Job Description

Position: Project Officer 
Locations:  Dhamar  
Technical Supervisor: Program Coordinator

Division PURPOSE:

The Programs Division closely works with the country program team in identifying, planning, implementing, monitoring, and evaluating development and emergency projects and programs in collaboration with local, national, and international partners. 
Currently, IRY program departments are FSL, WASH, Nutrition, and Health focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent microfinance system, food security, , Education, water sanitation, health, and nutrition-based on social cohesion and community participation to support communities affected by conflict, civil war, natural and man-made disasters.

JOB PURPOSE:

The Project Officer – Engineer - primary responsibility is to supervise the daily execution of the Education project in the field. This officer will implement all project activities, manage all operations, and assist in the project planning. The position requires close coordination and collaboration with local communities, teachers, partners, and children to ensure the effectiveness and efficiency of IRY work. The Education officer–engineer will dedicate most of their time to the field, ensuring the Project activities are implemented with quality. She/He will ensure that field-level quality concerns are consistently raised to the relevant line manager.    

Essential Duties and Responsibilities:

Program Support

  • Conduct educational activities as guided by the line manager.
  • Develop the construction BoQs, cost and engineering drawings as well as to implement the processes of construction/rehabilitation of school’s classes.
  • Plan, implement and monitor the education project activities.
  • Provide technical assistance to teachers and the community in enhancing the provision of educational services.
  • Make sure that all the activities planned for the project are executed on schedule, meet quality standards, and stay within the budget as per the monthly plan.
  • Establish and keep up-to-date efficient filing/archiving systems, both digital and physical.
  • Keep work plans updated and effective.
  • Participate in creating prompt and high-quality progress reports.
  • Examine plans and documentation for educational visits.

Monitoring & Coordination

  • Keep a positive working relationship with teachers, principals, and representatives from the Department of Education. 
  • Arrange and conduct regular meetings with stakeholders such as local authorities and organizations that serve children and the community.
  • Make certain that the execution of the project aligns with the needs of communities and children, adhering to the principles, values, strategic plan, policies and procedures of IRY.
  • Collaborate with the MEAL team to track the achievements of education activities, comparing them with the project’s plans, timelines, and pre-established goals and measures.

Staff supervision and mentorship

  • Oversee and guide the Education team to ensure they are equipped to meet their performance goals and project outcomes.
  • Provide assistance and instruction to the Education team, educators, and community participants to uphold the norms and enhance the effectiveness of project tasks. 

Other

  • Carry out any additional duties given by the relevant supervisor. 

PERSON SPECIFICATION

A) EDUCATION/TRAINING 

Required:

  • University degree in Civil Engineering or architecture.

B) EXPERIENCE  

Required:

  • At least three years of relevant professional experience with INGOs/NGOs, including direct implementation of rehabilitation programming for two years.
  • Minimum three years experience in construction. 
  • Has experience in livelihood interventions. 

Desired:

  • Familiarity with programming in emergency situations.
  • Proven track record of working with children and educational professionals; having experience at the Department of Education level is an advantage.
