Economic Recovery Team Leader (Yemen – Khokha)

About the role
Overall purpose of the role:
The Economic Recovery Team Leader will manage and technically oversee DRC's Economic Recovery portfolio in the West Coast, including KFW-funded women's economic empowerment and livelihoods activities, climate-smart agriculture, vocational and business skills, cash-plus/MPCA support, financial inclusion, and partner-led implementation. The role ensures timely, accountable and high-quality delivery through direct team supervision, partner follow-up, community engagement, and close coordination with support departments and local authorities.
The position requires strong capacity to integrate across DRC core sectors, including Protection, CCCM and WASH, and to link emergency cash assistance with early recovery and livelihoods pathways while ensuring gender, protection mainstreaming, AAP, safeguarding and conflict-sensitive implementation.
Main responsibilities:
Management
- Lead and manage the Economic Recovery field team, including workplans, staff planning, coaching, performance follow-up and capacity building.
- Oversee field implementation of KFW and other assigned EcRec/MPCA activities, ensuring targets, budgets, procurement and reporting deadlines are met.
- Track implementation risks, delays and quality issues, and propose timely corrective actions to the Economic Recovery Manager.
- Coordinate closely with implementing partners and service providers, supporting partner workplans, field supervision, documentation and capacity building.
Programming, Technical Oversight, and Community Engagement
- Lead and quality assure beneficiary identification, verification, registration and prioritization for livelihoods, cash-plus and MPCA activities in line with SOPs and protection standards.
- Oversee gender-sensitive market assessments, community consultations, business/vocational skills, life skills/literacy, CSA/FFS, post-harvest handling and market linkages.
- Supervise implementation of business grants, consumption support, MPCA and cash assistance, ensuring documentation, reconciliation, complaints handling and compliance with CVA procedures.
- Support establishment and follow-up of savings/financial inclusion groups, WUCs/SWUCs and community structures, ensuring meaningful participation of women and vulnerable groups.
- Provide field-level oversight for NRM and community-based infrastructure activities rangeland management, in coordination with technical staff/consultants.
- Review technical inputs such as BoQs, specifications and implementation plans for infrastructure/NRM activities, and follow up quality control and handover documentation.
- Feed into programme strategy, identify opportunities for integrated programming, local partnerships and adaptive management based on field evidence.
- Ensure protection, gender, safeguarding, AAP and conflict-sensitivity are mainstreamed throughout all activities.
Coordination and representation
- Ensure close coordination with Protection, CCCM and WASH teams to support integrated programming, safe referrals, site-level coordination and complementary services.
- In collaboration with the Economic Recovery Manager, represent DRC in coordination forums, local authority meetings and technical discussions, including FSAC/CVA coordination as required.
- Maintain strong working relationships with local authorities, partners, community committees, financial service providers and humanitarian actors to avoid duplication and maximize impact.
Logistics/Finance/MEAL
- Initiate and follow up procurement, distribution and service requests in coordination with Supply Chain, Finance and Safety, ensuring timely implementation.
- Ensure accurate data collection, documentation and archiving for all activities, and support MEAL with monitoring, beneficiary reconciliation, PDM and training assessments.
- Ensure compliance with DRC and donor financial, procurement and programmatic requirements, particularly for cash, grants, in-kind support and partner activities.
Experience and technical competencies:
- At least 3 years of professional experience in humanitarian assistance, including livelihoods, economic recovery, cash assistance, resilience, early recovery or integrated programming.
- Experience managing or supervising field teams, workplans and activity delivery in complex emergency or early recovery contexts.
- Experience in livelihoods, market-based programming, business/vocational skills, cash assistance, financial inclusion, agriculture, WASH/NRM or community-based programming.
- Experience in partner coordination, local authority engagement and community-based implementation is required.
- Previous experience in the West Coast/Al Khawkhah, Taiz or a similar field context is highly desirable.
- Experience implementing protection and gender mainstreaming and working with women and vulnerable groups in conservative contexts.
- Strong planning, coordination, communication, problem-solving and representation skills.
- Excellent knowledge of MS Office, particularly Excel, Word and PowerPoint.
- Good English and Arabic reporting/communication skills.
- Willingness and ability to work in challenging environments and travel extensively to remote field locations.
Education: (include certificates, licenses etc.)
- Bachelor's degree in Development Studies, Social Sciences, Business Administration, Agriculture, Engineering, Economics, Management or other relevant field.
- Relevant technical training/certification in livelihoods, CVA/MPCA, project management, MEAL, agriculture, WASH/NRM or partner management is an asset.Languages:
- Good English language (written and spoken)
- Fluency in Arabic language (written and spoken)

- Position Band: This position will be placed in the management (G) band. Reports to the Economic Recovery Manager.
