Senior Inclusive Livelihood Officer - YEMEN

Contextualisation

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organizations (DPOs). 
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centers in YEMEN, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war-affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities.
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability-inclusive coordination and programming through the coordination system and the inclusion task force, as technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.
HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah have been launched early 2022, and Hodeida activities are expected to start in 2022.
In 2023, HI started new chapter of operation by working with Local Partners in Livelihood, this is linked with the regular HI activities and mandate to support persons with disabilities and their families. 

Under the line management of the Technical Head of the Program/ and Inclusive humanitarian Action Specialist , the Sr. Inclusive Livelihood officer ensures the Implementation of the livelihood components, strategic positioning, and development, and provides technical support to the HI local Partners, ensuring community engagement, coordination,  and the field of business development, income generating activities and economic inclusion along all phases of the project cycle management, but with focus on projects’ implementation and monitoring.

Missions / responsabilities

Responsibilities:

Responsibility 1: Support the development of tools for the project implementation and contribute to the capacity building of the partners teams.

  • Support the Livelihood technical and operaition in updating and adopting the project tools related to the Vocational  training, business development and income generating activities,
  • Plan, support, coordinate, and review the capacity-building activities delivered by the service providers among the project activities related to Vocational training, business development and income generating activities, including delivery training packages (training needs assessment tools, training manuals and materials, pre-post training tests, users’ guidelines, etc) to project BNFs.;
  • Ensure tools are tested and validated by THOP before implementation and that the team and partners are capacitated to apply them;
  • Train and provide coaching to project’s partners and relevant actors and stakeholders on the methodologies and tools.
  • Support in building partners teams technical competencies whenever needed.
  • Provide regular reporting to the THOP and Inclusive humanitarian Action Specialist. 
  • Facilitate and provide relevant technical experience to project and partner teams in terms of disability inclusion and accessibility, not limited to coaching, mentoring, guidance and consultation services on tools and on field.
  • Support project team in identifying and recognizing the accessibility adaptation needed for BNFs to improve their functionality in regards to income generation and mobility.

Responsibility 2: Support the implementation of project activities.

  • Support and follow-up the partner team in the implementation of their activities.
  • Conduct field visits (verification and follow-up) to project candidates to identify potential project beneficiaries,
  • Support BNFs to assess, identify and adapt their livelihood strategies and develop their personalized support plans,
  • Support the provision of vocational counseling and foundation skills training to BNFs in link with market opportunities,
  • Train and support project beneficiaries to develop economically viable and technically sound business plans,
  • Evaluate submitted business plans and select BNFs to be supported,
  • Provide ad-hoc support to the team during tools use including field coaching,
  • Support, review, and validate the development of the list of items/tools/materials needed for the development of business/IGAs of project BNFs,
  • Provision support and coaching to the project beneficiaries to ensure proper implementation of the developed business plans, and identify and tackle the managerial, technical, and marketing skills needed for the success development of their income-generating activities/businesses,
  • Facilitate marketing, linkages, and networking support provided to project beneficiaries,
  • Provide ad hoc disability inclusion advice to project team and partners
  •  Responsibility 3: Contribute to project’s monitoring, lessons learning and reporting 
  • Collaborate with the HI team members and partners to develop tools to collect data to track and measure progress of indicators and to analyze the collected data,
  • Collect data in relation to core tasks and contribute to the measurement of the progress made,
  • Support the Area Manager and THOP in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention,
  • Contribute to the identification of good practices under the project,
  • Coordinate and monitor partners' performance.
  • Identify gaps, risks and deviations in activities, tools and information and propose solutions and improvements relating to project progress.
  • Develop case studies and success stories to illustrate changes induced by the project and for communication use,
  • Contribute to planning and produce activity reports,
  • Contribute to the preparation and implementation of project quarterly review,
  • Contribute to the development of lessons learning exercise, data collection and analysis and the production of dissemination documents.

Job Profile Requirments 

  • Degree in Livelihood, Business Management, Economics, social studies, computer science Or Any other related qualification.
  • Minimum 4 years’ of working in the field of expertise
  • Other certificates demonstrating continuous professional development
  • Strong experience in Livelihood cycles and income-generating activities
  • Strong communication and monitoring skills
  • Strong knowledge about inclusion in livelihood
  • Experience working with non-governmental organizations
  • Experience in working with persons with disabilities.
  • Experience in disability inclusion and accessibility (tools, models, training, coaching, etc.).
  • Ability to work in a team
  • Knowledge of business creation including business plans (financial, marketing, technical)
  • Proven experience in development and provision of training and coaching Income Generating Activities (IGAs)
  • Quality writing skills
  • Ability to work with partners
  • Ability to develop accessible information materials
  • Ability to work in both North and South Yemen, 
  • Ability to travel, at least 25% of the work load.

As the position is involved in sensitive topics, he/ she must observe absolute discretion within and outside the organization. A non-respect of this clause might have immediate dismissal as a result.

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in North or South, with frequent movements to the field.
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.

Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
