About the project
 
War Child delivers education programming in Yemen to help children affected by conflict access safe, inclusive, and quality learning opportunities. Its education portfolio includes education in emergencies, teacher development, safe learning environments, inclusive education, school readiness, learning materials, and partner capacity strengthening.

As part of this portfolio, War Child is implementing an integrated education and school rehabilitation project in selected schools in Sana’a and Ibb. The project includes classroom rehabilitation and reconstruction, gender-sensitive WASH improvements, classroom furniture and learning materials, teacher training through Teaching in Crisis Context (TiCC), and school readiness support.

Working with the Ministry of Education, schools, communities, and partners, War Child aims to strengthen inclusive, protective, and conflict-sensitive education, with particular attention to girls, children with disabilities, and other vulnerable learners. The Education Specialist will support both this project and the wider development and quality of War Child’s education portfolio.

Your role

The Education Specialist will be based in Sana’a, with frequent travel to Education project locations, and will provide technical leadership and direct implementation support across War Child’s education, education system in Yemen, and school rehabilitation portfolio.

The post holder will lead and support inclusive, conflict-sensitive education activities, including teacher development, safe learning environments, school readiness, partner capacity building, proposal development, and programme quality assurance.
 
The role also carries engineering responsibility for school rehabilitation and WASH works, including technical assessments, BoQs, specifications, procurement inputs, contractor supervision, quality control, safety, accessibility, verification, and handover.
 
The post holder will report to the Programs Manager and work closely with PDQ Advisor and Global/ Cluster Education Technical Advisor. The post holder will also work closely with MEAL, procurement, finance, safeguarding, Ministry of Education focal points, school leadership, implementing partners, contractors, and communities in project areas.

Responsibilities

1.    Education technical leadership Lead and support planning, implementation, monitoring, and quality assurance of education activities across the project locations.

• Ensure activities are inclusive, conflict-sensitive, gender-responsive, child-safe, and accessible for children with disabilities.
• Support TiCC, teacher professional development, safe learning environments, school readiness, and education in emergencies activities.
• Conduct school monitoring visits and use findings to improve teaching practice, learning spaces, and implementation quality.
• Develop or adapt education tools, training materials, and guidance notes for use by project teams and partners.

2.    School rehabilitation and engineering: Conduct and review technical assessments for classrooms, WASH facilities, and other school infrastructure.

• Prepare and review designs, specifications, BoQs, cost estimates, scopes of work, and contractor work plans.
• Support technical procurement processes, including tender documents, technical evaluations, and contractor selection.
• Directly supervise rehabilitation, construction, WASH, and furnishing works; verify quantities, materials, quality, progress, safety, accessibility, and contractor performance.
• Identify technical risks, delays, safety concerns, and variations; recommend corrective actions and report issues promptly.
• Conduct inspections, prepare site reports, maintain technical documentation and photos, and support verification, completion certification, and handover.

3.    Portfolio, proposals, and partners: Provide technical education inputs to concept notes, proposals, logframes, budgets, work plans, needs assessments, donor reports, and presentations.

• Support the use of assessment, monitoring, and contextual evidence to improve programme design and implementation.
• Identify lessons learned and good practices from education and rehabilitation activities and contribute to portfolio learning and programme improvement.
• Assess partner capacity and provide practical training, coaching, technical accompaniment, and follow-up on education quality, safeguarding, documentation, and inclusive programming.
• Review partner work plans, reports, training packages, and monitoring records; provide timely technical feedback and support.

4.    Coordination: Coordinate with the Ministry of Education, clusters, district education offices, school leadership, partners, contractors, communities, and internal teams in the project locations.
Maintain complete technical and programme documentation, including assessments, BoQs, site reports, training records, partner follow-up, distributions, and meeting minutes.
Track progress against work plans and flag risks, delays, and deviations for management action.
Contribute timely inputs to project reports, MEAL processes, donor documentation, and audits.
Ensure compliance with safeguarding, safety, procurement, financial, and organisational policies.

• Ensure and lead necessary coordination with the relevant stakeholders. 
• Active representation in the national and the hub level Education Clusters and share the information to the relevant SMT members. 
• Attend external meetings with donors, regional and global education teams, as necessary. 
• Supporting liaison on facilitating sub-agreements on technical things. 

Safeguarding and safe programming

• Signs and adhere to the organisation’s code of conduct and child safeguarding and protection policies
• Ensures all parental consent documents and procedures are respected and up to date"
• Respects relevant codes of conducts and monitors that colleagues do the same

Role specifications        

• Bachelor’s degree in Civil Engineering; education, education in emergencies, or teacher-development experience is a strong advantage.
• At least 4 years of experience in school rehabilitation/construction, WASH, and/or education programming in humanitarian or development contexts.
• Demonstrated experience with technical assessments, BoQs, cost estimates, specifications, tender documentation, contractor supervision, and quality assurance.
• Experience in teacher training, education in emergencies, school-level programming, partner capacity strengthening, or inclusive education.
• Experience in contributing to education concept notes, proposals, budgets, donor reports, or programme design documents.
• Experience in representing the organization. 
• Knowledge of safeguarding, inclusive education, disability inclusion, gender-sensitive WASH, and relevant construction and school safety standards.
• Ability to travel frequently to Ibb and other field locations as required.
• Proficiency in Microsoft Word and Excel, and ability to maintain clear implementation records.
• Excellent written and oral communication skills in English and Arabic, including report development, writing, and editing.
• Strong organizational and time-management capabilities, with the ability to manage multiple tasks and meet deadlines.
• Demonstrated attention to detail and ability to follow procedures.
• Capacity to respond to feedback and adapt strategies to meet beneficiary needs.
• Flexibility to work independently and in a team setting. 

Reporting Structure

• Reports to: Programs Manager 
• Working closely with PDQ Advisor and Global/ Cluster Education Technical Advisor, MEAL team, Supply Chain, Finance, Safeguarding, Ministry of Education, school management, and contractors.
