The Job

Length of Time: Until Dec 31, 2024 with possibility of renewal
Location: Mokha with frequent and extended travels to Dhubab, Khawkhah, Mawza, Hays Districts and other FHI 360 operational locations

ORGANIZATIONAL OVERVIEW  

Family Health International (FHI) 360 is a non-profit organization dedicated to advancing equity, health and well-being through data-driven, locally led solutions – so that humanity thrives. FHI 360 serves more than 70 countries.  

FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health facilities, including rehabilitation, technical support and staff training, and provision of supplies. FHI 360 also works at the community level through Community Health Volunteers and water rehabilitation components to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Al Mokha, FHI 360 has a staff of over 40 national and expatriate staff. 

POSITION OVERVIEW

Under the supervision of the Health and Nutrition Coordinator, the Health and Nutrition Officer is responsible for supporting all health and nutrition activities in FHI 360 operational governorates and districts. S/He will be responsible for providing technical guidance to ensure that program implementation adheres to appropriate international and national (Yemen Ministry of Health) technical standards and guidelines. 

KEY RESPONSIBILITIES AND DELIVERABLES 

  • Work closely with the Health and Nutrition Coordinator and the Health and Nutrition team – Mokha to achieve program objectives and targets effectively and efficiently.
  • Ensure that FHI 360's program in health facilities and communities is implemented on-time, within budget, and according to agreed-upon national and international standards.
  • Provide continuous and field-based assistance to the project in Mokha, Dhubab, Mawza, Khawkhah, and Hays.
  • Support and provide technical oversight to the Health and Nutrition team.
  • Participate in conducting situational analysis and other MEAL activities as necessary.
  • Collect and compile project data regularly to submit to the Health and Nutrition Coordinator, including health facility reports, case studies, success stories, and photographs of facilities.
  • Provide regular updates on inventory of medical and non-medical items supported by the project.
  • Attend external meetings and ensure representations at the various Health and Nutrition Platforms, including the Clusters.
  • Liaise with Taiz & Hudaydah GHO to ensure there is an adequate level of administrative support from government offices.
  • Improve the quality of primary health care (PHC) services delivered at supported facilities through on-job training, and continuous monitoring.
  • Ensure program targets are met using indicator/activity tracking table.
  • Ensure the quality of health facility data through proper entry, cleaning, and regular checking, and use the data for action on the site in coordination with the MEAL team.
  • Ensure diagnosis and treatment of patients (with acute malnutrition and other complaints) is based on national and international standards and guidelines.
  • Track spending against planned activities and ensure they are implemented within the budget frame and in compliance with FHI 360 and donor requirements.
  • Actively participate in the identification and management of any disaster or epidemics.
  • Build the capacity of national staff through proper coaching and training.
  • Prepare weekly, monthly, and annual work plans for the project.
  • Perform any other tasks as assigned.

DESIRED QUALIFICATIONS:

  • University degree in medicine, public health, or related field.
  • Fluent in Arabic and excellent in English language (spoken & written).
  • At least 3 years of national work experience in the field of primary health care programs, including emergency and humanitarian response, with an emphasis on health information systems and surveillance.
  • Previous experience with managing nutrition programming such as outpatient therapeutic care, stabilization center, and IYCF is strongly recommended.
  • Previous experience working with the Yemen Ministry of Health (MOPHP), a U.N. Agency (WHO, UNICEF, OCHA), or an International non-governmental organization, is not required but preferable.
  • Good understanding of the UN Cluster System; international and national minimum standards of services in humanitarian settings.
  • Sound understanding of gender mainstreaming, monitoring and evaluation, and project cycle management.
