The Executive Bureau (EB) for the Acceleration of Aid Absorption and Support for Policy Reforms

Job Title: Policy Advisor
Unit: Policy Support
Location: Aden / Yemen
Expected Start Date of Assignment: Sept 2024 
Duration: 12 months including a 3-month probation period

About the Executive Bureau (EB)

The Executive Bureau was established in 2013 with the aim of improving the absorption rate of donor’s aid by accelerating the implementation of foreign funded projects. The EB also aims to support the implementation of key policy reforms while fully collaborating with existing institutional frameworks. In 2015, a new republican decree was issued which dictated that the bureau would now report directly to the Prime Minister. 

Key Responsibilities

The Policy Advisor’s main tasks would be to:

  • Assist the Managing Director in developing the detailed plans for the activities and monitoring the progress of implementation of key government policy reforms;
  • Prepare and manage capacity building activities required to implement the policy reforms;
  • Coordinate with other Support Units to ensure a timely delivery of the EB objectives;
  • Develop working papers and policy briefs on the current Yemeni public policies and economics as per the Managing Director’s request;
  • Develop ToRs and manage the process of selecting high quality consultants to deliver needed technical assistance for the implementation of key government policy reforms;
  • Work with consultants on developing and implementing technical solutions/proposals as per the EB project plan;
  • Act as a liaison between hired consultants and relevant stakeholders when developing and implementing key policy reforms;
  • Review technical aspects of any translated materials provided to foreign consultants to complete their assignment;
  • Review consultants’ work deliverables and ensure that the deliverables meet the objectives of the assignment and the highest standards of quality;
  • Certify the payments for activities under his/ her supervision;
  • Prepare periodic progress reports; and
  • Assist in any tasks of the project administration per the Managing Director’s request.

Qualification

  • A master’s degree or higher in Public Policy, Public Administration, Economics, Business Administration or Finance or any other related fields from a recognized University;
  • At least seven years’ experience in public administration, financial management, public policy reforms or in public planning and development;
  • Strong knowledge of the country’s major development challenges;
  • Robust understanding of the country’s previous development plans and reform programs;
  • Fluency in written and spoken English and Arabic languages; and
  • Proficiency in MS office applications.
