MEAL Officer

Project: Restoring Dignity and Saving Lives through Integrated Cash and WASH Assistance for Vulnerable IDPs in Al Arah, Al Musaymir, and Tur Al Bahah Sub-districts of Lahj Governorate

Project Overview

The project is implemented in partnership with the Yemen Humanitarian Fund (YHF) to enhance the capacity of internally displaced persons (IDPs) and host communities to meet their basic needs. The intervention combines (Unconditional Cash Transfer (UCT)multi-purpose cash assistance (MPCA)) with improved Water, Sanitation, and Hygiene (WASH) services to ensure a safe and healthy environment. YKF is seeking qualified candidates to fill two positions within the Monitoring, Evaluation, Accountability, and Learning (MEAL) unit as detailed below:

Position 1: MEAL Officer
Duty Station: Aden, with frequent travel to Tur Al-Baha, Al-Mudarabah & Ras Al-Arah, and Al-Musaymir districts (Lahj Governorate)
Contract Type: Full-time (subject to budget availability)
Number of Positions: 1

Key Responsibilities

  • Lead the overall MEAL system for the project, ensuring alignment with the logical framework and donor requirements.
  • Oversee all data collection processes, including market assessments, beneficiary verification, baseline and endline surveys, and Post-Distribution Monitoring (PDM).
  • Develop MEAL frameworks, indicators, data collection tools, and sampling plans in accordance with technical standards.
  • Analyze project data at output and outcome levels, extract lessons learned, and support evidence-based decision-making to improve intervention quality.
  • Prepare all required MEAL reports for the donor within established timelines.
  • Ensure data accuracy, confidentiality, and database security; regularly update the Indicator Performance Tracking Table (IPTT).
  • Lead the implementation of the Complaints and Response Mechanism (CRM/CFM), ensuring timely resolution and closure of complaints.
  • Promote organizational learning through community learning sessions, feedback analysis, and integration of findings into project improvements.
  • Provide technical guidance and capacity-building support to field teams on MEAL concepts, tools, and procedures.

Qualifications and Experience

  • Bachelor’s degree in Statistics, Economics, Development Studies, Social Sciences, or a related field.
  • 2–5 years of experience in monitoring and evaluation with local or international NGOs, preferably in humanitarian or development projects.
  • Proficiency in data analysis tools (advanced Excel) and electronic data collection platforms (e.g., Kobo).
  • Strong knowledge of humanitarian sector indicators (FSAC, WASH, MPCA) and Sphere Association standards.
  • Excellent analytical and report-writing skills in English.
  • Experience in designing and managing feedback and complaints mechanisms (CFM).
  • Ability to work under pressure and manage multiple tasks simultaneously.
  • Strong communication and training skills.
