REQUEST FOR EXPRESSION OF INTEREST

(SELECTION OF NATIONAL INDIVIDUAL CONSULTANTS)

Ministry of Water and Environment Through the project management unit of the Urban Water Supply and Sanitation Project (UWSSP - PMU, Aden) intend to Select National qualified individual consultants for Conducting consultancy services under the project: (Building Climate Resilience for Vulnerable Groups in Rural and Urban Areas of Yemen. The services will include the following description and experts:

Brief description of the service

Minimum Qualification Requirements

The main objective of this assignment is to support the development of climate-resilient water management solutions in the targeted districts of Shabwa and Abyan by identifying and prioritizing the interventions needed to enhance the resilience of water systems against climate change risks and promote sustainable water resource management this objective will be achieved by conducting the following

  1. Assess the water resources and existing water systems and infrastructure in the eight targeted districts, including their current conditions, capacity, accessibility, and functionality.
  2. Assess the potential impacts of climate change on water resources and water-related infrastructure in the targeted areas, focusing on climate-induced hazards such as droughts, flash floods, soil erosion, and water scarcity. etc
  3. Identify and prioritize feasible interventions to enhance the resilience and sustainability of water resources and infrastructure against climate risks. This includes the development of options for water harvesting, storage, irrigation improvement, flood protection, and wastewater/greywater reuse based on technical, environmental, and socio-economic considerations.
  1. Master’s degree or higher in a relevant field, such as Water Resources Engineering, Hydrology, or Water Resources Management.
  2. Minimum of 7 years of demonstrable experience in relevant technical areas, including sustainable water resources management, water harvesting project planning, or irrigation infrastructure planning.
  3. Experience in the formulation of UNDP and/or GEF-funded projects or similar donor-funded initiatives on environmental conservation, climate resilience, or water resource management in Yemen is an advantage.
  4. Good knowledge and practical experience in the use of Geographic Information Systems (GIS) for water resources assessment and mapping.
  5. Fluency in written and spoken English and Arabic.

 

 

 

  1. National Expert on Agriculture, Livelihoods, and Ecosystems (Click Here for Full TOR)

Brief description of the service

Minimum Qualification Requirements

The main objective of this assignment is to support the development of climate-resilient agricultural practices and ecosystem-based interventions that strengthen the livelihoods and adaptive capacity of vulnerable communities in the eight targeted districts of Shabwa and Abyan this objective will be achieved by conducting the following

  1. Assess existing agricultural practices, irrigation systems, income sources, and ecosystem health in the targeted districts, including crop and livestock systems, irrigation infrastructure, livelihood activities, and the condition of rangelands, micro-watersheds, and degraded lands.
  2. Identify key vulnerabilities affecting productivity, land and soil health, and community resilience to climate change, such as exposure to droughts and floods, soil erosion, water scarcity, land degradation, and limited access to agricultural services.
  3. Evaluate and prioritize options for climate-smart agriculture, improved irrigation, sustainable land management, and Ecosystem-based Adaptation (EbA), and identify practical interventions and training needs that support resilient, nature-based livelihood diversification tailored to local capacities and conditions.
  1. Master’s degree or higher in a relevant field such as Agriculture, Environmental Science, Natural Resource Management, Rural Development, or related discipline.
  2. Minimum of 7 years of demonstrated experience in climate-resilient agriculture, sustainable land and ecosystem management, or rural livelihoods in arid or semi-arid regions.
  3. Proven experience in designing or implementing donor-funded projects (preferably GEF, UNDP, or other international agencies) related to climate change adaptation, ecosystem restoration, or agricultural resilience.
  4. Strong knowledge of local agricultural systems, agro-ecological zones, and socio-economic conditions in Yemen, particularly in Shabwa and Abyan.
  5. Experience conducting participatory rural assessments, stakeholder consultations, and training needs analysis.
  6. Familiarity with climate vulnerability assessments and ecosystem-based adaptation approaches, and practical experience in the use of Geographic Information Systems is an advantage
  7. Excellent written and verbal communication skills in both Arabic and English.

