Terms of Reference (TOR) – Food Security and Livelihoods (FSL) Consultant

Position Title: Food Security and Livelihoods (FSL) Consultant
Organization: Yanabia Al-Khair Foundation (YKF)
Location: Lahj Governorate (Al-Qabbayta and Al-Maqatirah Districts)
Reporting to: Senior Project Officer
Contract Duration: November 2025 – March 2026 (based on available budget)
Deadline:28-10-2025
Type: Full-time

Purpose of the Role: The FSL Consultant will provide technical and advisory support to the BRIGHTLY project, implemented in partnership between Yanabia Al-Khair Foundation and Save the Children. The consultant will lead the design, implementation, and evaluation of food security and livelihoods interventions, particularly in sheep farming and beekeeping, to improve the economic resilience and well-being of targeted communities in Al-Qabbayta and Al-Maqatirah districts.
Background: Yanabia Al-Khair ( YKF) in partnership with Save the Children (SCI), is implementing the BRIGHTLY project: “Building Resilience through Integrated Leadership and Community Transformation Systems in Yemen.” The project focuses on improving livelihoods through the distribution of sheep and beehives, and providing technical and training support to vulnerable communities in Lahj Governorate.

Key Responsibilities:

Community Mobilization

  • Conduct awareness sessions and mobilize communities around livelihood activities.
  • Engage with community committees and stakeholders to ensure inclusive participation.
  • Ensure the inclusion of marginalized groups and gender-sensitive approaches in all interventions.

Livelihoods Implementation

  • Design and implement technical interventions in sheep farming and beekeeping.
  • Provide technical support in selecting and distributing inputs (sheep, beehives, feed, tools).
  • Train beneficiaries on basic veterinary care and small business management.
  • Develop and deliver training programs for animal health workers in sheep and beekeeping.
  • Promote sustainability and long-term impact of livelihood interventions.

Coordination

  • Coordinate regularly with project officers, technical teams, and community structures to ensure effective implementation.
  • Coordinate with the Ministry of Agriculture and Irrigation, and the Agriculture Office in Lahj Governorate, to ensure that project activities align with national technical standards and enhance institutional collaboration.
  • Support procurement processes, including preparing and reviewing Bills of Quantities (BoQs) and technical specifications.
  • Evaluate technical proposals from service providers and suppliers.
  • Supervise suppliers and ensure compliance with technical standards during implementation.
  • Provide guidance to communities on the modality of interventions.

Monitoring and Evaluation

  • Conduct comprehensive needs assessments and contextual analysis.
  • Monitor the quality and effectiveness of activities.
  • Assess input quality and ensure proper utilization.
  • Study the local market to ensure compatibility of inputs with current prices and technologies.
  • Document challenges and propose corrective actions.
  • Capture visual documentation (photos/videos) before, during, and after implementation.

Reporting and Success Stories

  • Prepare weekly, monthly, and quarterly progress reports.
  • Document technical achievements, challenges, and lessons learned.
  • Develop success stories that reflect the impact of interventions on beneficiaries.
  • Submit reports timely to the Senior Project Officer.

Qualifications and Experience:

  • University degree in Agriculture, Veterinary Science, Development Studies, Engineering, or a related field.
  • 3–5 years of experience in food security and livelihoods projects with INGOs/NGOs.
  • Strong knowledge of beekeeping, livestock management, and small/medium enterprises.
  • Experience in developing and delivering training curricula related to business skills, beekeeping, and livestock.
  • Experience in training beneficiaries and animal health workers on veterinary and business management skills.
  • Ability to assess the quality of inputs and ensure compliance with technical specifications.
  • Excellent reporting and storytelling skills in English.
  • Proficiency in MS Office applications (Word, Excel, etc.).
  • Ability to work in challenging field environments and under pressure.
