Position: Project Assistant ( Engineer) – Livelihood
Locations:  Taiz – Alshmayteen District 
Technical Supervisor: Project Coordinator

JOB PURPOSE:

Islamic Relief Yemen (IRY) is implementing a project for strengthening the livelihood of vulnerable people for economic recovery in Taiz Governorate, Yemen. Therefore, IRY is seeking a project assistant (Engineer) to ensure the project is running smoothly on time, and within the allocated budget.
The project assistant (Engineer) will be responsible for identifying, designing, implementing, monitoring, and reporting on progress in assets community building/rehabilitation, Livelihoods activities, agriculture inputs as well as responsible for daily field management, supervision, and provision of technical support who is reported the project officer.

KEY ACCOUNTABILITIES

Project planning and implementation: 

  • Lead the identification of the communities on the basis of consultation with local authorities, FSAC and related stockholders.
  • Cross-checks technical designs and project documents prepared by consultants and suggests technical improvements.
  • Participate in the registration and verification of beneficiaries according to the selection criteria and prepare all finalized beneficiaries lists.
  • Prepare the technical studies for the selected assets and submit a detailed report of the required construction tools and materials, the engineering specifications, and BOQs, as well as the estimated cost, supported by the engineering pictures and drawings.
  • Plan project construction activities in coordination with the project coordinator and within the project timeline and available resources.
  • Lead role in designing/reviewing/developing construction-related documents (PRs, BOQs, tender documents, and monitoring forms).
  • Prepare the appropriate formats concerning construction and/or rehabilitation works such as Daily Attendance Sheet, GRNs, receipts minutes, Weekly/Monthly reports ...  etc.
  • Monitor technical site supervisors to ensure implementation of intended activities based on the specification mentioned in the technical studies and to make sure all required documents (attendance sheet, receiving tools, and materials) are prepared duly.
  • Supervise the progress of the project activities in the field in a daily basis (CFW, UCT, Agricultural inputs, SMEs) , ensuring conformity with the required specifications and recommendations. 
  • Ensure project’s beneficiaries and ongoing activities are adhering to all aspects of IRY standards including occupational safety standard.
  • Provide technical support and orientation for the community committees and beneficiaries.
  • Ensure the documentation of the project activities before/during/after the implementation, which facilitates the implementation process without any gaps or shortcomings in the specifications.    
  • Ensure protection issues are fully considered throughout the projects’ cycle with women, elderly, disabled, and most vulnerable being included in decision.
  • Represent IRY to local authorities, members of the humanitarian community, media, and in civil society forums so that its impartiality is not compromised.
  • Comply with all relevant IRY policies and procedures.
  • Write weekly, monthly progress reports, (narrative and data) in English adhering to the deadlines.
  • Any other relevant duties assigned by the line manager.

Training, Liaison, and Record Keeping: 

  • Participate and lead training material for community-based construction projects, monitoring, and maintenance.
  • Train beneficiaries on the FSL-related construction/upgrading (duties and rights) and maintenance of community assets.
  • Capture field lessons learned and shared them with relevant staff and departments to reinforce and improve FSL-related construction/upgrading activities.
  • Support the project officer/coordinator in communication with relevant stakeholders such as local authorities on the district level to facilitate the implementation of FSL-related construction/rehabilitation and upgrading activities including surveys and assessment.  

PERSON SPECIFICATION

A) EDUCATION/TRAINING 

Required:

  • University degree in civil engineering, architecture, structural engineering.

B) EXPERIENCE  

Required:

  • 2-3 years of experience in field-related activities, especially, in the field of CFW and agriculture activities in rural areas.
  • 2 years of experience in working with INGOs/NGOs.
  • Previous experience working in complex and volatile contexts and the ability to work under pressure.
  • Ability to plan and deliver results in the field.
  • Ability to communicate effectively with rulers communities and colleagues.
  • Trustworthy and able to manage resources effectively.
  • Sensitive to gender issues and Gender Equity and Diversity (GED) principles.
  • Excellent command (spoken and written) of English and Arabic.
  • Excellent in computer applications (MS Word, Excel, PowerPoint) as well as engineering programs (Auto CAD, Civil pro ... etc.)
  • Ready to comply with all relevant IRY policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.

This position is located in Taiz – Alshamayteen district - Yemen with regular daily basis of visits to the project sites in the targeted areas.
