Protection Monitor (National)  

Job site: Taiz City and Al-turba

Status: Full-time

Project title: 

The project " Provision of life-saving protection services to IDPs and conflict affected PoCs in south Yemen’” will provide a comprehensive protection assistance to respond to the most urgent protection needs of IDPs and conflict affected PoCs in Taiz in South Yemen.

Project objectives: 

The project will address some of the critical needs of IDPs and conflict-affected communities Taiz. The project will enhance the wellbeing of affected PoCs through the provision of comprehensive case management services to persons with specific needs and identification and referral of WP, CP and PWSN cases from IDP, returnees and host communities to service providers in Taiz. Carry out targeted prevention and mitigation interventions through Community-based Protection Networks (CBPNs). The project will strengthen communication with communities as well as complaints and feedback mechanisms (CFM), through multiple channels, including Community Outreach Volunteers and hotlines duly managed by responsible staff. 
The proposed project aims to understand the protection vulnerabilities and risks of IDPs and returnees at community level through conducting protection monitoring including household assessments in Taiz, Yemen. 
As a sustainable strategy local community will be empowered through supporting Community Based Protection Networks Members (CBPN Members) in hard-to-reach areas, function as a bridge between the communities and the services present on the ground.

Responsibilities/duties:

This role requires to spend 95% of their work time directly in and within the communities.

Under the direct supervision of the Community based Protection Assistant, the Protection Monitor will be responsible for 

  • collecting, verifying, and analysing information in order to identify violations and protection risks encountered by the target population. 
  • provide information in a way that can be used to reinforce the responsibility of the government institutions, service providers, and other relevant stakeholders to prevent violations and provide protection. 

in communities to contribute to an in-depth understanding of the protection environment, understanding push and pull factors and drivers for displacement and displacement patterns, identifying protection trends (rights violations, discrimination, exclusion etc.), flagging-out protection risks, and recognizing protecting needs among the conflict affected population groups.

Protection monitoring will include both community level monitoring and incident monitoring. 

  • Community level monitoring assesses changes in the overall protection situation at the site, sub district level and will focus on understanding trends and patterns.
  • Incident monitoring aims to document violations suffered by survivors and communities and will require collection of sensitive and often confidential information from people to document specific protection problems that require immediate response. 

Protection Monitoring Activities: Protection Monitor (PM) will be responsible for the following Protection Monitoring Activities (protection by presence, provision of information, referrals, and follow-up through following

  • Protection monitoring 
  • Background research
  • Interviewing Profiling of target groups in the field 
  • Providing community with timely, adequate and relevant information 
  • Identifying potential protection concerns, and gaps 
  • Protection by presence
  • Identifying vulnerable cases who are in need of more targeted assistance 
  • Referring to other organizations (e.g., to Police for registration, medical care, food/NFI`s, social workers, etc.) and follow up in a systemic and well organized, using agreed tools via agreed interagency mechanisms; 

Protection Monitoring on community and individual level:  Protection Monitor will be responsible for collection and reporting on quality data on protection concerns and violations using qualitative and quantitative means

  • Leading the identification of areas of concern for further assessments based on an understanding of the protection environment at site in the governorate;
  • Draft questionnaires, guiding questions, instruction notes etc. for conducting FGDs, KIIs, and Observation;
  • Conduct and document Assessments 
  • Conduct regular field visits to IDPs, Returnees, and Host Communities in collective sites, villages, and urban areas as well as municipal actors to collect information on the protection situation through conducting FGDs, KIIs, and undertaking Observation;

Community Coordination: Protection Monitor will be responsible for establishing and maintaining network and coordination with other stakeholders at site level

  • Strengthen INTERSOS’ relationship with Focal Points from IDPs, Returnees and conflict affected Host Communities by regularly paying in-person visits and checking in with the Focal Points to ensure good community understanding of INTERSOS’ interventions, maintain good access to beneficiaries, and allow for a good understanding of socio-economic vulnerabilities and swift information gathering on incidents, protection needs etc.;
  • Provide guidance to the CBPN-Outreach Volunteers (CBPN-OVs) who are engaging with communities to correctly flag households with high socio-economic vulnerability to be considered for INTERSOS’ household assessments and identify persons to be engaged in KII and FGD protection monitoring activities;
  • Coordination with other organizations in the field, to reduce or eliminate overlapping, maximize resources, share assessments or information relevant for all actors, agree on common standards in the implementation of certain activities, priorities activities, etc.

