Job Description
Position: Sub Shelter Cluster Coordinator.
Job Location: Marib.
Duration of Assignment: 11 months
Report to: Project Manager /National cluster.
The Submit Deadline: February 07, 2025 (11:59 PM).

Background
Human Access for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is UNHCR’s implementing partner in Marib and other cities. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. It is also distinguished by a tangible presence in many charitable and humanitarian events and activities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.
The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).
HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work.
This project is for IDPs and entitled: Provision of Essential Protection Assitance, Community Services, Shelter and CCCM Services to IDPs, IDP Returnee, HC, and Refugees & asylum seekers in Marib City, Marib District, and Harib

PROGRAM/DEPARTMENT SUMMARY
The Sub-Shelter Cluster Coordinator plays a critical role within the broader humanitarian response framework in Yemen. This position is crucial for ensuring effective coordination and service delivery within the Shelter sector at the sub-national level.
GENERAL JOB SUMMARY
The Sub-Shelter Cluster Coordinator is responsible for leading and coordinating all Shelter Cluster activities within a designated sub-national area. This includes facilitating collaboration among humanitarian partners, supporting the implementation of the Shelter Cluster Strategy, and ensuring the provision of timely and effective assistance to affected populations. The Coordinator will work closely with other clusters (e.g., CCCM, Protection, WASH), local authorities, and communities to address critical shelter needs and improve the living conditions of displaced and vulnerable populations.
ESSENTIAL JOB FUNCTIONS:
1. Cluster Coordination & Leadership:
- Convene and facilitate regular coordination meetings with Shelter Cluster partners.
- Ensure effective information sharing and collaboration among all cluster members.
- Identify and address gaps and duplication in service delivery.
- Represent the Shelter Cluster in relevant sub-national forums and meetings.
2. Needs Assessment & Strategic Planning:
- Support the conduct of needs assessments and data collection.
- Contribute to the development and implementation of the sub-national Shelter response plan.
- Ensure alignment with the National Shelter Strategy and the Yemen Humanitarian Response Plan (YHRP).
3. Program Support & Monitoring:
- Monitor the implementation of Shelter Cluster activities and ensure adherence to standards and guidelines.
- Provide technical support and guidance to Shelter Cluster partners.
- Track progress, identify challenges, and propose solutions.
- Ensure the effective integration of cross-cutting issues (gender, protection, accountability).
4. Capacity Building & Knowledge Management:
- Identify and address capacity gaps among Shelter Cluster partners.
- Facilitate training and mentorship programs.
- Document and disseminate lessons learned.
- Promote best practices and innovative approaches in Shelter response.
5. External Relations & Advocacy:
- Build and maintain strong relationships with local authorities, community leaders, and other relevant stakeholders.
- Advocate for the needs of affected populations and the importance of effective Shelter interventions.
6. Reporting & Communication:
- Prepare and submit timely and accurate reports to the National Shelter Cluster Coordinator.
- Collect and analyze data to inform decision-making and program adjustments.
- Ensure effective communication within the Shelter Cluster and with other relevant actors.
SUPERVISORY RESPONSIBILITY:
May supervise a small team of field staff, depending on the specific needs and structure of the Shelter Cluster.
WORKS DIRECTLY WITH:
- National Shelter Cluster Coordinator
- Shelter Cluster partners (NGOs, UN agencies, government entities)
- Local authorities
- Affected populations
- Other relevant clusters (CCCM, Protection, WASH, Health)
KNOWLEDGE AND EXPERIENCE:
- Graduate degree (MBA/PhD preferred) with 2-3 years of experience, or a BA/BS in civil engineering, architecture, or a related field with 5+ years of experience in humanitarian work.
- Expertise in the Cluster Approach, humanitarian guidelines, shelter and settlement responses, Sphere standards, and project management.
- Proven coordination experience with government authorities, national/international NGOs, and UN agencies.
- Fluency in English and Arabic (written and spoken), excellent organizational and interpersonal skills.
