Background:

Reporting to the project manager, the senior civil engineer consultant will take the lead in guiding the field team sites supervisors/engineers, logistics and project implementation process at the field in coordination with local authorities. The role will support the program management to ensure implementation of the EFSER project is in-line with YLDF Emergency Strategy and FSAC standards. He/ She will be actively engaged and represented in all related interagency processes including cluster and working groups as requested. 

Tasks and responsibilities:

  1. Planning & Implementation: Work closely with community to develop appropriate interventions and develop project proposals with regards to needs and community priorities.
  2. Organize meetings to sensitize communities about the purpose and modalities of the project and Identify community committees and ensure coherent coordination with committee members. Review and develop beneficiary selection criteria with government, local authorities, and community members to identify project beneficiaries according to project targets criteria.
  3. Assist communities with the targeting and selection of CFW beneficiaries.
  4. Guarantee community involvement at all phases of the project to ensure the development of community ownership for the project.
  5. Liaise with District level authorities regarding all stages of the project implementation and evaluation.
  6. Undertake technical assessment for CFW assets, and ensure quality and accurate technical specifications are incorporated into the community projects' designs.
  7. Reviewing BoQs outlining the necessary tools and materials in consultation with project officer and designing/reviewing /developing construction related documents (BoQ, monitoring forms and payment disbursement forms/documents).
  8. Determine numbers of skilled laborers for all the project activities in consultation with project officer.
  9. Prepare a time-bound and detailed work/ implementation plan, to implement every activity.
  10. Supervise all the project activities at the field level and follow up the project cycle.
  11. Liaise with the program coordinator/Project officer and Logistics in the preparation of materials, tools and procurement.
  12. Filling all supported forms and submit weekly and monthly reports and any other needed reports of the program management.
  13. Follow up and Provide advice to site supervisors to ensure achievements in a timely manner on technical criteria
  14. Ensure selected sites for cash are safe, suitable, and coordinated with local authorities and service providers.
  15. Planning and managing safety procedures and measures in the worksites. Any other tasks as assigned by the line manager.

Qualifications and experience:  

  1. Bachelor's degree in civil engineering from a respectable university.
  2. 3 years' experience in designing studies and supervision.
  3. 3 years' experience in cash for work activities or related activities.
  4. Experience in pricing and analyzing the costs of work items and preparing BoQ and inventory lists/ framework.
  5. Experience in the preparation of time tables to achieve the works and time-bound schemes to implement the activities.
  6. Good analytical skills
  7. process design skills and project planning and management skills.

  1. Ability to respond on short notice and plan and execute several activities at once.
  2. Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.

Communication Skills:

  1. Proficiency in computer applications (MS Word, Excel, Power point) as well as engineering programs (Auto CAD, Civilpro ... etc.)
  2. Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders.
  3. Experience writing and compiling narrative and analytical reports in English.
  4. Very good in English (speaking, writing, reading, and typing is essential.)
  5. Excellent interpersonal skills required, as well as the ability to communicate clearly and efficiently with a variety of audiences (eg beneficiaries, community committees, and other team members);
