Grants Management Specialist – Consortium   (Yemen – Sana’a)

About the role

Overall purpose of the role: 

Coordinate grant management and partnership activities for all agencies under the Cash Consortium of Yemen (CCY) and the Yemen Displacement Response (YDR) Consortium, hereafter referred to as Consortia, ensuring they are compliant with relevant donor guidelines, as well as DRC’s operational requirements.

Geographic scope: Country (Yemen)

This role has a country focus and ensures compliance with donor and DRC’s procedures and guidelines within the country. The role involves contributing to the development and implementation of Consortia objectives and strategies, which are then translated into action plans and daily tasks. The role provides support and/or technical guidance for all grant and partnership activities of the CCY and YDR Consortia.

Main responsibilities:

  • Strengthen the Consortia’s capacities to comply with relevant donor and DRC's grant management guidelines.
  • Ensure Consortia compliance with the DRC Dynamics grants management system (GMS).
  • Assist Consortia in preparing, facilitating, and following up on grant meetings as well as in drafting, finalising, and sharing a minimum set of documents required for grant meetings.
  • Provide support on the grants management of all Consortia grants.
  • Liaise with finance colleagues on budget follow-up and expenditure levels of running grants
  • Coordinate reporting workflows among Consortia partners, developing and preparing high-quality donor reports on program progress.
  • Support Consortia to ensure operational compliance of grants with guidelines and donor regulations in finance, logistics, procurement, and human resources.
  • Prepare and present on donor rules and regulations during grant meetings.
  • Support in overseeing effective, efficient and timely implementation of all projects according to agreed contracts, budgets, policies, legal frameworks and specific donor requirements/

Programme development

  • Conduct or facilitate donor mapping at the Consortia level. Support the Consortia in targeted research to identify, evaluate, and prioritize potential funding opportunities from institutional, foundational, and private sector donors.
  • Assist in creating and maintaining a fundraising pipeline for the current and upcoming year, which includes opportunities from governments (bilateral and multilateral donors), foundations, and the private sector.
  • Lead or assist in the development and review of concept notes, proposals, and award modification requests for all Consortia awards.

Partnerships management

  • Coordinate partner sub-grant agreement processes between DRC Yemen and Consortia partners. 
  • Support or facilitate formal partnership engagements, including memoranda of understanding, data-sharing agreements, vetting and organisational assessments.
  • Provide temporary support or gap-filling to the coordination mechanisms of the Consortia. This includes, but is not limited to, facilitating partners' meetings, taking notes during these meetings, and following up on the implementation of action points.

Communication and Visibility 

  • Increase visibility and ensure leadership positioning of the Consortia through developing strategic communication materials, such as Consortia factsheet or capacity statement, human interest stories, impact reports, program briefings, and other relevant communication pieces.
  • Serve as a focal point for Consortia communication plan, ensuring high-quality deliverables, drafting original content and providing guidance and support to Consortia partners, including advice on donor communication guidelines and requirements.
  • Identify, research, and write case studies for internal and external audiences throughout the grant cycle. Develop communication outputs that focus on evidence to clearly demonstrate the impact of programming and highlight the importance of funding.
  • Working closely with the Consortia CMU teams, support the review of Consortia programmatic products to prepare them for publication and dissemination.

Other

  • Support the Consortia in providing timely, thorough responses to information requests from internal and external stakeholders.
  • Work closely with program IM/MEAL staff/teams to ensure credible, best-practice monitoring and reporting of program activities.

As Specialist the post-holder is responsible for the following:

  • Responsible for providing specialized knowledge and operational know-how within a specific discipline.
  • May also have technical line responsibilities, but generally on technical or operational matters.

Experience and technical competencies:

  • At least 3 years of grants management experience with an international NGO.
  • Knowledge of donor rules, regulations, and procedures of donors including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
  • Proven experience in successfully applying for institutional donor funding.
  • Proven experience in capacity building and training of national staff and partners.
  • Full professional proficiency in English

Education: 

  • University degree in international relations, project management, business administration, or similar studies relevant to the post

Languages:

  • Fluent in both Arabic and English (Fluent)

Position Band:  This position will be placed in the non-Management (G2) band. Reports to the Consortia Manager.
Start date: ASAP
Duty station: Sana’a, Yemen 
Salary and conditions will be in accordance with Danish Refugee Council’s National Terms of Employment.
