Job Title: Human Resources Officer
Department: Human Resources
Direct Line Manager: HR Coordinator
Duty Station: [Sana'a HQ]
Scope: work with HQ and Branches.
1. Job Purpose
The Human Resources Officer is responsible for the independent and compliant execution of day-to-day HR operations. Serving as a technical expert in HR administration, the Officer ensures that all HR practices, procedures, and employee relations strictly adhere to the Yemen Red Crescent Society (YRCS) internal policies, the Yemeni Labor Law, and the International Red Cross and Red Crescent Movement standards. The role is designed to drive HR efficiency, maintain transparent and auditable records, and provide evidence-based HR solutions.
2. Key Responsibilities & Duties
A. Compliance, Policy & Legal Protection
- Policy Custodian: Act as the primary focal point for ensuring that all HR operations, directives, and daily practices strictly comply with YRCS HR manuals and Yemeni Labor Law.
- Audit & Quality Control: Review and validate all HR requests and documentation before processing. Possess the functional authority to pause or reject any HR action that lacks proper written justification or violates established YRCS policies.
- Documentation: Ensure all instructions, approvals, and HR decisions are formally documented in writing to maintain a transparent, auditable trail that protects both the employee and the organization.
B. Recruitment & Onboarding
- Independent Execution: Manage the end-to-end recruitment process (drafting JDs, screening, shortlisting, and arranging interviews) independently to ensure fairness, transparency, and merit-based selection.
- Serve as an objective, voting member on interview panels, ensuring selections are made based on technical competency and objective criteria.
- Design and deliver comprehensive onboarding programs for new staff and volunteers.
C. HR Operations & Data Management
- System Integrity: Maintain full responsibility for the accuracy and confidentiality of employee personnel files and the HR database.
- Payroll & Attendance: Autonomously process monthly attendance, leave balances, and prepare payroll data, ensuring all deductions and additions are backed by verified, written evidence.
- Prepare direct, accurate HR analytical reports for Senior Management as required.
D. Employee Relations & Performance Management
- Act as an objective, neutral mediator for staff grievances, ensuring all complaints are handled according to the official YRCS disciplinary and grievance procedures.
- Coordinate the annual performance appraisal process, ensuring that evaluations are conducted fairly, documented properly, and free from bias.
- Provide sound, legally compliant advice to staff and line managers regarding their rights and responsibilities.
3. Authority & Decision Making
- Operational Autonomy: The HR Officer has the authority to organize, prioritize, and execute daily HR tasks, minimizing the need for micro-management.
4. Qualifications & Experience
- Bachelor’s degree in human resources management, Business Administration, Law, or a closely related field.
- Minimum of 5 years of solid, demonstrated experience in Human Resources, preferably within the INGO/NGO sector or the Red Cross/Red Crescent movement.
- Deep, comprehensive understanding of the Yemeni Labor Law and social security regulations.
- Proven ability to work independently with minimal supervision.
- fluent English (reading, writing)