Brief description of the service

Minimum Qualification Requirements

The main objective of this assignment is to support the development of climate-resilient strategies for water, agriculture, livelihoods, ecosystems, and schools in the targeted governorates. This will be achieved through conducting vulnerability assessments, evaluating adaptive capacities, and addressing specific needs for climate-resilient schools. Additionally, the expert will assess the existing climate information systems and propose actions to enhance them, thereby supporting climate resilience this objective will be achieved by conducting the following in local decision-making processes more effectively

  1. Conduct vulnerability assessments across the targeted areas (Shabwa, Abyan, Aden, Al Hodeidah, and Hadramout (Al-Mukalla)), focusing on selected districts to evaluate the impacts of climate change on local communities, agricultural practices, water resources, ecosystems, and schools
  2. Assess the needs of schools in the targeted areas to improve their climate resilience by focusing on greening initiatives, tree planting, school ventilation systems, and water access improvements to mitigate the impacts of extreme heat and other climate hazards on students and the learning environment
  3. Assess the current status of climate information systems in Shabwa and Abyan, identify gaps, and evaluate their capacity to provide actionable data for local decision-making while developing a plan for expanding and strengthening the Climate Information System (CIS) in these areas to enhance access to reliable climate data and improve resilience planning at the local level
  • Master’s degree or higher in Climate Change, Environmental Science, Climate Resilience, Environmental Management, or a related field.
  • At least 7 years of professional experience in climate change adaptation, vulnerability assessments, and climate resilience planning, including reviewing multi-disciplinary expert reports and ensuring alignment with climate change objectives.
  • Expertise in vulnerability assessments), climate information systems (CIS), and proposing climate resilience solutions for schools and vulnerable communities.
  • Strong analytical, report writing, and communication skills in English; proficiency in Arabic is an advantage.
  • Ability to work independently and collaborate effectively with local and international experts, project teams, and stakeholders.

 

  1. National Expert on Off-Grid Renewable Energy Systems (Click Here for Full TOR)

Brief description of the service

Minimum Qualification Requirements

The primary objective of this assignment is to support the development of off-grid renewable energy and energy efficiency solutions for primary and secondary schools in Aden, Hadramout (Al-Mukalla), and Al-Hodeidah, to enhance their resilience to climate change impacts, particularly rising temperatures and unreliable electricity access, this objective will be achieved by conducting the following:

  1. Assess the current status of energy access in the targeted schools, including the sources of electricity supply, reliability, any functional limitations, and barriers to renewable energy deployment.
  2. Conduct energy needs assessments and develop appropriate off-grid solar PV system designs, including system sizing, installation requirements, and potential placement of solar components for schools lacking electricity or requiring system upgrades.
  3. Evaluate opportunities for improving energy efficiency within school infrastructure, including the integration of energy-efficient appliances, lighting, fans, and passive cooling measures to reduce energy demand and enhance indoor comfort.
  4. Identify training and capacity-building requirements for school staff, local technicians, and service providers to support long-term system performance and ownership.
  1. Advanced university degree in Renewable Energy, Electrical Engineering, Energy Systems, or a closely related field.
  2. Minimum of 7 years of professional experience in the design, assessment, or implementation of off-grid solar PV systems, preferably for public institutions such as schools, health centers, or rural facilities.
  3. Demonstrated expertise in solar energy system sizing, energy demand assessment, and integration of energy efficiency measures in low-resource settings.
  4. Proven experience working with international organizations, government counterparts, or donor-funded projects (preferably GEF, UNDP, or similar) in fragile or conflict-affected contexts.
  5. Familiarity with Yemen’s energy access challenges, particularly in the education sector, and strong understanding of the local institutional, technical, and regulatory environment.
  6. Experience conducting field assessments, stakeholder consultations, and technical feasibility studies for energy-related interventions.
  7. Strong analytical and reporting skills, with the ability to prepare high-quality technical documents, BoQs, and visual system designs.
  8. Fluency in Arabic and English (spoken and written) is required.

