PRESENTATION OF THE ORGANIZATION

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. SI implements a zero-tolerance policy regarding acts of SEAH.

DESCRIPTION OF THE POSITION Goal/Purpose of the Position:

The Economic Resilience Advisor is responsible for ensuring the technical quality, harmonization, and strategic relevance of long-term Food Security and Livelihoods (FSL) and Natural Resources Management (NRM) interventions across bases.

The Economic Resilience Advisor provides high-level strategic, technical, and methodological leadership to strengthen sustainable and climate-resilient livelihood programming. The Advisor contributes to the development of Solidarités International’s sectoral strategy by designing and guiding an integrated livelihoods framework grounded in:

  • System thinking strengthening food systems, value chains

  • Climate and environmental risk analysis of livelihoods activities’

  • Support for Natural Resources Management (NRM) to ensure sustainable access to productive resources and services, including land, soil and water’

  • Climate-resilient agricultural approaches, including agroecology

  • Support to microbusinesses and access to employment

  • Market-based Approaches

The Advisor ensures coherence between livelihoods, environmental resilience, ecosystem-based adaptation, Natural Resource Management and other sector strategies, in line with Solidarités International’s global strategy and environmental commitments, focusing on strategic orientation, quality assurance, capacity strengthening, technical innovation, and cross-mission capitalization rather than direct project implementation. They contribute to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of FSL and NRM. The Advisor works in close collaboration with the program coordinator and the HQ technical unit.


List of main activities:

STRATEGIC TECHNICAL SUPPORT AND SECTOR ORIENTATION

  • Contributes to the development and regular update of a climate-resilient, environmentally sustainable livelihoods strategy aligned with SI global orientations.

  • Provides strategic guidance on integrating:

    • Sustainable Natural and Water Resources Management (soil, forests, rangelands, biodiversity, watershed management, water governance, water-use efficiency)

    • Market Systems Development (MSD), including value chain strengthening and private sector engagement

    • Agroecology approaches

    • Climate risk analysis and adaptation pathways

    • Green and circular economy approaches

    • Support to small enterprises and employment access

  • Identifies and disseminates key technical studies for program development (e.g., value chain and market analyses, agricultural water management, groundwater monitoring, environmental assessments).

  • Contributes actively to program strategy workshops.

TECHNICAL QUALITY ASSURANCE AND PROGRAMMATIC ADVISORY

  • Conducts or oversees diagnostics (livelihood systems, climate vulnerability, environmental degradation trends, market systems and assessments).

  • Contributes to proposals and concept notes, including:

    • Technical approach development and revision

    • Operational feasibility reviews

    • Budget development and cost-benefit/sustainability analysis

    • Development of log frames, indicators and monitoring frameworks for resilience and sustainability

  • Develops technical guidance/SOPs and trains field teams to translate concepts into scalable approaches, including:

    • Market-based systems and MSD approaches

    • Inclusive value chain strengthening and private sector engagement

    • Financial inclusion and circular economy integration

    • Agroecological practices

    • Water and Natural Resources Management (WRM/NRM) and ecosystem restoration

    • Improved monitoring, management and preservation of natural and water resources

    • Climate and environmental risk analysis and mitigation measures

  • Provides technical guidance on livelihood procurement processes and evaluation committees.

  • Assesses activity relevance and intervention effectiveness.

  • Advises field teams on environmental risks, climate projections and policy shifts, ensuring programming aligns with sustainability standards.

  • Identifies challenges early and facilitates practical solutions for effective program delivery.

  • Conducts field visits, recommends program adjustments when needed, and ensures achievement of FSL program results and indicators.

CAPITALIZATION, INNOVATION AND KNOWLEDGE MANAGEMENT

  • Contributes to improving SI methodologies on sustainable livelihoods and natural resource management.

  • Documents lessons learned and best practices in:

    • Agroecology transition pathways

    • Water resource and service management

    • Climate adaptation of livelihoods in fragile contexts

    • Sustainable market integration models

  • Supports development of toolkits, technical guidelines and position papers.

  • Fosters partnerships with research institutions, environmental networks and technical actors.

  • Contributes to national, regional and global technical forums.

  • In coordination with the Program Coordinator, organizes workshops and regular/ad hoc meetings.

EXTERNAL REPRESENTATION

  • Represents SI in meetings and forums related to program activities, including:

    • Anticipatory Action forums

    • Food Security and Agriculture forums (e.g., FSAC)

    • Climate change and resilience forums

    • Green economy and market systems exchanges

  • Leads or participates in TWGs on integrated NRM, WASH and FSL (e.g., Groundwater Monitoring, Desalination and other relevant working groups).

  • Supports donor engagement by ensuring proposals reflect innovative, climate-responsive approaches.

  • Engages with government institutions, UN agencies and partners on policy dialogue related to sustainable livelihoods, natural resource management and climate adaptation (e.g., Climate Change Unit, MoA, MoWE, FSAC).

MANAGEMENT Responsible for the proper implementation of HR policies and processes to ensure that the number of people and the sum of knowledge required for the activities for which they are responsible are available:

  • Analyses, quantifies and qualifies the human resource needs of their team.

  • Recruits and ensures the integration of the team for which they are responsible.

  • Evaluates the performance of their team members.

  • Trains and supports team members,

  • Leads and communicates with their team.

INTERNAL CONTROL

Is responsible for ensuring the compliance of the documents they produce

FILING AND ARCHIVING

Is responsible for filing and archiving the documents they produce in accordance with internal procedures

FIGHT AGAINST ABUSE

  • Creates and actively contributes to the establishment of a working environment that prevents any inappropriate behaviour.

  • Helps to raise awareness of SI’s ethical framework

  • At all times, respects the confidentiality of information exchanged in the context of a report and its handling.

  • Implements measures to mitigate the risks of misconduct

PARTNERSHIPS

  • May contribute, in line with their role and responsibilities, to the verification process for SI implementation partners

  • May contribute to the implementation of a support and capacity-building plan for SI partners

  • May participate in the monitoring of partners’ activities in line with their role and responsibilities

Profile required

  • University degree preferred graduate with bachelors in social sciences, business management, information technology or statistics science.

  • Strong analytical skills using Excel.

  • At least two years’ work experience in MEAL preferred.

  • Training and capacity building experience especially in accountability.

  • Fluency in written and oral Arabic, advanced proficiency in written and oral English

  • Strong reporting and communication skills.

  • Strong skills in organization and prioritization to manage important workload.

  • Good knowledge of Office software: Excel, Word, AI, Power Point, Outlook and familiarity with mobile devices

  • Willingness and flexibility to travel regularly to the field.
