Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). Job Purpose
The HR Officer supports the coordination and implementation of human resources functions related to the integrated staff of Participating National Societies (PNSs) operating within the Yemen Country Delegation. The role oversees key HR processes including recruitment, payroll and benefits coordination, HR administration (including social security-related documents), employee lifecycle management, and employee relations, ensuring alignment with IFRC policies, procedures, and applicable local legislation in coordination with Regional HR unit in MENA
Job Duties and Responsibilities
HR and Administrative Management
- Provide overall HR and administrative support to the Participating National Societies (PNSs) in coordination with the Regional HR Unit, ensuring compliance with IFRC policies and local labour legislation.
- Maintain accurate and confidential personnel records and ensure proper documentation and personnel files, including performance appraisals of national staff received from PNSs.
- Contribute to effective HR processes and support line managers and PNS Country Managers with HR guidance when required.
- Manage end-to-end recruitment processes for all national PNS integrated staff within the Yemen Country Delegation by providing support in posting jobs on IFRC career page and relevant job boards, maintaining recruitment files, assisting shortlisting candidates, administering written tests, conducting interviews and offer preparation based on recruitment needs.
- Oversee the background checks process.
Employee Lifecycle Administration
- In close collaboration with the Senior Finance and Admin officer in Yemen and the Regional HR Operations Coordinator, Talent Acquisitions Officers, PNSs hiring managers and other internal stakeholders, support in ensuring an effective and professional onboarding and offboarding of new personnel.
- Maintain an efficient, confidential filing system for all national PNS integrated staff personnel files (both soft and hard copies), to ensure compliance with IFRC internal audit controls and local legislation and ensure their updates.
A- Onboarding:
- Administer and deliver new hire documentation to facilitate the completion of administrative formalities.
- Create IFRC profiles for new national PNS integrated Staff on D365, and IFRC email accounts when needed
- Prepare all the contracts of national PNS integrated staff in coordination with the Regional HR unit.
- Oversee the new joiners and the yearly renewal ID card issuance processes.
B- Probation Period and Contract Extension
- Monitor probation periods for national PNS integrated staff in coordination with their respective PNSs.
- Communicating related information to concerned staff further to probation completion including Fresh Eyes Survey.
- Monitor and follow up on the progress of mandatory e-training completion for national PNS integrated staff
- Monitor the end of contracts/ assignment of all national PNS integrated staff and coordinate with the Regional HR Operations Coordinator to notify the line managers on respective actions to be taken.
- Issue the contract extension and non-extension letters in coordination with the Regional HR unit.
C- Offboarding:

- Update the employee's status in HR systems and databases.
- Ensure proper follow up and documentation of relevant files, including resignation letters, exit checklist.
Job Duties and Responsibilities (continued)
Payroll and Benefits Administration
- Prepare PNS national staff monthly payroll data and coordinate with the finance unit and payroll service providers to ensure accurate and timely salary payments.
- Administer PNSs national staff benefits in accordance with IFRC policies, national labor laws, and relevant regulations.
- Act as focal point for matters related to social security, health insurance, and mandatory staff benefits for PNSs national staff.
.HR Administration & Personnel Support
- Manage and follow up on leave administration requests received from Partner National Societies (PNSs), ensuring proper documentation and timely processing.
- Prepare HR-related correspondence, including employment letters and visa request letters, ICRC RED and UNHAS flights arrangements, in coordination with the Regional HR Operations unit.
HR Case Management and Compliance
- Support the management of HR matters affecting integrated PNS staff, staff grievances, disciplinary cases, and employee separations, in line with IFRC procedures.
- Ensure proper documentation and adherence to due process when handling HR cases and employee relations matters.
- Monitor compliance with IFRC policies, procedures, and applicable national labor legislation, and flag any risks or inconsistencies for appropriate follow-up.

- Perform any other HR-related duties assigned by the line managers to support the effective functioning of the HR matters related to PNSs
Education
- Bachelor’s degree in Human Resources or Business management - Required
Experience
- 3 years of experience as HR generalist role - Required
- 2 years of experience in system administration document management - Required
- Experience within the RCRC movement - Preferred
Knowledge, Skills and Languages
- Great communication, interpersonal, and negotiation skills - Required
