1. Introduction and Back Ground:
Geneva Call is a neutral, impartial, and independent humanitarian non-governmental organization dedicated to promoting respect for International Humanitarian Law (IHL), International Human Rights Law (IHRL), and international humanitarian norms by armed actors and other weapon-bearers, in order to improve the protection of civilians in armed conflict and other situations of violence. Geneva Call has been operating in Yemen since 2018 and has established excellent relationship with the authorities, armed and security forces and community structures to increase awareness and advocacy for protection of civilians during the conflict.
To respond rapidly and effectively to operational needs, Geneva Call is establishing a Pre-Qualified Database/Roster of Expert Consultants across three specialized technical categories. Qualified candidates admitted to the roster will be engaged via short-term need-based contracts to deliver trainings, strategic analyses, engagement support, and tailored policy or curriculum development.
2. Target Categories for consultancy:
1. Category A: IHL & Protection Trainers/Facilitators.
2. Category B: Humanitarian Dialogue & Armed Actor Engagement Consultant.
3. Category C: Legal, Policy, Curriculum Development & Gender/Intersectionality Experts.
3. During application:
a) Consultants can apply maximum two categories, not three.
b) The applications for different categories must be submitted separately as different applications
c) Please indicate daily fees expectations in the application.
d) Please also indicate current residency/governorates or preferred locations to work.
4. Scope of Work by Category
Category A: IHL & Protection Trainers / Facilitators
- Curriculum Delivery: Facilitate contextualized Training of Trainers (ToT), basic/advanced IHL workshops, and civilian protection simulation exercises for weapon bearers, military/security personnel, community protection groups, and local civil society.
- Contextualization: Adapt practical scenario-based exercises, dilemmas, and case studies reflecting local conflict dynamics, customary legal frameworks, and weapon-bearer command structures.
- Training Assessment: Design pre- and post-training evaluations, capture qualitative participant feedback, and draft comprehensive workshop completion reports with actionable recommendations.
Category B: Humanitarian Dialogue & Engagement Specialists
- Dialogue Facilitation & Strategy: Design and support bilateral and multilateral engagement strategies with armed actors, community elders, and weapon bearers to negotiate humanitarian access, obtain commitments to humanitarian norms, and mitigate civilian harm.
- Commitment Tracking: Support the implementation, compliance monitoring, and community-led verification of humanitarian commitments (e.g., Deeds of Commitment or unilateral declarations on child protection, healthcare protection, and prevention of sexual and gender-based violence).
Category C: Legal, Policy, Curriculum Development & Gender/Intersectionality Experts
- Legal & Policy Analysis: Conduct comparative analyses between IHL treaties, customary international law, domestic legal frameworks, and customary/religious norms regarding civilian protection.
- Curriculum & Tool Development: Author modular training manuals, standard operating procedures (SOPs), commander guides, and pocket-sized behavioral codes tailored to specific armed structures.
- Gender & Intersectionality Integration: Systematically integrate Gender, Age, and Disability, Women, Youth, principles, and intersectional vulnerability assessments into Geneva Call’s training modules, technical tools, and policy briefs.

6. Required Qualifications & Competencies
- Education: Advanced university degree (Master's or equivalent) in International Law (IHL/IHRL), Law, International Relations, Political Science, Gender Studies, Peace & Conflict Studies, or a related field.
Professional Experience:
- Minimum of 5 years of operational experience in humanitarian protection, civilian advocacy, conflict negotiation, or legal advisory roles.
- Proven track record working with or training weapon-bearers, security forces, community protection committees, or tribal/traditional leadership.
- Direct experience developing interactive adult-learning curricula, policy briefs, or gender-responsive protection frameworks in active or post-conflict settings.
- Fluency in Arabic is must for all categories. For categories A and B, basic English proficiency is preferred.
- Fluency in English is required for category C.
Core Competencies: Adherence to humanitarian principles (neutrality, impartiality, independence, operational integrity), cultural sensitivity, and strong analytical drafting skills.
