Organizational Context
The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen.

Role Summary
The Logistic Officer plans, coordinates and oversees procurement, transport, warehousing and supply chain operations for the shelter, NFI and protection project. The role ensures timely delivery of NFIs and Emergency Shelter Kits (ESKs), manages supplier selection and contracting, coordinates fleet and warehouse operations, anticipates operational challenges and organizes contingency transport, and maintains accurate logistics records for finance, audits and handover. The Logistic Officer works closely with field teams to align delivery schedules with distributions and construction timelines, enforces procurement policy and donor rules, and supports efficient, safe and cost-effective supply chain performance.

Duties and Responsibilities:

Procurement Planning and Supplier Management

  • Lead the preparation of consolidated supply plans and procurement schedules aligned to project timelines (distributions, rehabilitation milestones, ESK deliveries).
  • Prepare tender documents, RFQs and technical specifications for shelter materials, NFIs and services; advertise tenders on approved platforms and manage the tender calendar.
  • Maintain and regularly update a suppliers’ database with contact details, capacity notes, past performance, compliance checks and price lists.
  • Conduct periodic local market surveys to monitor availability, lead times and price fluctuations for key items; use findings to inform procurement strategy and cash transfer values.
  • Facilitate bid opening and participate in technical and financial evaluations; ensure evaluation records, scoring matrices and due diligence documentation are complete before contract award.
  • Draft and review purchase orders and contracts; obtain required approvals, track contract deliverables, and ensure terms and warranties are enforced.

Purchase Request and Order Tracking

  • Open and maintain a registry of incoming Purchase Requests (PRs); create a tracking file to monitor status from request to final receipt and archive outcomes.
  • Track all orders from planning through procurement, shipment, receipt and distribution; proactively follow up with suppliers and logistics partners to prevent delays.
  • Communicate with budget holders and requesters to clarify specifications, approvals and timelines; escalate unresolved issues to the Branch Executive Director.

Warehousing, Inventory and Materials Control

  • Assist in day-to-day warehouse management (receiving, inspection, storage, stock rotation and issuance) ensuring proper storage conditions for NFIs and ESK components.
  • Participate in joint verification of procured goods and equipment on arrival to confirm conformity with technical specifications, quantities and quality standards.
  • Maintain accurate inventory records and stock cards for NFIs and ESK kits; perform regular physical counts and reconcile with electronic records.
  • Ensure safe stacking, labeling, segregation of damaged items.

Transport, Fleet and Distribution Coordination

  • Plan and coordinate loading, offloading and transportation of relief items from warehouses to distribution points.
  • Prepare logistics distribution plans in coordination with project teams, including schedules, vehicle manifests, beneficiary lists and contingency routes.
  • Monitor vehicle usage and maintain vehicle traffic log sheets.
  • Anticipate operational risks (weather, security, road closures) and organize contingency transport options and alternative delivery plans.

Documentation, Finance Interface and Compliance

  • Archive all procurement, transport and warehouse transactions in secure paper and electronic formats; maintain audit ready files for finance and donors.
  • Prepare and submit payment requests for utility bills, internet, landline and other logistics related invoices before month end; support finance with procurement documentation for payments.
  • Ensure procurement and contracting comply with YRCS policies, donor rules and national regulations; flag non compliance and implement corrective actions.
  • Apply segregation of duties, verification checks and supporting documentation to reduce fraud and procurement irregularities.

Reporting, Analysis and Continuous Improvement

  • Update procurement and inventory trackers and prepare monthly procurement and logistics reports summarizing orders, stock levels, supplier performance and outstanding actions.
  • Monitor supplier lead times, quality issues and cost variances; recommend supplier performance actions or replacements when necessary.
  • Document procurement and logistics lessons learned, propose process improvements and support post distribution reviews to enhance efficiency.

Operational Support and Coordination

  • Liaise daily with shelter, protection, MEAL and finance teams to align delivery schedules with distributions and construction activities; attend field coordination meetings.
  • Monitor and replenish office supplies, cleaning materials and minor equipment; manage small scale procurement for field office.
  • Support procurement of technical items by preparing BOQs, technical specifications and participating in technical verifications with engineers.

Qualifications and Experience:

  • Bachelor’s degree in Business Administration, Accounting, Supply Chain Management, Social Sciences, or related field.
  • Minimum 3 years of practical experience in logistics, procurement and warehouse management in humanitarian or development projects; experience with shelter/NFI programs and ESKs preferred.
  • Strong understanding of procurement cycles, tendering procedures, contract management and donor procurement rules (e.g., UN, EU, bilateral donors).
  • Experience with inventory management systems and mobile data collection for stock counts; familiarity with ERP or simple database tools.
  • Proven experience coordinating transport and fleet operations in field settings, including contingency planning.
  • Experience conducting local market assessments and using market data to inform procurement and cash transfer values.
  • Track record of maintaining audit ready procurement and logistics documentation and supporting external audits.
  • Proficiency in MS Office (Excel advanced), Google Sheets, and experience with Power BI or basic dashboarding is an advantage.
  • Fluency in Arabic and Excellent knowledge of English for reporting and coordination.
  • Willingness to travel frequently to remote sites; ability to work flexible hours during distributions.
  • Professional certifications in logistics/warehouse management and training in procurement, supply chain risk management, or fleet management are desirable.

  • Collaborative team player who can supervise warehouse staff, drivers and temporary teams during distributions.
  • Uses inventory and procurement data to inform decisions, optimize stock levels and reduce costs.
  • Focused on timely, accurate deliveries that meet beneficiary needs and maintain beneficiary dignity.
  • Open to feedback, documents lessons learned and continuously improves logistics processes.
