  • Location: Field-based (Hajr District, Hadhramaut Governorate, with presence in the main office in Aden as required)

The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established in June 2012 in Yemen. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; CCCM; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment, NAHR implements a range of procedures and actions, including Criminal Background Checks/ International vetting/Certificate of Good Conduct, to ensure that children and vulnerable adults are safeguarded and that abuse is prevented.

Job Profile:

Under the direct supervision of the Project Manager, the Agronomist / Agriculture Specialist (Consultant) will provide on-the-job training to farmers on the proper use of greenhouses throughout the agricultural season, while supervising seedling operations inside the greenhouses and ensuring the quality of plants and production.
He also designs and supervises irrigation programs, organic fertilization, and biological control within the greenhouses, ensuring proper implementation, in addition to overseeing harvesting, reducing losses, and disseminating good practices. He will also oversee beneficiary targeting and verification, input quality assurance, and success stories.
In addition, he provides limited support to open fields when needed, including seed selection and collecting technical data.

Responsibilities, Tasks & Duties: 

  • Technical Oversight of Baseline & Feasibility Assessments: Provide agricultural technical guidance and quality control to the field assessment team during baseline and needs evaluations; facilitating the selection of eligible villages for greenhouse establishment and reviewing findings on cropping patterns, good agricultural practices (GAP), crop water requirements, soil/water suitability, and crop feasibility to ensure full technical alignment with NAHR guidelines and relevant agricultural authorities.
  • Technical verification and selection: Lead the technical verification and selection of agricultural beneficiaries and greenhouse sites, ensuring alignment with strict vulnerability criteria and NAHR's Accountability to Affected Populations (AAP) framework.
  • Agricultural technical oversight: Provide technical oversight on crop selection, planting schedules, soil management, and integrated pest management (IPM) suitable for greenhouse production and drip-irrigated crops.
  • Quality assurance: Oversee the quality assurance, physical verification, and proper storage/handling of delivered agricultural inputs, seeds, fertilizers, and greenhouse equipment.
  • Distribution & Installation Oversight: Supervise the delivery, field installation, and proper setup of greenhouse units and drip irrigation systems across targeted farms in coordination with suppliers and technical teams. 
  • Capacity Building & Hands-on Training: Design and deliver season-long practical Field Training / On-the-Job Training for farmers on Good Agricultural Practices (GAP), protected agriculture, crop management, and sustainable production techniques. 
  • Crop Monitoring Framework & Technical Risk Tracking: Establish a simplified field monitoring schedule and tracker to log crop development, adoption rates, and early pest/disease risks during the operational phase; submit actionable risk reports and consolidated technical data to the Project Manager.
  • Technical Reporting Support: Contribute technical inputs, crop performance metrics, and field observations to compile accurate weekly, monthly, mid-term, and final reports. 
  • Field Archiving & Impact Documentation: Document success stories, high-quality field photos, and human-interest case studies that illustrate the tangible impact of agricultural interventions on rural farm livelihoods. 

Required Qualifications/Education: 

  • Minimum Bachelor’s degree in Agricultural Sciences, Agronomy, Horticulture, Crop Protection, or a closely related agricultural field (Master's degree preferred).

Skills and Experience Requirements: 

A.    Experience: 

  • At least four (4) years of practical experience in agricultural extension, greenhouse farming, drip irrigation agronomy, or agricultural project implementation in emergency/development contexts. 
  • Prior work experience in Hadhramaut Governorate or similar field locations in Yemen is highly desirable.
  • Strong track record in delivering practical, field-based training for local farmers and community groups.

B.    Skills: 

  • Excellent skills in English in both written and verbal communication 
  • High flexibility with excellent negotiation skills in dealing with difficult and conflict situations.
  • Strong analytical and problem-solving skills. 
  • Good administrative and technical skills in people management and delivery of activities in emergencies. 
  • Strong ability to use computer programs including engineering software and email.  
  • Good background and clean history of corruption, violence or health problems.
  • Ability to work under pressure and long working hours in emergencies.
  • Willingness to travel and conduct extensive field visits  

Superlative:

  • Attach a CV, and the selection will be made by comparing experiences and qualifications (30%)
  • Based on the report of the Direct Technical Evaluation and Comparison Committee, formed by (Project Manager and HR)) 40%)
  • The maximum score for technical evaluation is 70 marks.
  • The maximum score for the financial evaluation is 30 marks (provided that the financial offer does not exceed the estimated cost), and it will be calculated according to the following equation:
  • Financial evaluation = 30% * lowest prices for eligible bids/bid price
  • The final grade of the bid = the grade of the technical evaluation + the degree of the financial evaluation
  • The bid with the highest score is the winning bid
