The ICRC is looking for a suitable candidate to fill the position of:

Health Assistant (Finance and Log file) _ SAN

Contract type: One Year (Extendable)

The health finance and administration/log health field Assistant 2 provides complex financial and log support to the health department in Sanaa and in Yemen.

Accountabilities & Responsibilities 

  • Supports financial implementation of health projects and programs. 
  • Independently carries out complex financial tasks. 
  • Ensures YRCS invoices are followed up on.  
  • Contributes to producing tools adapted to the health department's financial needs. 
  • Ensures compliance with financial procedures, including in terms of user training (practices and tools) where needed. 
  • Keeps files up-to-date and ensures that records are managed properly.

Budget (Financial Management and Coordination Responsibilities):

  • Advises the team about the correct GO & account to be used in various activities.
  • Collects & compiles the financial monthly forecast from the teams and share with FAD on monthly basis.
  • Monitors the expenses per GO & account and report to the line manager in case any alert.
  • Works on the necessary AoEs when its needed.
  • Provides the needed analysis based on request e.g.: Type III hospital & Financial Analytical Report.
  • Participates with Help the coordination team with the sitfin by providing the actual forecast per month, GO and account.
  • Supports the coordination team with the PFR budget development
  • Answers to the team questions related to budget and finances.

Logistic (Supply Chain Management and Coordination Activities):

Non-medical forecast.

  • Collects & compiles the demand from the field per facility and link it with the related GO, account, month, branch plant and customer address on monthly basis.
  • Develops the necessary tools to simplify the planning, forecasting & requesting.
  • Updates the list, codes & dates based on the demand, standardization & local market availability.
  • Updates the LOG forecast file based on compiled health demand respecting the deadlines.
  • Follows up with purchase department the procurement process and conduct the inspection of samples and select what is matching the required specifications.
  • Shares the final compiled forecast with the teams in a spreadsheet form for each facility and month to be used for submitting the SRs.
  • Shares the link with LOG to compare the SRs with the forecast and follow up with the requesters in case any discrepancies.
  • Highlights any additional demand/changes to LOG.

Follow up of near expiry drugs:

  • Coordinates with LOG to obtain the near expiry list on a monthly basis (The list should include any item with 9 months expiry and less and to exclude anything with less than 6 months).
  • Coordinates with health - deputy health co / health team to ensure timely distribution of the items
  • Follow up s the orders to make sure nothing left by mistake.


  • Follow up the deadstock with LOG & health coordination team and adapt whatever can be used as regular and keep whatever can be used in our supported facilities.

ImpEx Distribution Plans.

  • Prepare a tentative distribution plan for all the upcoming shipment either from outside Yemen or from ADE WH and send it back to ImpEx/Transport.

Certifications/Education Required

  • High school diploma or equivalent training
  • Excellent command of English, other languages an asset.
  • Computer skills, including Microsoft Office suite, SharePoint and IBM Lotus Notes.

Professional Experience Required     

  • Three years’ experience in an admin position, preferably within the ICRC.
