1. About Afaq Shababia Foundation (ASF)
ASF is a registered national NGO with the Ministry of Social Affairs and Labor, No. 271. Our mission is to contribute to youth and community development by implementing quality programs and building effective partnerships in accordance with best institutional practices. ASF started its work in Yemen in 2013 and has been implementing projects in 4 sectors: capacity-building, peacebuilding, governance, Economic Empowerment, and Protection.
2. Background
Afaq Shababia Foundation is working to support and strengthen the local justice system through a participatory and practical approach focused on conflict prevention and early resolution, and on promoting the protection of rights, particularly in land and property disputes, with special attention to the most vulnerable groups. The project contributes to alleviating pressure on courts and prosecution offices, promoting social cohesion, and improving public trust in judicial institutions.
ASF is seeking to Developing a policy paper that reviews the background and context of the justice sector in Aden Governorate, provides a comprehensive analysis of the sector's structure and current status, identifies the challenges and difficulties it faces, highlights barriers to accessing justice, particularly for vulnerable groups such as women, and presents practical policy options to promote the justice sector and improve access to justice.
To achieve this, Afaq Shababia Foundation wishes to contract with a consultant to develop the policy paper, according to the terms and conditions stated in this announcement.
3. Service objective
3.1. General Objective:
To develop an evidence-based public policy paper aimed at understanding and analyzing the reality of the justice sector in Aden Governorate and presenting short-, medium-, and long-term alternatives to strengthen the justice sector and access to justice in Aden Governorate.
3.2. Specific Objectives:
3.2.1. To understand and assess the background, context, institutional, organizational, and physical infrastructure, and to evaluate the reality of the justice sector in Aden Governorate.
3.2.2. To study and analyze the quantitative and qualitative aspects of the issues addressed by the justice sector in Aden Governorate.
3.2.3. To monitor and identify the gaps, challenges, and difficulties faced by the sector, its beneficiaries, and its staff, as well as the obstacles to accessing justice, with a focus on barriers to access for vulnerable groups such as women and in areas such as land and housing.
3.2.4. To present recommendations and options for strengthening the justice sector in Aden.
4. Service provider's responsibilities and tasks
1. Prepare a detailed inception report outlining the methodology for the proposed paper, the analytical framework and themes of the proposed paper, data collection and information acquisition tools, and the work plan and timeline.
2. Conduct a comprehensive desk review of relevant documents and websites to inform the paper, including national laws, policies, structures, strategies, previous reports and studies, and available national and local official references and statistics.
3. Collect qualitative data to inform the paper using the tools and methodology proposed in the consultant's inception report (e.g., field visits, in-depth interviews (KIIs), and focus group discussions (FGDs), if applicable).
4. Prepare an initial draft of the paper based on the input, ensuring it covers the specific objectives of the paper.
5. Share the initial draft of the paper with the Youth Horizons team for review.
6. Lead a stakeholder consultation workshop to review the initial draft of the paper, collaboratively enhance the paper's input, discuss challenges, and develop recommendations. (The consultant will be responsible for preparing the workshop agenda and objectives, facilitating discussions (in person or remotely), and documenting the outcomes. Afaq Youth Foundation will provide logistical support, including nominating and inviting participants, providing the venue, coffee breaks, stationery, and transportation allowances.)
7. Review and update the document based on feedback from the foundation and stakeholders, and submit the final, approved version in an open and formatted Arabic language.
8. Provide weekly progress updates and participate in weekly coordination meetings (in person or online) with the Afaq Youth Foundation team to monitor progress and review the outcomes.
5. Required outputs from the service provider:
1. A detailed preliminary report (Inception Report) outlining the methodology for preparing the proposed paper, the analytical framework and key themes of the proposed paper, data collection and information gathering tools, and the work plan and timeline.
2. The agenda, objectives, and report of the consultative workshop with stakeholders.
3. The final draft of the policy paper in an open and formatted Arabic language.
6. Time frame
The service provider will be required to submit a timeline for implementing the requirements of this announcement before May 31, 2026.
7. Application requirements:
Those wishing to apply for this offer must submit a technical and financial offer:
7.1. Technical offer includes:
1. Work methodology and service delivery plan. *Required.
2. Initial outline of the policy paper, for example (proposed table of contents for , including main and subheadings –total number of pages for the manual). *Required.
3. Work plan. *Required.
4. CV and previous experience of the service provider . *Required.
5. Service provider ID. *Required.
7.2. The financial offer includes:
1. Submitting a financially detailed offer in US dollars, including all the obligations described in this announcement. * Required.
2. Quotation must be valid for a minimum period of 90 days. * Required.
8. Criteria for selecting the Service Provider
The service provider will be evaluated according to the following criteria:
1. Previous qualifications and experience. (20%)
2. Work methodology (30%)
3. The time frame for implementation (10%)
4. Financial offer (40%).
9. Payment method
1. Payment will be made via a bank cheque/bank transfer from one of the certified by ASF in one payment 100% after the completion of Service and preparing the required reports within the final approval by Afaq Shababia Foundation and after obtaining a financial claim and completing all procedures.
10. Special conditions:
1. The above prices must be in USD.
2. Prices must be valid for 90 days from the date of submitting the quotation.
3. Afaq Shababia Foundation is not obligated to choose the lowest price offer.
4. Afaq Shababia Foundation has the right not to proceed with the requirements of this announcement if the results of this announcement do not meet all the foundation requirements.
