Duration: 6 month
The Logistics Technical Officer, under RRM Project, supports the effective implementation of NRC’s logistics systems and procedures in the Country Office in Sana’a, with dedicated operational focus on the Rapid Response Mechanism (RRM) Project. The position ensures timely and compliant procurement, warehouse management, stock prepositioning, and emergency dispatch to meet the 72-hour response requirement. It plays a key role in maintaining operational readiness for sudden-onset emergencies such as conflict, displacement, and natural disasters. The role works closely with the Logistics Manager and coordinates with internal departments, suppliers, and humanitarian partners to ensure efficient logistics support. It also contributes to reporting, compliance, and continuous improvement of RRM logistics performance.
Responsibilities
Generic Responsibilities

Ensure adherence to NRC policies, handbooks, guidelines, SOP’s, and donor requirements.

Implement delegated Logistics functions portfolio according to Plan of Action.

Conduct and follow up daily operational Logistics activities.

Support the administration of resources so that deliverables are achieved within set budgets, timelines, and standards.

Prepare and develop Procurement reports as required by Country/Regional Office.

Support in development of SOPs as requested.

Ensure proper filing of all support documents in line with NRC SSD policy.
-
Promote and share ideas for improvement of the Procurement function.
-
Perform other duties, as assigned by the Line Manager.

Promote the rights of internally displaced/returnees In line with the advocacy strategy.

Actively promote PSEA (Protection against Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific Responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of program intervention. This section should be revised whenever a new employee is hired or the context changes significantly.
Procurement and Framework Agreements

Support the Logistics Manager in establishing, managing, and monitoring Framework Agreements (FWAs), Long-Term Agreements (LTAs), and other procurement arrangements required for RRM implementation.

Ensure project and country procurement plans are developed, maintained, and regularly updated for all RRM-related activities and emergency preparedness requirements.

Coordinate supplier prequalification processes, market assessments, bid evaluations, and supplier performance reviews.

Ensure procurement activities are conducted in compliance with NRC Logistics Handbook, local SOPs, donor requirements, and applicable procurement procedures.

Monitor procurement trackers and ensure timely processing of procurement requests to maintain emergency response readiness.

Support procurement of RRM kits and related emergency supplies in accordance with approved specifications and quality standards.

Maintain close coordination with suppliers and service providers to ensure timely delivery and availability of emergency stocks.
Warehouse and Stock Management
-
Ensure proper implementation of warehouse management procedures in accordance with NRC Warehouse Management Policies and Procedures.
-
Manage RRM warehouses and prepositioned emergency stocks to ensure continuous operational readiness and compliance with the 72-hour response requirement.

Ensure proper documentation and filing of all warehouse transactions, including Goods Received Notes (GRNs), Stock Release Forms (SRFs), Waybills, Stock Cards, and Inventory Reports.

Monitor stock levels and initiate replenishment actions to maintain agreed minimum stock thresholds.
-
Conduct regular spot checks, cycle counts, and physical inventories to ensure stock accuracy and accountability.

Schedule and coordinate monthly, mid-year, and annual stock counts for all RRM warehouses.
-
Monitor storage conditions and ensure proper handling, preservation, and security of relief items.
-
Prepare monthly warehouse and stock movement reports and provide recommendations for stock optimization and operational improvements.
Emergency Dispatch and Transportation Management

Coordinate and supervise timely dispatch of RRM kits and emergency supplies to field locations in accordance with approved response activations.

Ensure all dispatches are properly documented and supported with complete transportation and delivery records.

Coordinate transportation arrangements with transport service providers and implementing partners to ensure timely delivery of assistance.

Monitor dispatch performance and contribute to maintaining NRC's commitment to the 72-hour response window.

Track dispatched items and ensure proof of delivery and stock reconciliation are completed in a timely manner.

Support emergency surge operations during floods, conflict-related displacement, disease outbreaks, and other humanitarian emergencies.
Operational Readiness and Coordination

Support NRC's role as RRM Lead Agency within the designated areas of operation through effective logistics coordination and preparedness planning.

Maintain contingency stock monitoring tools and emergency preparedness plans.
-
Coordinate with RRM implementing partners, UN agencies, suppliers, and service providers on logistics and stock management matters.

Participate in emergency assessments, response planning, and operational readiness exercises.

Consolidate warehouse, stock, procurement, and dispatch information for reporting purposes.

Prepare weekly and monthly logistics reports, stock status updates, procurement reports, and emergency response summaries.

Support compliance monitoring and ensure adherence to NRC policies, donor regulations, and RRM Standard Operating Procedures (SOPs).
Asset Management
-
Ensure that procedures outlined in the NRC Asset Management Manual are implemented and adhered to within the RRM project.

Support the registration, tracking, and periodic verification of assets assigned to RRM operations.

Conduct periodic physical asset verification and reconcile records with the asset register.

Ensure proper coding, tagging, transfer, and disposal of assets in accordance with NRC procedures.

Support area offices and project teams on asset-related matters as required.

Qualifications
Generic Professional Competencies
- University degree relevant to the position, or extensive equivalent experience in the logistics sector.
- Minimum of 3 years of experience working as a Logistician in a humanitarian/recovery context.
- Experience working as a Support Function Officer or equivalent role within an INGO setup.
- Previous experience working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Strong communication, interpersonal, and negotiation skills.
- Excellent organizational, time-management, and teamwork abilities.
- Knowledge about own leadership skills/profile.
Context Related Skills, Knowledge, and Experience
- Fluency in both written and spoken English and Arabic is required.
- Previous experience working in logistics within the Yemen humanitarian response framework is a distinct advantage.
- Strong track record of compliance with Standard Operating Procedures (SOPs), donor regulations, and organizational policies.
- Proven ability to coordinate effectively and maintain strong working relationships across multiple programmatic and support departments.
- Proactive approach to problem-solving, with a focus on risk mitigation and removing operational bottlenecks in the supply chain.
- Demonstrated ability to communicate and share critical information with relevant stakeholders in a timely and transparent manner.
- Willingness to travel frequently to remote field locations, work flexible hours (including weekends when required), and operate under basic living conditions.
