Polish Humanitarian Action (PAH) is looking for a Logistics Coordinator (national position):

Position: Logistics Coordinator (national position)
Location: Aden, Yemen with travels inside Yemen 
Contract details: Permanent / Full-time–depending on the grant
Duration: A full-time position with a probationary period of 3 months
Starting date: ASAP

Polish Humanitarian Action (PAH) is a non-governmental organization. For over 25 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 48 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), psychosocial support (PSS), as well as Primary Health, Nutrition and Education. About PAH Yemen Mission 

PAH Yemen Mission has been officially established in July 2019 and currently provides humanitarian assistance in WASH, Health, Education in Emergencies, CCCM and Protection for most vulnerable communities affected by conflict in Ad Dhale, Abyan, Marib and Aden governorates.

Position reports to: Head of Operations 

Responsibilities:

1-    Logistics and Coordination:

  • Manage all day-to-day logistics operations across Yemen CO in support of program implementation, including but not limited to procurement, fleet, warehousing, asset management.
  • Supervise and support logistics staff at Yemen CO level, ensuring task delegation, performance tracking, and adherence to procedures.
  • Ensure implementation of the procurement plan for Yemen CO in coordination with the Head of Operations.
  • Coordinate logistics input for project launches, emergency preparedness, and operational planning with Programs, HoO and CD.
  • Cooperate closely with the HoO, focal points for field offices, and program/operations teams to align logistics priorities.
  • Develop and maintain professional working relations with logistics actors and suppliers.

2-    Procurement and tenders management:

  • Ensure strict compliance of procurement and tender activities with PAH and donor regulations.
  • Develop and promote best practices to improve the quality and transparency of procurement processes.
  • Organize procurement and tender procedures, including drafting and review of required documentation.
  • Negotiate terms and conditions of contracts with selected suppliers.
  • Lead market analysis and cost benchmarking to inform procurement strategies.
  • Analyze procurement workflows and identify gaps, lessons learned, and areas for improvement.
  • Maintain up-to-date procurement templates, supplier databases, and contract archives.
  • Ensure timely delivery of procured goods and services, tracking procurement status, payments, and warehousing as applicable.

3-    Assets management:

  • Manage and maintain asset registry, including tagging, allocation, movement, reporting, and disposal
  • Ensure proper asset and inventory records maintenance in line with PAH procedures and donor requirements.
  • Record and report damage, loss, or faults; arrange repair or disposal in line with procedures.
  • Ensure end-of-project asset processes (e.g. donations) follow internal and donor compliance.
  • Manage warehouse or stock in line with PAH policy, ensuring proper tracking, security, and documentation.

4-    Audit, compliance and documentation:

  • Ensure complete, traceable, and audit-ready documentation for all logistics activities (procurement, tenders, assets)
  • Maintain digital and physical logistics archives in accordance with PAH and donor retention requirements.
  • Lead logistics file preparation and response for internal, external, and donor audits.
  • Ensure logistics processes (procurement, tenders, warehousing, asset management) meet PAH and donor standards.
  • Identify and escalate compliance risks and support implementation of corrective actions as needed.

5-    Other:

  • Participate in coordination and staff meetings, providing logistics updates and planning input.
  • Provide logistics onboarding for new staff and support training of non-logistics staff to support adherence to PAH logistics policies.
  • Perform other logistics-related duties as assigned by the Line Manager or Technical Supervisor.

Requirements:

Educational Requirements: 

  • Degree in Logistics or related field preferred (Master’s degree is an asset; candidates with a Bachelor’s degree and substantial relevant experience are also encouraged to apply).
  • Training in Humanitarian Logistics is an asset

Work Experience: 

  • At least 3 years of professional experience with similar scope of responsibilities (3 years minimum, 5 years desirable)
  • At least 3 years of professional experience in working with INGOs & NGOs 
  • Experience at supervision and coordination role is an asset

Languages: 

  • Excellent command of English and Arabic

  • High level of accuracy and attention to detail

  • Ability to cooperate and deal with all members of an organisation
  • Experience managing team members and workload within Logistics
  • Professional and friendly demeanor
  • Excellent time management skills and the ability to prioritise workload effectively
  • Excellent computer skills, including experience with software packages incl. MS Office (Excel, Word, Outlook, et al.)
  • Field-level operational logistics experience in humanitarian contexts

Desirable:

  • Contract negotiation and supplier relationship management
  • Knowledge of humanitarian logistics standards and Yemen regulations
  • Proficiency in procurement compliance and donor regulations (EU, OCHA, etc.)
  • Analytical skills for logistics data tracking and reporting
  • Experience in supply chain risk mitigation and fraud prevention
  • Ability to identify and implement process improvements
