Position Summary:

The CCCM/Shelter Officer is responsible for overseeing all activities related to Camp Coordination and Camp Management (CCCM) and Shelter ithin the project framework. This includes managing the site assessments, implementing the maintenance and Community-Led Projects (CLPs), as well as assessing and implementing shelter activities, including Non-Food Items (NFIs) and the provision of Emergency Shelter Kits (ESKs).
Key 

  • Develop and implement action plans to address these issues.
  • Oversee the maintenance of camp infrastructure, including shelter, roads, drainage, lighting, and communal areas.
  • Coordinate with other sectors (WASH, health, protection, etc.) to implement integrated solutions for camp management and infrastructure development.
  • Regularly monitor and evaluate site conditions and maintenance works, ensuring compliance with quality standards and risk reduction plans.
  • Prepare weekly reports on the progress of shelter activities, infrastructure upgrades, and community engagement efforts.
  • Maintain comprehensive records and documentation of all activities, including site assessments, repairs, and community meetings.
  • Assess ESKs and Non-Food Item (NFI) needs and prepare comprehensive assessment reports.
  • Supervise the technical implementation of shelter activities, including installation and distribution of ESKs, ensuring adherence to quality standards, specifications, and timelines.
  • Document all shelter-related activities, including needs assessments, quality monitoring, and distribution processes.
  • Oversee field activities, ensuring compliance with specifications and addressing quality issues.
  • Plan and manage all aspects of NFI and ESK distribution, including receipt documentation, site preparation, banners, and transportation logistics.
  • Submit regular progress reports, highlight challenges, and propose solutions for quality improvement.
  • Engage with displaced populations to ensure they understand and access available services.
  • Document and report progress, ensuring transparency and accountability in all shelter-related operations.
  • Perform additional duties as assigned by the Project Manager to support overall project goals.

Qualifications & Preferred Skills 

  • Bachelor Degree in civil engineering, construction management or other area related to the role 
  • Capability to establish good and respectful relationship with other actors;
  • Able to train and manage a team (to listen, advise, support, solve problems, motivate);
  • Experience with participatory fieldwork, methodologies, monitoring and reporting;
  • Knowledge of humanitarian principles and code of conduct;
  • Patience, good personal organization, good communication and ability to work in teams, seriously, rigorously and personal accountability;
  • Very good interpersonal and skills, especially with beneficiaries facing difficult situations;
  • Initiative, flexibility, team spirit, willingness to learn, and a positive attitude;
  • Ability to work under time pressure, independently and with limited supervision;
  • Computer literate (IT) and good level of numeracy. 

Experience Required

  • Minimum 2-year experience in the field and in a related position. Preferably more than 3-year experience in managing people.

Working Conditions:

  • The position is based in a displacement site or emergency response area, requiring frequent field visits.
  • The role may involve extended working hours and occasional travel to remote locations.
  • The officer may be required to work in challenging environments, with limited access to resources.