Protection Monitoring Reporting - Analysis, communication, and reporting: The protection monitor (PM) will be responsible for producing following types of reporting, to note down collected information, but also to present analyzed data and information. 

  • Daily reports – Internal reports based on collected information on the beneficiaries interviewed that day and provided with information and/or referral. They include data on age, sex, nationality, country, but also a short description of their cases and data on a specific protection concern or need that an individual or group might have, as well as the action undertaken by the PM to assist that individual or group. 
  • Weekly/bi weekly reports –containing statistical analysis on the achieved indicators against the target, as well as narrative part on the activities implemented and the general situation in the field, main challenges and concerns. 
  • Statistics – Statistical information on the individuals who are interviewed or provided with information or assistance. These refer to the number of members, as well as: age, sex and diversity mainstreaming, type of assistance provided, specific data on UASC and actions taken to assist them (including the response of the authorities); data on violations, type of violation, specific data on child rights violations. 
  • Protection case records (PCR) – Internal reports based on collecting specific information on the violation of an individual or group, actions taken and further actions needed. 
  • Case studies –; short stories, i.e. overviews of individual cases depicting the position of a person of concern, his/her protection needs, the actions taken to assist him/ her, the response obtained from the relevant authorities and the outcome of the actions taken. 
  • Monthly protection monitoring reports – Public, monthly reports containing information on the overall situation in a given month, policy developments that might affect the position and protection of community, the PMT’s activities and achievements in the stated month, as well as the latest information on specific protection concerns (such as registration, accommodation in asylum centres, protection of UASC, specific violations and abuses, etc.), identified most pressing humanitarian needs. 

Community Based Protection 

  • Lead the work in close guidance of and coordination with CBP Assistant and Protection to establish/ strengthen community-based protection system built on equal partnership and truly meaningful engagement of the community
  • Lead the level protection analysis in collaboration with local communities and structures and with guidance of CBP assistant and Protection officer to understand protection risks, vulnerabilities, strengths and assets within the communities.
  • Lead the implementation of INTERSOS CBP at project level following two steps 1. Act and engage and 2 Act and partnership and 3 Ownership. with communities to further strengthen existing assets and address protection risks by themselves.
  • Working closely / side by side with existing community-based structures following their lead and providing nonjudgmental and open support with the belief that communities themselves are capable of improving their protective environment
  • Monitor and document the CBP work as per standard documentation and reporting standards for this component.

Awareness and Accountability:

  • Support close coordination with Accountability Officer MEAL department to address any grievances in relation to cash assistance among local communities by flagging ‘hot areas’ with high levels of tension and facilitate the accountability officers field missions to raise awareness on feedback and complaint mechanisms etc.
  • Raise awareness of INTERSOS services, including its hotline and complaint line mechanisms to tackle any grievances beneficiaries might have heads-on;
  • Always ensure confidentiality and conduct all activities respectfully and sensitively towards beneficiaries and staff.
  • Commit to participate to any other task in order to achieve the project’s overall objectives

  • Clear & timely communications to line management 
  • Full abiding by INTERSOS internal rules and guidelines and respect INTERSOS Charter of Value and Code of Ethics, including INTERSOS PSEA and CP policy.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Qualification/requirements.

Minimum requirements

  • BA in social sciences or related discipline (law, journalism, psychology, academic research, social science); 
  • Relevant professional experience in protection monitoring role of not less than 2 years in similar positions;
  • Prior experience of 2 years on protection issues – clear understanding of protection concerns and vulnerabilities is a prerequisite along with knowledge of protection concepts and principles;
  • Prior experience of 2 years proven experience of reporting, writing and interviewing skills;
  • 2 years proven experience of qualitative and quantitative data analysis and drafting of assessments;
  • Prior experience with persons of concern (women at risk, people with disabilities, etc.); 
  • Good understanding of referral pathways and experience in referral and follow-up on cases internally and with other agencies;
  • Proven experience in working and/or coordinating with other international humanitarian organizations;

Other requirements:

  • Native Arabic required - knowledge of Somali language would be an asset
  • Good English written and spoken skills
