Organizational Context
The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen.

Role Summary
Protection Monitor conducts daily field monitoring and protection assessments across villages, urban areas, and informal settlements; collects, verifies, and analyzes protection data — including vulnerability assessments, cash eligibility screenings, post distribution monitoring (PDM), and community feedback mechanism (CFM) inputs — to guide adaptive program management and ensure high data quality. The role undertakes field protection assessments for vulnerable children and HLP (housing, land, and property) cases, facilitates referrals and legal aid linkages, supports emergency rapid assessments, and strengthens relationships with YRCS, IDP and host community leaders to maintain safe access to populations of concern.

Duties and Responsibilities:

Field Monitoring and Community Engagement

  • Conduct daily visits to villages, urban neighbourhoods, and informal settlements to observe protection conditions, meet key informants, and interview persons of concern.
  • Accompany mobile teams to remote sites, facilitate introductions with community leaders and service providers, and ensure safe access for project staff.
  • Maintain and strengthen YRCS relationships with IDP groups, host community leaders, and local stakeholders to support acceptance and access.
  • During visits, explain reporting channels, encourage use of the CFM, and collect spontaneous community feedback and concerns.

Vulnerability Assessments and Cash Eligibility Screening

  • Implement standardized household assessments to identify people with special needs, children at risk, and other vulnerable households that meet Cash for Protection or legal aid acceptance criteria.
  • Screen households for cash assistance eligibility using agreed criteria; document supporting evidence and rationale for selection or exclusion.
  • Carry out targeted assessments for vulnerable children, documenting protection risks, family composition, and immediate safeguarding needs.
  • Identify and document HLP issues (disputes, loss of documentation, eviction risks), collect evidence, and flag cases for legal counselling or advocacy.

Data Verification and Quality Assurance

  • Follow up and verify information provided by local authorities, community focal points, and partner lists; match records with reality on the ground through spot checks and home visits.
  • Work with MEAL staff to plan and execute data quality audits and spot checks to reduce entry errors and improve dataset reliability.
  • Ensure all collected data include required metadata (date, location, enumerator, photo where appropriate) and that sensitive data are stored securely.

Post Distribution Monitoring and Delivery Quality Assessment

  • In coordination with Protection Assistant and MEAL staff, plan and conduct PDM activities after each cash distribution, including household interviews, focus group discussions, and distribution observations.
  • Evaluate waiting times, queue management, beneficiary verification processes, cash utilization patterns, market impacts, and gender dynamics during and after distributions.
  • Produce PDM summaries with actionable recommendations to improve future distributions and mitigate protection risks.

Case Management, Referrals and Complaints Handling

  • Open and maintain confidential case records for protection, GBV, child protection, HLP, and legal aid cases; categorize and track case progress through the case management system.
  • Register, categorize, and follow up on complaints and feedback received through the CFM; ensure timely acknowledgement and resolution according to SOPs.
  • Complete referral documentation, obtain informed consent, contact service providers, and follow up to confirm service uptake and outcomes.

Analysis, Reporting and Adaptive Management

  • Provide daily counts of assessments and cases processed and submit weekly summaries of monitoring activities, trends, and outstanding needs.
  • Consolidate monitoring data into monthly trend analyses, incident maps, and hotspot lists to inform targeting, risk mitigation, and program adjustments.
  • Support rapid protection needs assessments during emergencies or floods and draft concise flash reports.
  • Translate monitoring findings into practical recommendations for program design, protection mainstreaming, and operational changes.

Coordination, Capacity Building and Emergency Preparedness

  • Liaise with protection actors, legal aid providers, health and psychosocial services, and local authorities to harmonize referrals and responses.
  • Mentor and coach community focal points, volunteers, and junior staff on monitoring tools, ethical interviewing, and confidentiality.
  • Support contingency planning, participate in rapid assessments, and adapt monitoring tools and reporting lines during crises.

Qualifications and Experience:

  • Diploma or degree in Social Work, Psychology, Human Rights, Social Sciences, or a related field.
  • Minimum 2 years of experience in protection monitoring, case management, community based protection, GBV, child protection, or related humanitarian roles.
  • Demonstrated experience conducting vulnerability assessments, cash eligibility screenings, PDMs, and CFM management.
  • Practical experience identifying and documenting HLP issues and conducting child protection assessments is highly desirable.
  • Proficiency with mobile data collection platforms such as (Kobo, Google/MS Forms, ….), basic Excel skills, and experience supporting data quality audits.
  • Proven ability to work in remote or resource constrained field environments and willingness to travel frequently.
  • Completion of trainings in case management, psychological first aid, GBV basics, child protection, data protection, and PSEA is preferred.
  • Arabic fluency; English proficiency is an asset.
