Chemonics UK currently leads the Yemen Support Fund (YSF), a UK government-funded programme that, in collaboration with partners, identifies and invests in initiatives that protect civilians, foster political dialogue, and support long-term stability in Yemen. The forthcoming Yemen Flexible Fu The ISF Yemen Flexible Funding Mechanism (YFFM) seeks to promote UK strategy on Yemen and permit the UK and other Donor partners, to provide a range of project activity that will strengthen and promote the conditions for peace and stability in Yemen and the wider region.
The YFFM programme has two components, the Technical Assistance Facility for Yemen (TAFFY) and Yemen Support Facility (YSF). The TAFFY main recipients will be the Government of Yemen and the YSF recipients will be those actors involved in sub-national / local stabilisation, peacebuilding and governance activity. The wider beneficiaries will include local communities in Yemen engaging both with the political actors and structures, and the community level processes aimed at promoting the Peace Process roadmap. nd Mechanism (YFFM) will expand on this foundation, combining a second phase of YSF with a technical assistance facility to advance sustainable conflict resolution and peacebuilding efforts.
Principal Duties and Responsibilities (Essential Functions)
The IT and Logistics Officer will ensure efficient and compliant procurement and logistics operations for YFFM. Responsibilities include supplier evaluation, contract negotiation, and management of procurement processes for equipment, commodities, and services, in line with Chemonics and FCDO regulations. Responsibilities for IT will include provision of comprehensive IT support, including system setup, troubleshooting, and user training, to ensure smooth office operations. Maintain software licensing, device security, and compliance while coordinating procurement and supporting IT infrastructure upgrades in alignment with Chemonics policies and liscense. The Officer will also support staff, grantees, and vendors on procurement procedures, working closely with Operations & HR Manager, the Finance Team, and technical staff to facilitate smooth programme delivery.
Key Responsibilities
IT Responsibilities
- Provide IT support for the office to ensure optimal technology performance.
- Ensure all Chemonics equipment software is licensed and track support contracts and renewals.
- Set up user accounts, email accounts, and access permissions in coordination with regional IT.
- Install, troubleshoot, and maintain computers, laptops, printers, and other IT devices.
- Monitor office network connectivity and functionality to ensure seamless user access.
- Maintain device security through updates, antivirus, and firewall installations.
- Conduct IT inductions and training for staff on software use and cybersecurity awareness.
- Assist in planning IT upgrades or replacements by identifying needs and coordinating procurement.
- Support the procurement of IT-related equipment, including specs and vendor engagement.
- Maintain and back up CCTV systems and ensure data security compliance.
- Prepare IT resources for staff and visitors and support workshops or events.
- Participate in IT coordination meetings and report on system status and risks.
- Oversee IT asset inventory, equipment setup, and custody documentation.
- Ensure software licensing, system security, and regular updates across all devices.
- Provide timely IT support to staff, ensuring minimal operational disruption.
- Perform other duties assigned by the Operations Manager.
Logistics & Procurement Responsibilities:
- Provide significant input into logistics procedures and procurement practices to ensure adherence to Chemonics and FCDO standards.
- Coordinate and conduct all local procurement activities, including sourcing, obtaining quotations, and managing vendor communications.
- Prepare, process, and track purchase requests, purchase orders, and contracts ensuring proper documentation and compliance with procurement policies.
- Issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), or Requests for Information (RFIs), and lead the vendor selection process with transparency and integrity.
- Participate in bid evaluations, prepare bid analysis and procurement memos, and ensure required approvals are obtained.
- Liaise directly with vendors to arrange timely delivery of goods and services to the office; confirm quality and condition of received items.
- Support inspection and tagging of assets delivered to the office.
- Maintain a vendor database for reliable suppliers in accordance with Chemonics policies.
- Coordinate and schedule meetings with suppliers and technical teams as needed.
- Maintain proper filing (digital and physical) for all procurement records.
- Monitor contracts and purchase orders issued to vendors and service providers, ensuring compliance with terms and deadlines.
- Support the Operation & HR Manager in maintaining accurate inventory records of assets and equipment.
- Assist in preparing procurement reports and updates on status of requests and deliveries.
- Support travel logistics when required, including coordination of flights, hotels, and transport in compliance with internal protocols.
- Participate in procurement planning meetings and contribute to the development of procurement strategies.
- Ensures all procurements are compliant with Chemonics and FCDO regulations.
- Ensures that all procured equipment follow FCDO branding policies.
- Participates in negotiating terms and conditions of contracts. Monitor contracts and purchase orders issued to subcontractors and vendors and conducts follow up as necessary to ensure compliance to terms and conditions.
- Maintains the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file including memorandums of negotiation for all procurements. Maintain detailed notes to document all procurements processes and evaluations.
- Responds in a timely manner to procurement requests from the Yemen technical team and provide procurement status reports when requested.
- Perform any other tasks requested by Operation & HR Manager.

Required Skills and Qualifications
To successfully perform this role, the candidate must demonstrate the ability to meet all essential duties and responsibilities. The qualifications outlined below represent the required knowledge, skills, and abilities necessary to carry out the core functions of the position.
- Bachelor’s degree in Logistics, IT, Business Administration, or related field.
- Minimum 3–5 years of relevant experience in logistics and IT support roles.
- Experience with procurement under donor-funded projects (especially FCDO) preferred.
- Strong knowledge of procurement compliance and vendor management.
- Excellent communication and negotiation skills.
- Proficiency in IT support and systems troubleshooting.
- Strong organizational and reporting skills.
- Fluent in Arabic and proficient in English.
Training and Development
During your employment:
- Completion of mandatory trainings including Annual Standards of Business Conduct, Cyber Security, GDPR, and any other role-relevant courses designated by Chemonics Management is required. All training costs will be covered by Chemonics.
