Program / Department Summary
Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The pilot works with local market actors to sustainably increase income and food security for fishing households and communities.
The next phase of Fresh Horizons will build on the pilot’s successes through a 9-month continuation phase focused on strengthening the supply and use of cold chain equipment. Increased access to cold chain technology will reduce waste, improve profits, and open new urban markets. This will provide improved livelihood opportunities for vulnerable households and actors across the fisheries sector - ultimately increasing food access and improving household food security.
General Position Summary:
The Capacity Strengthening Coordinator will oversee the design, delivery, and quality assurance of technical and business training for vulnerable fishing households, small traders, and cooperative members in Hadramout. The role will support participants, particularly those transitioning from humanitarian assistance, to build the skills required to effectively use cold chain technology and improve their business viability. This includes adapting existing training curricula, collaborating with local training providers and cooperatives, and ensuring strong inclusion of women and youth. The Coordinator will also explore sustainable training models that can be integrated into cooperative structures beyond the project period.
Essential Responsibilities:
- Lead the planning and implementation of business and technical training for fishing households and small traders in Hadramout.
- Adapt and update the existing training curriculum to respond to the specific needs of the most vulnerable participants, including women and youth.
- Coordinate with cooperatives and business development service providers to organise and deliver training activities.
- Monitor training delivery and assess uptake of key skills (e.g. financial literacy, business planning, record-keeping).
- Work closely with the Project Officers to ensure technical alignment and participant follow-up after training.
- Promote environmental sustainability principles and responsible fishing practices within all training modules.
- Explore and pilot models for fee-based or cooperative-led training for longer-term sustainability.
- Maintain strong inclusion practices by identifying and removing barriers to participation for women and youth.
- Help identify and engage processors and exporters interested in sourcing through project-supported traders.
- Contribute to learning, adaptation, and documentation related to market engagement and private sector collaboration.
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g. Integrity Hotline and other options.
- If relevant, briefing or training any external personnel such as when working with service contractors or subaward partners.
Supervisory Responsibility: Business Training Officer, Cooperative Project Officers
Accountability
- Reports Directly To: Project Manager
- Works Directly With: Private Partnership Coordinator, MEL Officer, Cooperatives, Local Training Institutes, and Finance Team.
Knowledge and Experience:
- Bachelor’s degree in business administration, education, social sciences, or a related field; Master’s preferred.
- Minimum 3–5 years of experience designing and delivering technical or vocational training, preferably in livelihood or market system programmes.
- Proven experience working with vulnerable populations, especially youth and women.
- Experience working with local training providers and cooperatives preferred.
- Familiarity with business development, entrepreneurship, and informal markets.
- Strong facilitation, coaching, and communication skills.
- Fluency in Arabic required; working proficiency in English preferred.

The ideal candidate will be a dynamic facilitator and organiser with a commitment to inclusive, community-based development. They will bring a practical understanding of how to deliver impactful training in low-resource settings, and a sensitivity to the needs of participants transitioning from humanitarian assistance. The Capacity Strengthening Coordinator will be able to balance hands-on delivery with strategic thinking about sustainability, localisation, and inclusion. Strong coordination, adaptability, and interpersonal communication will be essential to success.

The position is based in Al Mukalla, Hadramout and it requires travel to Aden and other areas to support the project activities.
