Qatar Charity (QC) is a non-governmental organization based in the state of Qatar. QC works in the fields of sustainable development, poverty reduction, and emergency response by initiating long-term programs. QC has been operating in Yemen for the last twenty years either through different implementing partners or through direct implementation. In 2012, QC has established its direct presence in Yemen and its representation to facilitate more Humanitarian aid as well as development interventions into the country and work closely with its partners, the community, and other stakeholders.
Job Purpose Summar:
- Providing financial reports and interpreting financial information about the office’s status to direct supervisors, along with recommendations and suggestions.
- Analyzing daily financial activities and advising subordinates on future financial plans.
- Recommending strategic plans to maintain a stable and efficient asset and cash management system at the office.
- Enabling stakeholders to make sound financial decisions and achieve the organization’s goals in the most efficient and effective manner.
Main JOB Duties and Responsibilities:
- Prepare the estimated budget in line with strategic objectives in coordination with the Office Manager and direct supervisors.
- Monitor the annual plan and estimated budgets, ensure implementation, and submit periodic follow-up reports.
- Ensure the office’s accounting books and records comply with approved financial systems and procedures, and follow accounting standards of the organization and host country.
- Prepare financial statements, final accounts, and annual closure; oversee all accounting and financial activities and report on them.
- Analyze costs of products, contributions, operational results, and actual performance compared to work plans.
- Review required administrative and financial reports; prepare monthly and quarterly reports for headquarters and donors.
- Supervise the office’s financial operations, set goals and objectives, and design a framework to facilitate review and approval of all financial transactions, ensuring compliance with regulations, policies, and procedures.
- Ensure implementation of financial decisions issued by headquarters and review accounts accordingly.
- Apply financial control systems and monitor their effectiveness.
- Approve final inventory adjustment entries and submit them for final approval by financial administration at headquarters.
- Prepare audit files for internal and external auditors and ensure all financial documents are reviewed and available when needed.
- Prepare annual financial statements in direct coordination with the external auditor.
- Protect the office’s assets, investments, and projects through financial oversight.
- Manage the office treasury and supervise inventory operations and asset registration.
- Review insurance procedures for assets and organization property against risks such as fire, theft, or accidents, and verify adequacy of coverage.
- Supervise the accounting staff at the field office.
Required Qualifications and Competencies:
- The applicant must hold a university degree in accounting.
- Preference will be given to those who hold professional certifications such as CPA, CMA, or ACCA.
- Must have prior experience working with international non-governmental organizations (INGOs).
- Has practical experience with ERP systems, preferably with knowledge of Microsoft Dynamics 365 (MCD365).
- Has at least 7 years of practical experience in the accounting department.
- It is preferred that the applicant is proficient in the Arabic language.

Other Tasks
- Participate in procurement committees.
- Approve petty cash settlements.
- Approve balances of payables and receivables.
- Approve balances of office projects and sponsorships, obligations, surpluses or deficits, and verify their alignment with the systems used, and propose recommendations.
- Perform any other accounting tasks assigned by the direct supervisor that fall within the scope of the position.
