Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

  • Job Title:  DTU/ORTC field Monitor
  • Location:  Hodiedah
  • Contract duration: until 31st  December 2025 with possibility of extension.
  • Basic monthly salary (taxable): 767 $ to 958 $ based on experience salary calculation (excluding other benefits offered by the organization)
  • line manager: Senior Health and Nutrition officer

Objective of the position :  The DTU/ORTC Field Monitor will oversee and coordinate the activities of Diarrhea Treatment Units (DTUs) and Oral Rehydration Treatment Centers (ORTCs) in Hodiedah, focusing on effective management of health and nutrition initiatives. The role involves supervising health workers, ensuring adherence to medical protocols, and maintaining hygiene, IPC and sanitation standards within the facilities. The monitor will support data collection and analysis to inform health interventions, enhance surveillance systems for cholera, and contribute to capacity-building efforts for local health workers. This position demands strong leadership, organizational skills, and the ability to work collaboratively with various stakeholders to improve health outcomes in the region.

MAJOR RESPONSABILITES: 

1. Supervise the Diarrhea treatment Units and ORTCs Activities : 

  • Organize the available buildings/space according to the needs 
  • Work with the H&N PM and the Senior officer to identify the needs for procurement 
  • Supervise the following and respect of the current medical protocols 
  • Supervise the availability of necessary treatments in each phase 
  • Supervise the activities linked to hygiene in the center ; 
  • Supervise the activities linked to water and sanitation in the center 
  • Participate in the follow-up of orders and consumption ; 
  • Supervise and ensure proper IPC procedure, disinfection and waste management protocols are followed in all facilities. 
  • Analyze the overall situation ; 

2. Surveillance System Strengthening 

  • Establish and maintain facility-based and community-based surveillance systems for cholera. 
  • Ensure accurate and timely case detection, investigation, reporting, and verification using standardized tools as per MoHE standards 
  • Coordinate with MoHE rapid response team for sample collection where needed 
  • Ensure that the relationship with MoHE is consistent with the orientation and the ethos of ACF's partnership policy (currently under development: mutual trust, respect, shared aims, complementarity, transparency and mutual support, shared learning....) 
  • Collect and compile the statistical data and draft a report on activities. 

3. Data Management and Analysis 

  • Compile, clean, and analyze surveillance data to identify trends, hotspots per villages or sub-districts, and transmission patterns. 
  • Produce daily/weekly epidemiological bulletins and situation reports and fill in the database in daily basis. 
  • Support real-time data visualization and mapping of cases in coordination with IM team. 

4. Capacity Building and Coordination 

  • Train health workers, community health volunteers, and local authorities on cholera surveillance protocols through on-job training. Moreover, coordinating with MoHE to provide structured training on AWD case definition and management for DTU staff and ORTCS and on IPC protocols 
  • Participate in health cluster meetings in the PM absence and coordinate with national surveillance systems and partners (e.g., WHO, MoH). 
  • Support the integration of surveillance into national cholera preparedness and response plans. Similarly, support implementation of ACF response plan for the HFs and in the targeted districts. 
  • Coordinate effectively during the implementation of project with rest of H&N team (Senior HNO, HN PM, other HNOs and N&H HoD) to ensure synergies among the exiting project. Additionally, conduct regular coordination with MEAL department to follow up on data management, tracking and feedback. 

Ensure adherence to ACF gender requirement; Commit and comply with ACF gender, age and diversity principles at anytime during activities; Support the implementation and the promotion of gender. 

Additional Responsibilities

Qualifications Needed

  • Professional degree in public health, medicine, Nursing or similar. With Strong experience in managing CTC, DTU and ORTCs 

Required Experience and Skills

  • At least 2 years of professional experience in and supervising CTC, DTC, or ORTCs. Additional experience in epidemiology is an asset. 
  • Highly developed management and leadership skills 
  • Extensive experience in capacity building and training on nutrition and health programs is preferable 
  • Good monitoring and supervision skill is essential 
  • Organization skills are necessary. 
  • Flexibility, taking on responsibilities as needed 
  • Ability to understand and to interpret the nature of human behaviour 
  • Ability to work under pressure and react according to evolving context/situation 
  • Ability to show activeness and creativity in working environment 
  • Knowledge of computer systems Word, Excel, Power Point 
  • Ability to read, write and understand English High command of written and spoken English, an advantage.
