Service Announcement: Engineering Consultancy for Health Unit Construction
Duty Station: Al-Luhayyah District, Al-Hodeidah Governorate

1. Project Overview
The project includes the construction of eight (8) health units in Al-Luhayyah District, Al-Hodeidah Governorate. The works involve site preparation, excavation, construction of septic tanks, structural works, finishing, and installation of essential services. The project aims to enhance access to primary healthcare services in underserved areas.

2. Purpose of the consultant role
The Site Engineer will oversee on-site construction activities and ensure full compliance with approved drawings, BoQs, technical specifications, and safety standards. The position also includes direct supervision of labour teams hired by the organization for specific excavation.

3. Key Responsibilities

Provide professional engineering consultancy and on-site supervision to follow up with below.

• Conduct daily on-site supervision of contractors implementing the health unit construction.
• Supervise all excavation works and construction of septic tanks (soakaway pits) for each health unit.
• Oversee 40 labourers per health unit engaged in excavation and septic tank activities.
• Ensure the daily attendance and mobilization of labour teams during the assigned 10 working days.
• Verify daily labour outputs and ensure accurate documentation for wage processing.
• Ensure that labourers comply with safety measures and use PPE as required.
• Monitor construction progress against the implementation schedule and report deviations.
• Inspect and verify materials, quantities, and workmanship delivered or installed on-site.
• Prepare daily and weekly progress reports, including labour usage, contractor performance, and technical observations.
• Coordinate closely with the Project Engineer, Field Team, Contractors, and local stakeholders.
• Maintain detailed documentation including site logs, inspection sheets, labour attendance sheets, and photographic records.
• Identify technical issues and propose corrective actions to maintain quality and timelines.
• Ensure all activities comply with environmental, safety, and organizational standards.
• Submission of IPC for the payment as per work done according to the approved specifications and engineering drawings.
• Submission of completion report with media material as evidence.

4. Required Qualifications

• Proven experience in civil engineering and supervision of health facility construction projects.
• Demonstrated ability to ensure compliance with BoQs, technical specifications, and safety standards.
• Strong track record in managing excavation works and septic system construction.
• Capacity to operate in remote and challenging environments while maintaining quality and timelines.
• Familiarity with humanitarian or development project standards is highly desirable.

6. Supervision

The Site Engineer reports directly to the Project Engineer / Construction Supervisor and coordinates closely with field teams and contractors. The engineer is responsible for accurate documentation of labour attendance and performance.
