Call for Consultants – Training Experts in Accountability & Transparency

Location: Yemen (with potential travel to multiple governorates or remote delivery, depending on security and access)
Duration: Short-term consultancy (10–15 working days, including preparation, delivery, and reporting)
Start Date: August/September 2025

Background:

We are MENA Development Valley (MDV) Association, a social consulting firm based in the MENA region and the UK, working closely with donors and international NGOs to support governance, civil society, and development initiatives across the region. We are currently seeking experienced Governance, Accountability, and Transparency Consultants to design and deliver a training program aimed at strengthening accountability and transparency practices among local authorities and civil society organizations (CSOs) in Yemen. This assignment is part of a broader initiative to promote good governance, social accountability, and inclusive citizen engagement—particularly in fragile and conflict-affected contexts.
The assignment is aligned with ongoing efforts to improve trust between citizens and public institutions, enhance public service delivery, and foster constructive collaboration between government institutions and grassroots civil society actors.

Objective of the Assignment:

The primary objective is to build practical knowledge and capacities among:

Local government staff, including ministry representatives, municipal officials, and public sector actors, and Civil society organizations (CSOs), community-based groups (CBOs), youth-led organizations, and local development actors.
The training aims to:

• Strengthen understanding and implementation of accountability and transparency principles in public service delivery and resource management.
• Enhance CSO and local authority engagement through peer-to-peer learning, participatory dialogue, and collaborative governance practices.
• Provide tools and strategies to promote citizen oversight, ethical public leadership, anti-corruption mechanisms, and civic monitoring.
• Improve knowledge exchange and communication between local institutions and communities, including approaches to social accountability, feedback loops, and trust-building.

Scope of Work:

The Consultant(s) will:

• Conduct a rapid training needs assessment, including desk review and brief consultations with stakeholders.
• Design a practical, interactive, and context-sensitive training curriculum in Arabic, adapted to Yemen’s socio-political and institutional realities.
• Deliver training sessions using adult learning techniques, case studies, simulations, peer exchange, and participatory facilitation methods.
• Support cross-learning between civil society and public institutions, focusing on joint problem-solving, accountability initiatives, and participatory planning.
• Provide tailored coaching and guidance on:
  • Engaging local institutions and ministries on governance issues
  • Monitoring public budgets and expenditures
  • Promoting citizen feedback mechanisms and community oversight tools
  • Enhancing transparency in service delivery
• Produce a final report summarizing training content, key outcomes, challenges, and recommendations for future capacity strengthening.

Expected Deliverables:

• Brief needs assessment summary (1–2 pages)
• Training curriculum, session outlines, and Arabic-language materials
• PowerPoint presentations, handouts, group exercises, and tools
• Facilitation of 3–5 days of training sessions (virtual or in-person)
• Final report in Arabic or English

Required Qualifications:

• Minimum of 5 years’ experience in governance, public sector reform, civic engagement, or social accountability, preferably in fragile or transitional contexts.
• Proven experience working with public institutions, ministries, and/or CSOs on accountability and transparency.
• Strong knowledge of Yemen’s governance landscape, decentralization, and civil society ecosystem.
• Demonstrated expertise in capacity building, training design, and participatory facilitation.
• Excellent skills in communication, conflict-sensitive dialogue, and cross-sectoral collaboration.
• Ability to produce clear, high-quality training materials in Arabic.
• Fluency in Arabic required

Desirable:

• Experience engaging with ministries, local councils, and government-led development programs.
• Previous work with CSOs or local government in Yemen or the MENA region.
• Familiarity with donor-funded governance or civil society programs.
• Experience integrating gender, youth engagement, and inclusion in governance trainings.
• Ability to facilitate peer-to-peer learning, mentorship, and multi-stakeholder coordination.

على المستشار/ين:

• إجراء تقييم سريع لاحتياجات التدريب، يشمل مراجعة مكتبية ومشاورات مختصرة مع أصحاب المصلحة.
• تصميم منهج تدريبي عملي وتفاعلي وحساس للسياق باللغة العربية، يتماشى مع الواقع الاجتماعي والسياسي والمؤسسي في اليمن.
• تنفيذ جلسات تدريبية باستخدام أساليب التعلم للكبار، دراسات الحالة، المحاكاة، التبادل بين الأقران، وأساليب التيسير التشاركي.
• دعم التعلم المتبادل بين المجتمع المدني والمؤسسات العامة، مع التركيز على حل المشكلات المشترك، مبادرات المساءلة، والتخطيط التشاركي.
• تقديم توجيه مخصص حول:
  • إشراك المؤسسات المحلية والوزارات في قضايا الحوكمة.
  • مراقبة الميزانيات العامة والنفقات.
  • تعزيز آليات التغذية الراجعة المجتمعية وأدوات الرقابة المحلية.
  • تعزيز الشفافية في تقديم الخدمات.
• إعداد تقرير نهائي يلخص محتوى التدريب، النتائج الرئيسية، التحديات، والتوصيات لتعزيز القدرات المستقبلية.

المخرجات المتوقعة:

• ملخص تقييم الاحتياجات (1–2 صفحة).
• منهج تدريبي وخطط الجلسات ومواد باللغة العربية.
• عروض تقديمية (PowerPoint)، ونشرات، وتمارين جماعية، وأدوات تطبيقية.
• تنفيذ 3 إلى 5 أيام تدريب (افتراضي أو حضوري).
• تقرير نهائي باللغة العربية أو الإنجليزية.

المؤهلات المطلوبة:

• خبرة لا تقل عن 5 سنوات في الحوكمة، إصلاح القطاع العام، المشاركة المجتمعية، أو المساءلة الاجتماعية، ويفضل في سياقات هشة أو انتقالية.
• خبرة مثبتة في العمل مع المؤسسات العامة، الوزارات، و/أو منظمات المجتمع المدني في مجالات الشفافية والمساءلة.
• معرفة قوية بسياق الحوكمة في اليمن، اللامركزية، ونظام المجتمع المدني.
• خبرة مثبتة في بناء القدرات، تصميم التدريب، والتيسير التشاركي.
• مهارات متميزة في التواصل، الحوار الحساس للسياق، والتنسيق بين القطاعات.
• القدرة على إنتاج مواد تدريبية عالية الجودة باللغة العربية.
• إجادة اللغة العربية بشكل تام.

المزايا المفضلة:

• خبرة في التعامل مع الوزارات والمجالس المحلية وبرامج التنمية الحكومية.
• العمل السابق مع منظمات المجتمع المدني أو الجهات الحكومية في اليمن أو منطقة الشرق الأوسط وشمال إفريقيا.
• الإلمام ببرامج الحوكمة أو المجتمع المدني الممولة من الجهات المانحة.
• دمج قضايا النوع الاجتماعي، مشاركة الشباب، والشمولية في تدريبات الحوكمة.
• القدرة على تيسير التعلم بين الأقران، التوجيه، والتنسيق بين مختلف الأطراف المعنية.
