Position: Gender Equality and Disability Inclusion Specialist

Location: South – Aden Office 

Contract Length: Fixed Term

The Opportunity:

ROLE PURPOSE: 

The Gender Equality and Disability Inclusion (GEDI) Advisor will provide both technical support and strategic leadership to ensure the humanitarian response identifies and addresses gender inequality and all its manifestations (including GBV). They will lead on the systematic integration of gender equality into strategic, technical and operational processes to meet Save the Children’s quality standard for our humanitarian programming to be gender-sensitive at a minimum. The post holder will work with all sectors and parts of the organisation to mainstream GEDI across the programme cycle. In addition, they will regularly consult women, girls, men and boys to identify targeted gender equality and Disability Inclusion interventions and support existing sectors to protect and empower girls, women.

 

KEY AREAS OF ACCOUNTABILITY:

Lead on systematic integration of gender equality into strategic, technical and operational processes 

  • Input into and review all internal humanitarian response strategies, sectoral plans, emergency preparedness and contingency plans ensuring integration of GEDI (inc. PSEA) considerations;
  • Represent the response in organisation-wide gender equality processes and platforms to share learning with others

Provide technical advice to existing sectors to mainstream GEDI

  • Train and mentor Save the Children staff and partners broadly on GEDI for non-specialists and specifically on the SCI Humanitarian Gender Equality Marker, the IASC GBV Guidelines and IASC Gender Handbook;
  • Advocate for consistent use of SC’s Gender Equality Marker;
  • Develop a response-wide Gender Action Plan (with accompanying accountability mechanisms);
  • Support COs with disclosure management and safe referrals; 
  • Lead on conducting gender analysis and integrate findings into programme design and Monitoring, Evaluation, Accountability and Learning (MEAL) framework and tools. Where possible, engage in inter-agency gender analysis to avoid duplication; 
  • Provide technical support to design and implement gender-sensitive programmes;
  • Research and remain aware of updated knowledge on gender considerations and risk mitigation for humanitarian interventions (e.g. Cash interventions, MHPSS interventions);
  • Work with MEAL colleagues to integrate gender equality and GEDI considerations into MEAL processes including gender equality specific indicators, quality benchmarks and Real Time Reviews;
  • Ensure all proposals and concept notes use the Humanitarian Gender Equality Marker and are scored accordingly;
  • Provide technical review of multi-sectoral assessment tools and processes to ensure they adequately integrate gender, GEDI and PSEA considerations;
  • Review/develop PSEA processes and ensure they are appropriate, well-resourced and understood by all staff;
  • Support the systematic integration of gender equality considerations in all recruitments;
  • Work with MEAL and sector Technical Advisors to design and rigorously document learning. Ensure learning is disseminated widely internally and externally.

Design GEDI targeted interventions 

  • Support the design of stand-alone targeted gender equality interventions with a specific emphasis on girls’ protection and empowerment;
  • Support the identification and development of strategic partnerships with women’s rights, girls’ rights, gender equality and disability inclusion organisations;
  • Support integration of GBV response within Child Protection and Health sectors: including providing oversight and quality control for relevant training to be cascaded by deployable staff to Child Protection (on CCS) and Health (on CMR), and advocating for necessary resources (including a technical advisor with GBV response skills) to ensure quality control for survivor-centred approaches and practices for the implementation of CMR and Case Management 

Engage in advocacy to address GEDI

  • Advocate for gender-sensitive and transformative humanitarian response design and implementation;
  • Represent Save the Children in relevant humanitarian coordination platforms, including within the cluster system;
  • Coordinate with peer organisations and women’s rights organisations to identify gaps and develop advocacy messages to influence the response;
  • Design and support initiatives which will drive accountability for the use of global GEDI, including consistent use of the IASC GBV Guidelines and IASC Gender Handbook;
  • Support sector-specific colleagues to identify and advocate in clusters and other forums to address gaps related to GEDI
  • Support communications and advocacy teams to promote relevant advocacy messages on GEDI and ensure SCI communications are gender-sensitive and promote gender equality.

QUALIFICATIONS AND EXPERIENCE:

Essential:

Bachelor’s degree in behavioural or social sciences or relevant field experience

Desirable:

Master’s degree in behavioural or social sciences or relevant field experience

EXPERIENCE

Essential

  • Experience of addressing gender inequality including through women’s and girls’ empowerment;
  • Experience of working in humanitarian settings;
  • Demonstrates knowledge of multi-sectorial response to GEDI;
  • Demonstrates knowledge of current GEDI prevention theory and identifies and applies appropriate GBV prevention and behaviour change strategies at different stages of the humanitarian response;
  • Proven record of enabling/facilitating change through influencing, inspiring and mobilising others;
  • Experience conducting assessments - including gender analysis;
  • Effective communication skills, written and verbal, and the ability to present arguments clearly and effectively to a wide range of internal and external audiences;
  • Creative, strategic and analytical thinker;
  • Fluent written and spoken English
  • Commitment to comply with Save the Children policies and practice with respect to child safeguarding, PSEA, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Desirable:

  • Creative, strategic and analytical thinker and experience providing strategic advice and direction in humanitarian contexts;
  • Commitment to and understanding of gender equality, child rights, GBV Guiding Principles, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the IASC Guidelines

Working Conditions

The context in Yemen is quite unstable and unpredictable and threat level is considered high.  However, SCI has access to all its field sites and it has strong and close relations with communities where it works. SCI complies strict safety and security protocols, guidelines and procedures.
