organizational skills, attention to detail, and timely reporting abilities.
- Ability to exercise sound judgment and make decisions with limited supervision.
- Extremely flexible and able to cope with stressful situations and frustrations.
