ABOUT SMEPS:

(SMEPS) The Small and Micro Enterprises Promotion Services Agency is a subsidiary of the Social Fund for Development (SFD) and it was established in 2006.

SMEPS scope of work is in 3 main components, Business Development, Value Chain Analysis, and Entrepreneurship. Providing non-financial facilities and small business development services through innovative and creative projects that help the growth of the activities in this sector.

SMEPS main office is in Sanaa with two other branches in (Aden - Al Mukalla), 

Qualifications:

  • Holds a Bachelor's degree.
  • Has completed courses in the field of procurement.
  • Familiar with procurement laws and regulations, as well as procedures of international donors such as the World Bank and the Islamic Development Bank.
  • Proficient in English language at an advanced level.

Experience:

  • Experience of no less than three years working in civil society organizations in the field of procurement.

Tasks Description:

  • Ensure that no purchases are made without review and approval, either directly or as appropriately authorized.
  • Identify, evaluate and recommend the qualifications and experience of potential suppliers and consultants, and ensure that appropriate procedural processes are followed in accordance with agency policies and procedure manuals.
  • Preparing tender documents/requests for proposals and working with project management and other departments to develop specifications and terms of reference for selecting suppliers, consulting companies, and service providers.
  • Prepare bid opening minutes and participate in bid opening sessions.
  • Participate in preparing reports on the process of analyzing and evaluating offers and preparing award recommendations.
  • Preparing contracts for procurement, advisory, and non-consulting services, and ensuring their compliance with the Authority’s policies and procedures.
  • Preparing and sending no-objection letters and acceptance letters after completing the approval procedures for the evaluation and award reports and the draft contract.
  • Carrying out any other tasks assigned to him related to the job.
