ABOUT THE ORGANIZATION:

Job Purpose:

WASH Specialist will be responsible for improvement, strengthening, coordination and management of the WASH activities. It is expected that the he will spend the large majority of time in field, ensuring quality of our WASH projects, both in terms of on-the-job training and in terms of broader quality issues. The WASH specialist will feed into the overall strategic direction of the organization’s WASH programme by supporting the link between the field offices and the country office and ensuring field level quality concerns are consistently raised and incorporated into programme design, coordination and advocacy efforts.  
Key Responsibilities:

  • Provide technical support for the WASH project managers, WASH team at sub-offices and field level. 
  • Coordinate with research team for conducting WASH related WASH assessments & Share it with the WASH cluster.
  • Monitor and supervise the implementation progress of the ongoing projects and report any deviation to the project manager and WASH manager.
  • Develop WASH tools to support and improve the quality of reporting and data collection. 
  • Work closely with the communication team to document WASH projects and prepare success stories to be shared with relevant clusters and donors.  
  • Develop technical tools, reports for the CFW, Unconditional CASH assistance in coordination with CVA specialist. 
  • Carry out technical studies-(designing/drawing / related documents (e.g. designs, BOQs, tender documents, hygiene promotion messages,, and monitoring forms )
  • Assess on site identification to develop a site selection criteria list, as per the technical standards.
  • Participate in the tender analysis process and contracting, as per PM’s request, and ensure tenders are carried out according to the organization’s standards.
  • Participate in selection process of technician’s supervisors in the field to ensure the construction/rehabilitation works are implemented properly and with line of agreed specifications.
  • Perform regular work inspections to assure quality of works and compatibility with agreed specification, standard and drawings.
  • Represent the organization at WASH Cluster as well as any other necessary or relevant meetings/events.
  • Participate in the development of all WASH projects in the form of draft project concept notes and draft proposals, budgets and budget narratives.
  • Develop detailed bills of quantities (BOQs), drawings and action plans for the construction/Rehabilitation works required at WATSAN facilities in the health centers and WASH & community projects’ in collaboration with WASH program officer and engineers’ staff and based on assessment and program requirements, ensuring that recommended work is within the minimum SPHERE standard.
  • Oversee and create a community-based oversight system for all engineering works done by contractors.
  • Work with logistic team to draw up works tender documents and provide technical support to Bid Committees with technical support and analysis.
  • Coordinate WASH construction activities with other local actors (governmental and non-governmental).  Build strong relationship with local and government partners, LWC, GARWSP and NWRA. 
  • Supervise and be responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient and accurate manner according to standard engineering methods.
  • Ensure the Contractor is compliant with Statutory Law and organization safety and security protocols on all construction/rehab sites.
  • Technical training of community volunteers, members of WASH committees, governmental staff and health canters’ admin staff on how to use and maintain the WATSAN facilities. 
  • Ensure that variations are approved by the project manager according to the organization’s procedures before giving work order to the contractor.
  • Verify incoming materials are of the highest quality and from acceptable country of origin.
  • To conduct regular field visits to the project sites to provide technical support, monitor the implementation progress and ensures that work is carried out as planned. 
  • Certify achievement of contractual milestones, and provide work progress reports and completion certificate to project manager. 
  • Regularly update project implementation plans to the project manager with associated time lines.
  • Ensure a safe working environment for all people involved in project implementation.
  • Is responsible for maintaining detailed work plans and written records of engineering work undertaken in the project.  
  • Write and submit weekly activity reports and filed visit reports at critical points of the construction/rehabilitation works.
  • Supervise the selection of the materials, equipment, and resources for the public health / hygiene promotion and community participation activities with suitable technical specifications and assuring quality. 
  • Conducting water quality analysis in the field locations and updating water quality reports, also to propose recommendations for the water treatment systems.
  • Develop specifications based on assessment and program requirements, ensuring that recommended work is within the minimum SPHERE standards.
  • Ensure that variations are approved by head of office / Program manager and /or WASH manager according to the organization’s procedures before giving work order to the contractor.
  • Other duties as assigned.

Partnership and Capacity Building:

  • Manage relationships, negotiations and intensive communication efforts with partners in all phases of grant/project implementation, facilitates coordination with partners, including knowledge management, learning and capacity building for partner staff.
  • Identify both Program Quality and Management Quality capacity building needs and organize relevant support with relevant programs team members.
  • Build capacity of field staff in reporting, monitoring and application of humanitarian standards.
  • Develop and ensure implementation of training plans for the WAHS team.
  • Research and Programmatic Reporting:
  • Ensure timely and quality preparation of donor project narrative reports, quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters as per reporting schedule.
  • Conducts research, analyses, interprets data, and formats related reports.
  • Provides data analysis support for institutional reporting, rapid response to emergency needs, planning for humanitarian responses, resource development, and related requests for information.
  • Identification of where the organization competency strengths overlap with partner needs; analysis of key policies currently being discussed and implemented by donors; and preparation of donor regional briefs for a consolidated and coherent approach of donors, and partnership building.
  • Works with and support the team members to undertake desk based and field research on prioritized areas of analysis

Qualifications, Skills & Experience:

  • Bachelor’s degree in Civil Engineering or any related field, preferably in water and sanitation.
  • Extensive experience and training in WASH with 2 years of increasingly responsible professional experience in developmental and humanitarian response programming and cluster approach.
  • Field experience is a strong asset.
  • Experience in the development of emergency water supply, hygiene promotion and Sanitation.
  • Considerable experience in CFW and CVA is an added value.
  • Fluent written and spoken English and Arabic with the ability to translate complex material and data into clear and concise materials and reports.
  • Excellent negotiation and presentational skills and the ability to communicate effectively at all levels.
  • Advanced Knowledge and demonstrated experience of computer applications especially Excel, Microsoft word, communications systems.
  • Excellent Knowledge and demonstrated experience of Engineering Software programmes like AutoCAD, Water CAD etc.
  • Demonstrated experience mobilizing resources for humanitarian assistance.
  • Ability to work independently with minimal supervision.
  • Proven ability to work as part of a team under pressure.
  • Proven skills in assessment methodology design and questionnaire design.
  • Experience in primary and secondary data collection techniques.
