TECHNICAL ASSISTANT FACILITY FOR YEMEN
Technical Assistant Facility for Yemen (TAFFY) . is currently seeking to recruit an Audience Research & Data Analytics Expert to support the implementation of the Government of Yemen Communications Strategy under the TAFFY Programme. The Expert will work closely with the Project Management Team and the Ministry of Information (MOI) to strengthen the Ministry's Communications Team through audience research, data analytics, monitoring, evaluation and learning (MEL), and evidence-based communications planning.
The Audience Research & Data Analytics Expert will work alongside the Ministry of Information (MOI) Communications Team to strengthen its audience research, monitoring, evaluation, and analytics capabilities. Through technical mentoring, practical coaching, and the application of best practices, the Expert will progressively strengthen the Ministry's institutional capability to independently design, implement, monitor, and continuously improve strategic communications activities beyond the life of the project.
Principal Duties and Responsibilities (Essential Functions)
- Mentor and support MOI staff to analyse existing research, available datasets, and contextual information to generate actionable audience insights that inform strategic communications planning and campaign design.
- Guide MOI staff in identifying, profiling, and segmenting target audiences, translating research findings into tailored messaging, communication approaches, and channel selection.
- Mentor MOI staff in designing and applying practical audience research methodologies, including rapid perception assessments, stakeholder mapping, media monitoring, and social listening, where appropriate.
- Support MOI staff to establish, operate, and maintain practical performance monitoring systems and dashboards for the Ministry's website, Facebook, YouTube, X, and other approved digital communication platforms.
- Mentor MOI staff in monitoring and analysing campaign performance using quantitative and qualitative data, identifying trends, and applying evidence-based recommendations to improve audience reach, engagement, and communications effectiveness.
- Facilitate the development of monitoring, evaluation and learning (MEL) tools, performance indicators, dashboards, reporting templates, and learning products with MOI staff to support evidence-based decision-making and continuous improvement.
- Provide practical mentoring, coaching, and on-the-job support to strengthen MOI staff's ability to collect, interpret, and apply audience research findings and digital analytics to communications planning, campaign implementation, and performance management.
- Work closely with the Project Management Team, project experts, advisors, and Ministry of Information counterparts to ensure communications activities are informed by audience insights, aligned with project objectives, and coordinated across all workstreams, while progressively transferring responsibility to MOI staff.
- Facilitate regular campaign review sessions with MOI staff, supporting them to document lessons learned, identify opportunities for improvement, and apply adaptive management to strengthen future communications activities.
- Support the Ministry of Information to embed audience research, communications performance monitoring, and evidence-based planning within its routine communications functions, promoting sustainable institutional capability beyond the life of the project.
Deliverables, Knowledge Transfer and Ownership
The Consultant shall ensure that all outputs developed under this consultancy are produced in collaboration with the Ministry of Information (MOI) and transferred in a complete, organised, and usable format to strengthen the Ministry's long-term institutional capability and support the sustained application of audience research, performance monitoring, and evidence-based communications planning beyond the life of the project.
The Consultant shall:
- Guide and mentor MOI staff in developing and maintaining audience research reports, audience profiles, datasets, dashboards, monitoring tools, reporting templates, and learning products in editable formats.
- Develop practical guidance and maintain clear documentation of research methodologies, data sources, assumptions, analytical approaches, and performance measurement frameworks to support the Ministry's continued application and refinement of these approaches.
- Provide all editable source files, datasets, dashboards, templates, guidance notes, user manuals, and supporting documentation developed during the consultancy, ensuring these resources can be maintained, adapted, and further developed by the Ministry.
- Provide practical mentoring, coaching, and on-the-job support to strengthen the capability of designated MOI staff to independently collect, analyse, interpret, and apply audience research findings and communications performance data.
- Facilitate the progressive handover of tools, systems, and responsibilities through practical mentoring and collaborative application, enabling MOI staff to independently maintain and apply the approaches established during the consultancy.
- Conduct a final mentoring and handover session, including practical demonstrations, user guidance, and reference materials, to support the Ministry's continued use, maintenance, and further development of all tools and systems established under the consultancy.
- Ensure that all work is fully documented, properly archived, and formally handed over before completion of the consultancy.
Ownership
All reports, audience research outputs, datasets, dashboards, templates, analytical tools, training materials, methodologies, user guides, and other deliverables developed or co-developed under this consultancy shall become the property of the Ministry of Information through the project. The Consultant shall not reproduce, publish, distribute, or use these materials for any purpose outside this consultancy without the prior written approval of Chemonics and the Ministry of Information.
Required Skills and Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
- Advanced university degree in communications, media studies, social sciences, statistics, data analytics, market research, or a related field. A bachelor's degree with substantial relevant professional experience may be accepted.
- 5–7 years of relevant professional experience in audience research, media research, data analytics, or a closely related field.
- Demonstrated experience designing and conducting audience research, including audience profiling and segmentation, perception research, and the application of quantitative and qualitative research methods.
- Strong experience analysing audience behaviour, perceptions, information needs, and media consumption patterns to generate actionable audience insights.
- Proven ability to translate research findings and data into practical recommendations for communications planning, campaign design, messaging, and channel selection.
- Strong quantitative and qualitative data analysis skills, with proficiency in relevant research, data analysis, and data visualisation tools.
- Experience developing audience profiles, research tools, analytical frameworks, performance indicators, dashboards, and reporting tools.
- Knowledge of digital and social media analytics, media monitoring, and social listening is highly desirable.
- Experience in communications performance measurement, monitoring and learning approaches is an advantage.
- Experience providing technical mentoring, coaching, or capacity strengthening to teams or institutional counterparts is highly desirable.
- Strong analytical, report-writing, documentation, and presentation skills.
- Ability to work collaboratively with government counterparts, communications teams, and multidisciplinary experts.
- Fluency in Arabic and English is required.
