Background
Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:
The Case Worker manages individual protection cases across HLP, GBV, and child protection from intake through closure using a survivor centered, confidentiality-based approach. The role conducts door to door outreach and community engagement to identify Persons with Specific Needs, carries out comprehensive assessments, develops individualized care plans with beneficiaries and service providers, coordinates multi sectoral referrals (health, PSS, legal, livelihoods), and ensures continuity of care and durable solutions. The Case Worker maintains secure case files, documents actions and progress, participates in multidisciplinary case reviews, and contributes anonymized lessons learned to strengthen case management systems.

Key Responsibilities: 

  • Carry out door to door screening and community outreach with volunteer focal points to identify HLP, GBV, CP, and other protection cases; record initial information using standardized intake forms.
  • Open and register cases in the case management database with unique identifiers; ensure gender disaggregated and protection sensitive data fields are completed.
  • Perform rapid risk and safety triage to identify immediate protection needs and prioritize urgent referrals.
  • Carry out in depth, multi sectoral assessments at home or safe locations covering protection risks, HLP status, health, psychosocial needs, economic vulnerabilities, and child protection concerns.
  • Co create survivor centered case plans with beneficiaries and relevant service providers, specifying objectives, responsibilities, timelines, and measurable outcomes.
  • Integrate safety planning, confidentiality measures, and Do No Harm principles into each action plan.
  • Intake HLP cases, conduct risk assessments, draft action plans, collect evidence, and coordinate legal or mediation support; manage cash assistance disbursements in two installments where applicable.
  • Conduct confidential interviews for GBV and child protection incidents, apply survivor centered approaches, facilitate safe referrals to medical, psychosocial, and legal services, and monitor service uptake.
  • Conduct regular home visits for high-risk households to monitor progress against action plans, verify service delivery, and adjust support as needed.
  • Record case milestones, stakeholder coordination, referrals, and closure outcomes daily in the case management system; maintain secure physical and digital files.
  • Develop and update a district wide directory of community-based organizations, health providers, legal aid, shelter, PSS services, and safe space locations for rapid referrals.
  • Make and follow up on multi-sectoral referrals; liaise with service providers to confirm appointments, service uptake, and outcomes.
  • Participate in Child Protection, GBV, and HLP working group meetings; share field findings and represent JAAHD case management experience.
  • Mentor and supervise volunteer community focal points and peer facilitators for early case identification and follow up.
  • Train and mentor community volunteers to support peer led groups for widows, PWDs, older persons, and other vulnerable cohorts.
  • Draft monthly narrative and quantitative protection trend reports highlighting systemic barriers, case outcomes, and recommendations for program adaptation.
  • Contribute anonymized case studies and lessons learned to improve case management SOPs and program design.
  • Participate in case reviews and supervision sessions; implement feedback and corrective actions to improve case quality and compliance with standards.
  • Ensure protection mainstreaming across program activities and that women, children, elderly, PWDs, and minority groups are included in decision making.
  • Adhere to safeguarding, PSEA, confidentiality, and data protection protocols; report and escalate safeguarding concerns immediately.
  • Apply checks to prevent misuse of assistance and ensure transparent cash disbursement processes.
  • Perform any other duties as assigned by the line manager.

Qualifications and Requirements:

  • Bachelor’s degree in Psychology, social work, counseling or closely related field.
  • Minimum 2 years of work experience in humanitarian social work or case-management.
  • Demonstrated familiarity with case management principles, standards and procedures, including relevant roll-out of SOPs for different protection typologies.
  • Training in Protection Cluster SOPs, GBV, and CP protocols.
  • Empathy, active listening, and professional boundaries.
  • Strong community-engagement and inter-agency coordination.
  • Readiness to commit and adhere to the values, mission and vision of JAAHD.
  • Excellent interpersonal and communication skills.
  • Excellent analytical skills, observation and analysis capacity.
  • Self-motivated, results-driven and excellent sense of organization.
  • Excellent knowledge of MS applications, particularly Word, Excel and PowerPoint.
  • Familiarity with PSEA, AAP best practices, and “do no harm” principles.
  • Arabic fluency; English proficiency is an asset.
  • High cultural sensitivity and commitment to inclusive, community-driven approaches.
  • Collaborative team player with a proactive problem-solving mindset.
  • Meticulous attention to detail and strong organizational skills.
