BACKGROUND

Dorcas Aid International is a global, humanitarian, non-profit organization that works with people affected by poverty, exclusion, or crisis in three regions around the world: the Middle East, Africa, and Eastern Europe. In all the three regions, we are locally present and work together with our partners to implement programmes designed to support people before, during and after crisis.
 Dorcas Aid International Yemen was successfully registered as an NGO in the South of Yemen in 2021, with an office located in Aden. Currently Dorcas is implementing projects   in the FSL/Cash, Wash and Health mainly in Aden, Aldhalee and Taiz Governorates.

JOB SUMMARY

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes to ensure professional, high-quality communication about Dorcas Yemen’s programmatic activities and results. The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization and other humanitarian actors. The MEAL Officer will assume responsibility for full-cycle monitoring and evaluation of Dorcas Yemen’s programs, developing appropriate methodologies and tools to design evaluations.

ESSENTIAL DUTIES & RESPNSIBILITIES

List of main tasks:

  • To roll out and manage MEAL mechanism as per commitments of Dorcas Aid International (DAI).
  • To establish, manage and strengthen Accountability to project/programme participants which includes capacity building of partner organizations.
  • Develop, implement, and assess monitoring frameworks for all Dorcas partnerships and projects, as well as for funding proposals.
  • Develop the overall framework for project M&E systems in collaboration with donor and senior programme staff, including requirements, reporting, baseline, and evaluation surveys; develop and monitor project management plan to systematically document performance.
  • Facilitate design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans during annual work-planning process.
  • To carry out regular field monitoring of program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan.
  • Contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities.
  • Develop and maintain indicator tracking tools; develop tracking tools as needed to demonstrate the effectiveness of project interventions. Ensure all grants have updated work-plan and performance management plan (PMPs) in tandem with all approved proposals, regularly reviewing and updating as needed.
  • To assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments, including data analysis for accuracy, flag validation and quality issues.
  • Aggregate and analyze data from across Dorcas’ information platform to contribute to management decision-making and reporting.
  • Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices.
  • Support with technical leadership to project and partner staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting; provide training as needed.
  • Contribute to developing and initiating all pre and post intervention assessments, Knowledge Attitude Practices surveys, After Action Reviews, Post Distribution Monitoring and Real Time Evaluation of emergency programmes.
  • To establish and manage Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback.
  • To maintain complaints and feedback tracking database and do follow up on complaints to reach a resolution involving relevant project/program staff. 
  • To assist the project in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance.

QUALIFICATIONS

  • Bachelor’s degree required, Master’s degree in statistics, demographics, public health, or international development preferred.
  • 2-3 years of monitoring, evaluation, accountability and learning experience preferably with INGOs.
  • Expertise in databases, MS Office and other analysis software such as MS Power BI, SPSS, STATA .
  • Experience in indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight.
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines including proficient in report writing and documentation.
  • Fluency in English and Arabic; excellent written and oral communication skills, including facilitation and cross-cultural communication.
  • Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint) and proficiency in online research.
