I. Background
The Humanitarian Development Program (HDP) is a nonprofit and independent NGO in Yemen. It focuses on improving the quality of Yemeni people’s life through well-planned and comprehensive projects in WASH, Education, Food security & livelihood Shelter, CCCM, Protection, Health and related activities that strengthen underserved communities in all parts of Yemen with the flexibility to respond rapidly to emergencies.

HDP defines the program’s commitment to the protection from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP Employees and Related Personnel. In recognition of the special vulnerability of children, also HDP affirms commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving HDP employees and related personnel.
The Food Safety and Quality Officer is responsible for ensuring that all food prepared and distributed under the Healthy Kitchen Project meets local and international food safety and quality standards. These responsibilities include monitoring adherence to hygiene practices, conducting periodic inspections, and training staff to maintain high food safety standards. The Officer also works to enhance food quality and meal safety while ensuring that they are in line with WFP guidelines and the Human Development Program's regulations.
I. Project Summary :
The School Kitchen Project aims to provide healthy and proper daily school nutrition for male and female students. The project targets 30,000 students across 55 targeted schools in Taiz Governorate (Al-Mudhaffar, Al-Qahirah, and Salah Districts), funded by the World Food Programme (WFP) and implemented in partnership with Hayel Saeed Anam Group (HSA).
II. Duties and Responsibilities:
Under the direct supervision of Projects Manager, the Food Safety and Quality Officer, will undertake the following tasks:
- Develop, update, and enforce Food Safety Protocols, Hygiene Standard Operating Procedures (SOPs), and Quality Assurance Systems in alignment with WFP guidelines and national public health standards.
- Conduct continuous daily and periodic sanitary inspections of central kitchen facilities, cooking equipment, water sources, and utensils to ensure optimal hygienic conditions.
- Inspect incoming raw food ingredients upon receipt from suppliers, verifying freshness, expiration dates, packaging integrity, and adherence to technical purchase specifications before storage and submitting supporting reports on a daily basis.
- Monitor thermal cooking processes, cold storage temperatures, food handling, and hygiene practices of kitchen personnel to prevent cross-contamination and hazards (HACCP Critical Control Points).
- Supervising meal production and packaging operations, filling food containers, and ensuring the thermal preservation and quality of meals until they reach students.
- Design and deliver specialized training programs for kitchen staff and food handlers on personal hygiene, sanitation, cross-contamination prevention, and safety protocols.
- Creation and supervision of regular sampling of ready-to-eat meals, as well as water and surface quality testing, in coordination with the relevant authorities and submitting supporting reports on a daily basis.
- Manage beneficiary and stakeholder feedback mechanisms regarding meal quality, analyzing feedback to implement immediate non-conformity corrective actions.
- Maintain comprehensive and updated quality logs, inspection checklists, temperature tracking sheets, and corrective action records for audit readiness.
- Preparing periodic plans and reports (daily, weekly, and monthly) regarding food quality and safety performance, and submitting them to the Project Manager and organizational leadership.
- Perform any other quality assurance, technical inspection, or managerial support tasks assigned by the direct Project Manager.

- مراقبة درجات حرارة الطهي والتبريد والتخزين والتداول السليم، وتطبيق نقاط التحكم الحرجة (HACCP) لمنع التلوث الخلطي والمخاطر البيولوجية أو الكيميائية.
- الإشراف على عمليات انتاج وتغليف الوجبات وتعبئة حوافظ الطعام وضمان الحفاظ على سلامة الوجبات وجودتها حرارياً حتى وصولها للطلاب.
- تطوير وتنفيذ برامج تدريبية متخصصة لموظفي المطبخ ومناولي الأغذية حول النظافة الشخصية، التعقيم، طرق منع التلوث، وإجراءات السلامة.
- إنشاء والإشراف على أخذ عينات دورية من الوجبات الجاهزة واختبارات فحص جودة المياه والأسطح بالتنسيق مع جهات الاختصاص ورفع التقارير المؤيدة لذلك بشكل يومي.
- إدارة وتحليل ملاحظات المستفيدين وأصحاب المصلحة فيما يتعلق بجودة وطعم الوجبات، وتنفيذ الإجراءات التصحيحية الفورية لمعالجة أي حالات عدم مطابقة.
- الاحتفاظ بسجلات شاملة ومحدثة لعمليات التفتيش، قوائم التدقيق، تتبع درجات الحرارة، والإجراءات التصحيحية المتخذة لضمان الجاهزية للتدقيق.
- إعداد خطط و تقارير دورية (يومية، أسبوعية، وشهرية) عن أداء جودة وسلامة الأغذية ورفعها لمدير المشروع، قيادة المنظمة.
- أداء أي مهام أخرى ذات صلة بضمان الجودة والتفتيش الفني يتم التكليف بها من قبل مدير المشروع المباشر.

IV. Functional Competencies:
- HACCP & Quality Systems Expertise: Deep understanding and implementation capacity of HACCP systems, ISO 22000, and WFP food safety protocols.
- Inspection & Auditing Skills: High proficiency in conducting physical inspections, sanitary audits, and verification of food parameters.
- Training & Facilitation: Strong ability to train, mentor, and build capacity of kitchen staff on hygiene and sanitation practices.
- Reporting & Coordination: Excellent reporting skills in Arabic and English with high coordination capacity across stakeholders.
V. Education and Experience
- Bachelor’s degree in Food Science & Technology, Food Safety, Nutrition, Public Health, Environmental Health, or a related discipline.
- Minimum of 2 to 4 years of professional experience in food safety management, quality assurance, or hygiene supervision in food production or school feeding projects.
- Certified training or certification in HACCP, ISO 22000, or Food Safety Management Systems is highly preferred.
- Strong knowledge of World Food Programme (WFP) food quality standards, safety guidelines, and school meal operational protocols.
- Fluency in spoken and written Arabic and English for technical auditing, training, and report drafting.
