About our Country Program/ Regional Programs

RI in the Middle East has programs in seven countries - Iraq, Jordan, Lebanon, Syria, Türkiye, Yemen, and now OPT with a focus on the 4 main RI sectors: WASH, Health and Nutrition, Education and Livelihoods. Relief International has been providing humanitarian aid in Yemen since 2010, offering various services like health, nutrition, water, sanitation, livelihoods, and protection across the country. They focus on helping vulnerable people, including internally displaced persons, returnees, and host communities. RI also provides reproductive health, protection, and gender-based violence responses in specific areas. 
 
Job Profile
 
[ABOUT THE ROLE] 

Under the supervision of the Finance Coordinator South, the finance officer will dedicate 100% of his/her time to keep accurate financial records. The finance officer will be responsible for accurate booking all the Area office and shared financial transactions in the accounting system and to ensure any required adjustments to be made on timely basis. The finance officer also will assist the FC on ensuring all the monthly financial reports/schedules are prepared. Ensuring bank reconciliations are done and reconciled, Accounts receivable are cleared and confirmed, Accounts payable are complete and accurate.

His/Her role as described involves a degree of both autonomy and complexity. He/She will act as a focal point for South area financial functions, which requires significant independence in decision-making and control over how tasks are performed. This autonomy allows him to solve routine financial problems, applying established procedures and guidelines. The complexity of his tasks is also high, as they involve analyzing straightforward financial issues, leveraging professional experience and established precedents to identify appropriate solutions. prepare inter-company transactions and review complicated international pharmaceutical and medical equipment/supplies procurements all of which require to applies problem-solving skills to address routine financial challenges within the framework of established policies and procedures.
 
2.    Key responsibilities 
 
Context background 

In his/her role will operate within a complex and dynamic financial environment, acting as a central point for financial functions across multiple fields offices. This requires strict adherence to security guidelines to ensure the integrity and confidentiality of financial data. He/She must meticulously follow RI’s financial policies and procedures, ensuring all transactions are accurately recorded and compliant with relevant standards. Regularly updating and reconciling financial statements, managing inter-company transactions, and preparing for audits are critical tasks that demand vigilance and precision. Effective communication and coordination with field offices are essential to maintain smooth operations and timely financial reporting. Additionally, safeguarding financial documents through proper filing and secure storage is crucial to prevent unauthorized access and ensure data security. By adhering to these guidelines, He/She will help maintain the financial health and accountability of the organization. 
 
Relationships Management 

The finance officer plays a crucial role in managing relationships with various RI departments and external entities like banks. 
HR Department: The finance officer collaborates with HR to ensure accurate and timely processing of payroll, benefits, and other employee-related financial transactions. This involves regular communication to address any discrepancies and ensure compliance with financial policies. 
Operation Department: Officer with the operations team is essential for budgeting, procurement, and expense tracking. The field finance officer ensures that all operational expenses are properly documented and aligned with financial policies. 
Program Department: The finance officer works closely with Program/Project Coordinators, and officers to ensure project activities expenses are booked on timely manner and orient program/project staff on the proper documentation of all kinds of project activities. Provide adhoc financial reports that support program activities. This relationship is vital for maintaining financial transparency and accountability in program implementation. 
Field Offices: Effective communication with field offices is necessary to oversee financial activities, provide guidance on financial procedures, and ensure timely submission of financial reports. The finance coordinator conducts field visits to support and verify financial operations. 
Banks: Managing relationships with banks involves ensuring smooth banking operations, including handling transactions, managing exchange rates, and resolving any banking issues. 
Overall, the finance officer ensures seamless financial operations through effective communication, collaboration, and relationship management with all relevant stakeholders.

Key deliverables (main duties, with subtasks)  

  • Support the day-to-day operations covering financial accounting services, which include accounts payable, reconciliation of inputs and verifying accuracy of all transactions entered in the accounting system (NetSuite), processing payments of vendor invoices, advances, travel claims, preparation of journal, and month-end accounts closing update as per RI procedures.  
  • Accurately enter financial transactions into the accounting system (NetSuite) accurately and on a timely basis. 
  • Ensure all transactions are supported by complete and valid documentation before posting in accordance with RI’s applicable accounting policies, procedures and standards.
  • Process payment requests, supplier invoices, staff claims, and petty cash transactions in accordance with organizational procedures. 
  • Verify the accuracy of transaction details, account codes, projects, donors, and cost centers before data entry. 
  • Prepare payment vouchers and supporting documentation for review and approval. 
  • Record receipts, deposits, and cash transactions accurately. 
  • Maintain organized and complete electronic and physical filing of financial documents. 
  • Assist in preparing monthly bank reconciliations by compiling supporting information. 
  • Update supplier, vendor, and staff records in the accounting system when required. 
  • Assist in maintaining the fixed asset register and recording asset additions, disposals, and transfers. 
  • Assist with month-end and year-end closing activities, including posting assigned journal entries, preparing schedules, reconciling accounts, and ensuring all transactions are recorded accurately and within the reporting deadlines. 
  • Support internal and external audits by preparing requested financial documents, schedules, and supporting records, and ensuring audit files are complete and readily accessible. 
  • Respond promptly to requests for financial documents and information from management, auditors, and project teams. 
  • Ensure all financial records are complete, accurate, and audit-ready at all times. 
  • Maintain effective communication with team within the finance department in all RI offices. 
  • Perform other duties as needed.

3.    Person Specification
 
Skills, knowledge and expertise required for the role. 

Essential criteria (education degree, years of experience)

  • Bachelor Degree in Finance, Accounting. 
  • Experience in accounting/finance not less than 2 years 
  • INGO/NGO/Audit previous experience  
  • Ability to administer budgets, manage finance function. 
  • Analytical/Communication/inter-personal skills  
  • Ability to work under highly stressful conditions  
  • Writing/drafting skills  
  • Advanced Excel skills 
  • Ability to train and educate other people  
  • Familiarity with business principles and practices