 

  1. Institutional, Coordination, and Stakeholder Engagement Expert (Click Here for Full TOR)

Brief description of the service

Minimum Qualification Requirements

The main objective of this assignment is to provide technical and logistical support to the implementation of project activities, focusing on institutional frameworks, governance structures, and stakeholder coordination. this objective will be achieved by conducting the following

  1. Assess the institutional frameworks and governance structures related to climate resilience, identify gaps in policies, regulations, and capacities, and propose strategies to strengthen stakeholder coordination and collaboration to enhance the effectiveness of climate resilience interventions.
  2. Support the development of institutional capacity-building plans under Component 4, identify the needs of local institutions, and recommend activities to strengthen their capacity to manage and implement climate resilience efforts effectively.
  3. Facilitate consultations with key stakeholders, ensuring their active participation in project planning and implementation, and provide technical support to the UNDP team and international consultants to ensure that institutional coordination and stakeholder engagement are incorporated into the development of the GEF proposal.
  1. Master’s degree or higher in Environmental Management, Climate Change, Sustainable Development, or a related field.
  2. At least 3 years of professional experience in institutional assessments, governance, stakeholder engagement, and capacity-building related to climate resilience projects.
  3. Strong knowledge of climate resilience frameworks, governance structures, stakeholder coordination mechanisms, and capacity-building activities; experience in supporting climate resilience efforts at the national and local levels.
  4. Excellent report writing and communication skills in English and Arabic
  5. Proven ability to work effectively with government institutions, international organizations, and local stakeholders to foster collaboration and support climate resilience initiatives.

  1. Environmental, Social Safeguard, and Gender Expert (Click Here for Full TOR)

Brief description of the service

Minimum Qualification Requirements

The main objective of this assignment is to support the development of an environmental and social safeguard strategy for the project’s interventions in the targeted governorates. This will be achieved through conducting baseline assessments, ensuring a gender-sensitive project proposal, evaluating the project’s potential impacts, and addressing the specific needs of beneficiaries—particularly vulnerable groups such as women, youth, and displaced communities. Additionally, the expert will review national and international regulations (including GEF, UNDP SES, and Yemeni laws) to ensure full compliance, this objective will be achieved by conducting the following

  1. Conduct environmental and social baseline assessments to identify risks, vulnerabilities, and opportunities related to water, agriculture, energy, and school infrastructure interventions.
  2. Develop a Gender Action Plan (GAP) to mainstream gender equality, address barriers faced by women and girls, and ensure their participation in project benefits.
  3. Strengthen stakeholder engagement through inclusive consultations with local communities, authorities, and civil society to integrate feedback into project design.
  4. Align project activities with Yemen’s environmental laws, UNDP Social and Environmental Standards (SES), GEF’s safeguard policies and national laws and regulations.
  • Master’s degree or higher in Environmental Science, Social Sciences, Gender Studies, or relevant fields.
  • Minimum of 7 years of demonstrable experience in environmental and social safeguards, gender analysis, or climate resilience projects.
  • Experience in the formulation of UNDP and/or GEF-funded projects or similar donor-funded projects on climate resilience, environmental conservation, or social safeguards.
  • Good knowledge of Yemen’s environmental and socio-economic context is an advantage.
  • Fluency in written and spoken English and Arabic.

The implementation period of the assignments above is five months and The Expected start date of assignments is May 11, 2025.

The UWSSP-PMU now invites eligible consultant (“Individual Consultants”) to indicate their interest in providing the services of the assignments above. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform of the services. 

The shortlist for each assignment will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their general qualifications as an individual consultant, their mission-relevant experience, their experience in the region and sector as well as their language ability.

A consultant will be selected in accordance with the selection method applicable to Individual Consultants as defined in the UWSSP and UNDP Guidelines for the Procurement of Consultant Services.
