  • Duration: 10 Months

Job Summary:

The Project Manager is classified as a Level 4 (D3) national staff position, with full managerial and technical responsibility for ensuring the success of the project activities in accordance with The Organization SOPs and organizational policies. The Project Manager will oversee the procurement processes, staff selection, performance monitoring, and financial supervision to ensure expenditures are in line with targeted activities and project objectives. The Project Manager will also be responsible for providing on-the-job training, supervising field activities, and ensuring the regular submission of high-quality donor reports.
Additionally, the Project Manager will attend technical coordination meetings to maintain alignment with broader humanitarian efforts. They will be expected to foster cross-sectoral integration, particularly in the Health, Nutrition, Shelter, and Protection sectors, ensuring a comprehensive and cohesive response to emergencies and displaced populations. The role also requires a strong focus on protection, advocating for vulnerable communities and ensuring the project’s alignment with protection principles.

Key Responsibilities:

1. Project Management and Delivery

  • Lead the planning, implementation, and delivery of all project activities in compliance with The Organization SOPs, donor requirements, and organizational policies.
  • Oversee procurement processes, ensuring the timely and transparent acquisition of materials and services, in line with project needs and donor guidelines.
  • Monitor and track project expenditures, ensuring proper financial supervision and alignment with approved budgets. Ensure adherence to financial protocols and avoid budget deviations.
  • Supervise all field activities, ensuring quality assurance and timely execution of tasks across all project sectors, including Health, Nutrition, Shelter, and Protection.
  • Ensure regular, comprehensive donor reporting, including narrative and financial reports, adhering to donor formats and deadlines.
  • Conduct regular field visits to assess the implementation of activities, address challenges, and provide corrective actions where necessary.

2. Team Management and Staff Development

  • Oversee staff selection processes, ensuring that team members possess the necessary skills and experience for successful project implementation.
  • Provide on-the-job training and mentoring to field teams, ensuring the development of both technical skills and soft skills, such as teamwork and communication.
  • Monitor staff performance, provide constructive feedback, and carry out performance evaluations to ensure effective team coordination and morale.
  • Foster an environment of continuous learning, ensuring that staff are equipped to address emerging needs and challenges.

3. Coordination and Stakeholder Engagement

  • Represent the organization in technical coordination meetings with stakeholders, ensuring alignment between sectors and partners, and promoting effective collaboration.
  • Maintain strong relationships with local stakeholders, including government authorities, community leaders, and other NGOs, ensuring that the project’s interventions complement and align with other humanitarian efforts.
  • Advocate for the needs of affected populations, with a focus on protection concerns and ensuring that responses are sensitive to the needs of vulnerable groups.
  • Facilitate coordination between project teams and ensure smooth communication with the central office and external partners.

4. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Ensure that robust monitoring and evaluation systems are in place to track progress, measure impact, and ensure accountability to beneficiaries.
  • Document lessons learned, challenges, and success stories to improve future programming and contribute to knowledge sharing across sectors.
  • Oversee the implementation of accountability mechanisms, ensuring that beneficiary feedback is integrated into decision-making and program adjustments.

5. Compliance and Reporting

  • Ensure that all activities comply with The Organization SOPs, humanitarian principles, and donor regulations.
  • Actively participate in project audits, evaluations, and internal reviews, ensuring the project is operating efficiently and effectively.
  • Prepare and submit timely and accurate reports to donors and management, ensuring that all project outcomes, financials, and challenges are documented in line with donor expectations.

Qualifications and Experience:

  • Education: Bachelor’s degree in Medicine, Pharmacy, Nursing, or another related field. A Master’s degree is an asset.

Experience: 

  • 3-5 years of project management experience, particularly in humanitarian settings, with a strong background in managing Health, Nutrition, Shelter, and Protection programs.
  • Experience in financial management, including overseeing budgets, procurement, and expenditure tracking.
  • Proven experience in managing multi-disciplinary teams and overseeing field-based activities.
  • Knowledge of The Organization SOPs, donor compliance, international humanitarian standards, and MoH guidelines/policies.
  • Familiarity with the integration of cross-sectoral approaches to humanitarian responses, particularly Health, Nutrition, Shelter, and Protection.

Other required skills:

  • Proficiency in computer applications (MS Word, Excel, PowerPoint).
  • Good writing and reporting skills.
  • Advanced English-language proficiency (speaking, reading, writing).

  • Time Management: Strong organizational and time management skills, with the ability to handle multiple tasks and meet deadlines in a high-pressure environment.
  • Cultural Sensitivity: Ability to work in multi-cultural contexts and respect the needs of affected communities, particularly in sensitive protection situations.
  • Native Arabic with good written and spoken English.
