Organizational Context
The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen.

Role Summary
The Field Engineer is responsible for supporting the technical shelter team in the implementation of shelter and rehabilitation projects in line with the project proposal. This includes providing technical training for beneficiaries, supporting the identification, design, implementation, monitoring, and overall planning of ongoing and future projects. S/he will manage day to day field operations, supervise construction and rehabilitation works, and provide regular technical backstopping. The Field Engineer ensures that all technical inputs meet national and international standards, promotes safety and protection principles, and provides technical support to workers and beneficiaries to guarantee high quality, inclusive, and sustainable shelter solutions.

Duties and Responsibilities:

Technical Design and Documentation

  • Prepare detailed technical designs, bills of quantities (BOQs), cost estimates, structural calculations, and drawings for shelter and rehabilitation works.
  • Define engineering scope of work with clear timelines and milestones for implementation.
  • Ensure project activities are documented with engineering drawings, photos, and reports before, during, and after implementation to avoid gaps or shortcomings.
  • Ensure all technical documents adhere to national building codes, international standards (Sphere, Cluster), and mandatory safety and health requirements.

Supervision and Quality Assurance

  • Conduct regular site visits to monitor rehabilitation and repair works; supervise contractors and daily workers to ensure conformity with specifications.
  • Submit weekly activity and field visit reports documenting achievements, challenges, and critical points in the construction process.
  • Verify that all designed materials for shelter kits and transitional shelters meet quality standards; inspect incoming materials for compliance with safety and security requirements.
  • Submit final reports upon completion of works, including before/after photos and documentation of success stories.

Procurement and Tendering Support

  • Contribute to procurement of shelter materials by preparing specifications, BOQs, and technical guidelines in coordination with logistics.
  • Participate in procurement/tendering of construction works and materials, from tender preparation to evaluation of offers; ensure technical considerations are integrated before awarding contracts.
  • Confirm that procured materials meet required quality standards and are suitable for intended use.

Beneficiary Engagement and Training

  • Provide orientation and technical training for beneficiaries and daily workers on safe construction practices, maintenance, and use of shelter materials.
  • Participate in the development and verification of finalized beneficiary lists, ensuring inclusion of vulnerable groups.
  • Ensure women, elderly, disabled, and other vulnerable groups are included in decision making for shelter issues and that protection concerns are addressed throughout the project cycle.

Coordination and Representation

  • Represent YRCS at field level with local authorities, NGOs, humanitarian actors, and community leaders to maintain impartiality and strengthen collaboration.
  • Attend meetings with community leaders and stakeholders; facilitate awareness campaigns and information dissemination to IDPs, returnees, and host communities.
  • Work closely with Project Officer, Shelter Assistant, MEAL staff, and protection teams to ensure integrated programming and adaptive management.

Compliance and Learning

  • Comply with all relevant YRCS policies, tools, handbooks, and guidelines.
  • Document best practices and lessons learned during implementation to inform future projects.
  • Ensure proper filing of technical documents, designs, reports, and photos for audit and knowledge management purposes.

Qualifications and Experience:

  • Bachelor’s degree in Civil Engineering, Structural Engineering, Architecture, or related technical field.; 
  • Minimum 3 years of experience in construction, engineering, or shelter/rehabilitation projects; humanitarian field experience preferred.
  • Strong knowledge of construction standards, BOQ preparation, structural calculations, and technical drawing.
  • Experience in procurement processes, tender preparation, and evaluation of construction bids.
  • Proven ability to inspect and verify construction materials and workmanship against specifications.
  • Experience preparing technical reports, site visit documentation, and final project reports.
  • Proficiency in AutoCAD, MS Office, and mobile data collection tools; familiarity with GIS or project management software is an advantage.
  • Willingness to travel frequently to project sites, including remote areas; ability to work flexible hours.
  • Fluency in Arabic and good command of English.
  • Training in occupational safety, construction safety, PSEA, and safeguarding is desirable.
  • Experience in community engagement, technical training for beneficiaries, and knowledge of HLP issues.
