POSITION TITLE: RRM Project Senior Officer
JOB LOCATION:  Aden Governorate 
REPORT TO: FSL Team Leader
START DATE: ASAP

ABOUT FMF:

The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.

DUTIES AND RESPONSIBILITIES:

General responsibilities:

  • Lead the planning, implementation, monitoring, and evaluation of RRM activities.
  • Ensure emergency (RRM) activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response.
  • Establish and maintain constructive working relationships with donor, cluster, concerned authorities, NGOs, UN agencies and other principles stakeholders.
  • Represent RRM in meetings with government officials, cluster members in govern, other NGOs …etc. as required and ensure meeting of minutes to relevant actors.
  • Ensure all personnel understand individual and collective responsibilities. Prepare periodic progress reports and other documents related to RRM.
  • In collaboration with Field team and support staff, play a lead role in design and development RRM emergency project as required.
  • Support in the development of contingency and RRM emergency response plans and managing any associated budgets, as appropriate.
  • Closely monitor events in humanitarian issues, in order to update and adjust program activities and approaches, when necessary.
  • Conduct regular reviews of progress towards indicators, lessons learned and challenges encountered aims to ensure the achievement of performance targets and adherence to technical standards.
  • Ensure quality implementation of RRM at field level taking into consideration appropriate response modalities and the needs of the most vulnerable.
  • Supervise on data gathering to prepare and submit the required reports for RRM project on the monthly basis for performance indicator, tracking tables, baseline and final evaluation reports and other commitments.
  • Support development and monitoring of RRM emergency budgets and provide emergency field teams with regular updates on available budgets to guide implementation.
  • Forecast monthly cash requirements for activities and submit to the PM.

Partner Coordination:

  • Coordinate with relevant government directorates and community leaders to facilitate the implementation of the project activities.
  • Provide hands-on training, capacity building, support, and feedback to project staff.
  • Follow up with donor, government, and cluster requests.
  • Coordinate with project partners and stakeholders including the logistics and supply 

Program Quality:

  • Provide direct planning/facilitation to critical processes including workshops for project development, Detailed Implementation Plan (DIP) development, and MEAL plan development.
  • Ensure timely and efficient program reporting, as per FMF and donor requirements
  • Increase and support intentional integration of protection integration, conflict reduction, partnership, and gender across all programs.
  • Support the implementation and compliance of FMF MEAL policies and procedures.

Representation:

  • Under the guidance of the Program Coordinator, represent FMF in workshops, conferences, and meetings, ensuring ample representation with key stakeholders.
  • Provide regular updates to partners, country program leadership, and government and non-government coordination bodies as requested.
  • Establish and maintain good working relations with external agencies and organizations, local partner organizations, and provincial and local government offices; facilitate the exchange of information and experiences.
  • Ensure FMF cluster participation and inclusion in the annual work plan process as required.

Reporting:

  • Develop all required projects daily, weekly, monthly, and quarterly narrative reports/updates.
  • Ensure report formats are used properly and all reports/updates are submitted on time, followed up on, and finalized on time and support where issues arise to mentor and improve over time.
  • Assist Program Coordinator in developing final project report. 
  • Coordinate with the MEAL department to generate lessons learned and project success stories.

Support to FSL Projects:

  • Provide technical assistance and support to other FSL projects as needed.
  • Collaborate with project teams to ensure alignment with organizational objectives.
  • Contribute to the development and implementation of FSL project activities.

POSITION REQUIREMENTS:

  • University degree (or comparable work experience) in a relevant field is required.
  • Minimum 3 years of previous experience in the humanitarian work.
  • Previous experience of supervising staff.
  • Previous experience with similar projects related to RRM programs.
  • Excellent in communication skills in both English and Arabic; ability to communicate strategically under pressure.
  • Excellent writer – ability to develop high quality reports and accurately analyze M&E data.
  • Excellent interpersonal and negotiation skills.
  • Self-motivated, results-driven and excellent sense of organization.
  • Team player with outstanding personal attitude: especially sense of responsibility, diplomacy, concern for quality, result orientation.
